On Monday, August 7, the Rajya Sabha passed the National Capital Territory of Delhi (Amendment) Bill, 2023, conferring authority upon the Lieutenant Governor of Delhi to exercise control over Group A services within the territory. This empowerment extends to matters encompassing appointments, transfers, and postings.
The bill’s passage was the culmination of a division, with a notable 131 MPs voting in favor of the legislation, while 102 expressed dissent. The decision followed an exhaustive eight-hour debate surrounding the National Capital Territory of Delhi (Amendment) Bill, 2023, presented for consideration by Home Minister Amit Shah.
During the discourse, the opposition advocated for a division, a motion subsequently acted upon. The INDIA bloc, which opposed the bill’s passage, had also contested its approval in the Lok Sabha during the preceding week. The voting process, conducted manually via slips due to a technical glitch with the automatic vote recording system, was presided over by Rajya Sabha Deputy Chairman Harivansh, who duly announced the division’s outcome.
