Rajasthan: 34 IPS officers transferred; Govind Gupta is new DGP, ACB

In a major restructuring of the police administration, the Rajasthan government has issued transfer and posting orders for 34 IPS officers across the state. The Home Department notification, released on Wednesday (October 22, 2025), includes several senior officials being moved to key positions.

Among the top reshuffles, Sanjay Kumar Agrawal (IPS:1992) has been appointed as DGP, Law & Order, while Govind Gupta (IPS:1993) has been moved as DGP, Intelligence.

Notably, three senior ADGP-rank officers have been elevated to DGP-level responsibilities—Anand Kumar Srivastava, Ashok Kumar Rathore & Malini Agarwal.

In another significant change, Jaipur Police Commissioner Biju George Joseph (IPS:1995) has been replaced by Sachin Mittal (IPS:1996), who will now lead the capital city’s police force.

The names of the officers and their postings are as follows;

1. Sanjay Kumar Agrawal (IPS:1992:RJ), DGP, Intelligence, has been transferred and posted as DGP, Law & Order.
2. Govind Gupta (IPS:1993:RJ), DGP, Jail, has been transferred and posted as DGP, ACB.
3. Anil Paliwal (IPS:1994:RJ), DGP, Technical Services (Telecommunication & Technical) and Traffic, has been transferred and posted as DGP, Training & Traffic.
4. Anand Kumar Srivastava (IPS:1994:RJ), ADGP, Armed Battalion, has been transferred and posted as DGP, Special Operations.
5. Ashok Kumar Rathore (IPS:1994:RJ), ADGP, Training, has been transferred and posted as DGP, Jail.
6. Malini Agarwal (IPS:1994:RJ), ADGP, Civil Rights & Anti Human Trafficking, has been transferred and posted as DGP & Commandant General, Civil Defence.
7. Prashakha Mathur (IPS:1995:RJ), ADGP, Planning, Modernisation & Welfare and Re-organisation, has been relieved of the charge of ADGP, Re-organisation.
8. Biju George Joseph (IPS:1995:RJ), Commissioner of Police, Jaipur, has been transferred and ADGP, Personnel.
9. Sushmit Biswas (IPS:1995:RJ), ADGP, State Human Rights Commission, has been transferred and ADGP, Railways.
10. Dinesh MN (IPS:1995:RJ), ADGP, Crime Branch, has been transferred and posted as ADGP, ATS, AGTF & ANTF.
11. Sachin Mittal (IPS:1996:RJ), ADGP, Personnel, has been appointed as Commissioner of Police, Jaipur.
12. Sanjeev Kumar Narzari (IPS:1996:RJ), ADGP, Vigilance, has been transferred as ADGP-cum-Director, Rajasthan Police Academy, Jaipur.
13. Vishal Bansal (IPS:1997:RJ), ADGP, Law & Order, has been transferred as ADGP, SOG.
14. Vijay Kumar Singh (IPS:1997:RJ), ADGP, ATS & SOG, has been transferred and posted ADGP, Law & Order.
15. Dr. Hawa Singh Ghumaria (IPS:1997:RJ), ADGP, SDRF, has been transferred and posted as ADGP, Crime Branch.
16. S Sengathir (IPS:1997:RJ), ADGP-cum-Director, Rajasthan Police Academy, Jaipur, has been transferred and posted as ADGP, Vigilance.
17. P Ramji (IPS:1998:RJ), ADGP, Home Guards, has been transferred and posted as ADGP, Jail.
18. Rupinder Singh (IPS:1999:RJ), ADGP, Jail, has been transferred and posted as ADGP, Armed Battalion & SDRF.
19. Bhupendra Sahoo (IPS:1999:RJ), ADGP, Railways, has been transferred and posted as ADGP, Police Housing.
20. BL Meena (IPS:1999:RJ), ADGP, Community Policing, has been transferred as ADGP, Traffic.
21. Lata Manoj Kumar (IPS:2000:RJ), IG, Rajasthan Police Academy, Jaipur, has been transferred as ADGP, Civil Rights, Anti-Human Trafficking & Community Policing.
22. Praful Kumar (IPS:2001:RJ), IG, Vigilance, has been transferred as IG, Intelligence.
23. HG Raghavendra Suhas (IAS:2001:RJ), IG, Railways, has been transferred as IG, Jaipur Range.
24. Rahul Prakash (IPS:2006:RJ), IG, Jaipur Range, has been transferred as Special Commissioner (Operations), Police Commissionerate, Jaipur.
25. Dr Ravi (IPS:2007:RJ), DIG, Planning, Modernisation & Welfare, has been transferred and posted as IG, Planning, Modernisation & Welfare.
26. Satyendra Kumar (IPS:2007:RJ), awaiting posting order, has been posted as IG, ACB, Jaipur.
27. Dr. Rameshwar Singh (IPS:2009:RJ), Additional DCP, Law & Order, Police Commissionerate, Jaipur, has been transferred and posted as DIG, ACB-I, Jaipur.
