Power centre shifts from Raisina Hills to Kartavya Bhawans as several ministries relocate

In a major shift of power centre, the Union Government has allocated space in the newly built Kartavya Bhawan-2 at Central Vista for relocating over half a dozen ministries on Friday. These ministries include Defence, Education, Law, Chemical and Fertilizer, Culture, Agriculture, and I&B. It paves the way for vacating offices from South Block and Shastri Bhawan and their relocation in Kartavya Bhawan-2.

The South and North Blocks, the two key administrative blocks built before independence, are soon going to lose their relevance to the Kartavya Bhawans at the newly redeveloped Central Vista as the seat of power and administration. With the shifting of the Defence Ministry offices from it, it will mean centre of power being completely shifted out of these two blocs. The cabinet secretariat has already shifted from Rashtrapati Bhawan to the newly built Sewa Teerth office complex near Vayu Bhawan, and soon the PMO will also shift there.

The Ministry of Home and Finance, which was earlier housed in North Block, has been relocated to Kartavya Bhawan-3 and 1.  Some offices attached to CBI will also shift from North Block to Kartvya Bhawan-2.

Interestingly, the two iconic blocks will now house the new national museum.

According to an official order issued by the Housing and Urban Affairs Ministry, the Defence Ministry, which has been allocated in Kartavya Bhawan-2, will have 225 rooms on the fifth and sixth floors.

Similarly, the offices attached to the law and justice ministry will shift from Shastri Bhawan to the third and fourth floors of this building. Offices of culture, chemicals and fertilizers will also shift from Shastri Bhawan to the second and third floors of Kartavya Bhawan-2. The order mentions that the education, agriculture, and I&B ministries operating from Shastri Bhawan will be relocated to Kartavya Bhawan.

According to sources, orders for relocation of offices from Krishi Bhawan will also be issued, and tenders will be floated for construction of new office buildings in the next couple of months.

As per the floor plans given to these ministries and departments, the space allocated to them is as follows:

Ministry of Defence will be housed on the 5^th and 6th floors.

6^th Floor: Room no. – 26000 to 26115

5^th Floor: Room no. – 25000 to 25110

The Ministry of Law and Justice will occupy space on 3^rd and 4^th floors.

4^th Floor: Room no. 24000 A TO 24000 J, 24001 to 24075, 24076 (PART WORKHALL), 24078 TO 24092, 24103 ТO 24105, 24108 (PART WORKHALL), 24109 TO 24115.

3rd Floor: – Room no. – 23000 A TO 23000 C, 23001 TO 23011, 23014 TO 23016, 23017 (PART), 23018, 23020 (PART WORKHALL), 23021 TO 23022, 23093 TO 23098, 23103 TO 23105, 23108 (PART WORKHALL), 23112 TO 23115.

The Ministry of Culture will be housed on the 2nd floor, from Room no. 22000 K to 22000 M, 22069 to 22092, 22099 to 22102, 22106 to 22107, 22108 (PART WORKHALL), and 22109 TO 22111.

The Ministry of Chemicals and Fertilizers will occupy rooms on the 2^nd and 3rd floors.

3^rd Floor: from Room no. 23000 D to 23000 J, 23012 to 23013, 23017 (PART), 23019, 23020 (PART WORKHALL), and 23023 to 23068.

2nd Floor: – Room no. – 22009 (PART), 22011, 22014 TO 22019, 22020 (PART WORKHALL), 22023 TO 22029.

The Ministry of Agriculture & Farmers Welfare has been allocated space on the 3rd Floor: – Room no. 23000 K TO 23000 L, 23099 TO 23102, 23106 TO 23107, 23108 (PART WORKHALL), 23109 TO 23111.

The Ministry of Information and Broadcasting will be housed on the 2^nd and 3rd floors.

2nd Floor: – Room no. – 22000 A TO 22000 J, 22001 TO 22008, 22009 (PART), 22010, 22012 TO 22013, 22020 (PART WORKHALL), 22021 TO 22022, 22036 TO 22048, 22049 (PART WORKHALL), 22054 TO 22068, 22093 TO 22098, 22103 TO 22105, 22108 (PART WORKHALL), 22112 TO 22115.

3^rd Floor: – Room no. – 23000 M, 23069 TO 23092, 23108 (PART WORKHALL). 

The Ministry of Education will be spread over four floors

UGF Floor: – Room no. – 2UG10 TO 2UG11, 2UG19 TO 2UG20. 

1st Floor: – Room no. – 21000 В ТО 21000 M, 21001 TO 21003, 21006 TO 21115. 

2nd Floor: – Room no. – 22030 TO 22035, 22049 (PART WORKHALL), 22050 TO 22053.

The Central Bureau of Investigation (CBI) has also been allocated space on the Ground and the 1^st floor

GF Floor: – Room no. – 20001 TO 20009, 20022 (PART WORKHALL), 20023.
