Punjab govt reshuffles six IAS officers; new Deputy Commissioners appointed in Amritsar, Gurdaspur, and Pathankot.

In a significant administrative reshuffle, the Punjab government on Wednesday (October 22, 2025) issued transfer and posting orders for six IAS officers across the state.

Among the key changes, the Deputy Commissioners (DCs) of Amritsar, Gurdaspur, and Pathankot have been replaced. Dalwinderjit Singh has been appointed as the Deputy Commissioner of Amritsar, Aditya Utpal as the Deputy Commissioner of Gurdaspur, and Palavi as the Deputy Commissioner of Pathankot.

The list of officers and their new postings is as follows:

  1. Vishal Sarangal (IAS:2013:PB) — Chief Administrator, Greater Mohali Area Development Authority, SAS Nagar, has been transferred and posted as Special Secretary/Director, Good Governance & Information Technology with additional charge of CEO, Punjab State e-Governance Society.
  2. Sakshi Sawhney (IAS:2014:PB) — Deputy Commissioner, Amritsar, has been transferred and her services placed at the disposal of the Department of Housing & Urban Development for posting as Chief Administrator, SAS Nagar.
  3. Aditya Utpal (IAS:2015:PB) — Deputy Commissioner, Pathankot (with additional charge of Commissioner, Municipal Corporation, Pathankot), has been posted as Deputy Commissioner, Gurdaspur.
  4. Palavi (IAS:2015:PB) — Special Secretary, Water Supply & Sanitation (with additional charges of HOD, Water Supply & Sanitation; Special Secretary, Power; and Special Secretary, New & Renewable Energy Sources), has been transferred and posted as Deputy Commissioner, Pathankot (with additional charge of Commissioner, Municipal Corporation, Pathankot).
  5. Dalwinderjit Singh (IAS:2017:PB) — Deputy Commissioner, Gurdaspur, has been transferred and posted as Deputy Commissioner, Amritsar.
  6. Harpreet Singh (IAS:2019:PB) — Additional Deputy Commissioner (General), Fatehgarh Sahib, has been transferred and posted as Additional Secretary, Water Supply & Sanitation with additional charges of HOD, Water Supply & Sanitation, and Additional Secretary, New & Renewable Energy.
