Modi govt effects major bureaucratic rejig, 42 IAS officers shifted

In a major bureaucratic reshuffle, the Modi government on Saturday (04.12.2021) issued orders for fresh posting, in-situ elevation and lateral shift of 42 IAS officers across different departments, including six secretary level appointments.

The ACC cleared the appointment of six IAS officers in the rank and pay of Secretary in Government of India :

1. Sanjay Bandopadhyay (IAS:1988:MP) has been appointed as Chairman, Inland Waterways Authority of India (IWAI) in the rank and pay of Secretary. Presently, he is Additional Secretary, Ministry of Ports, Shipping and Waterways.
2. Sundeep Kumar Nayak (IAS:1988:JK) has been appointed as Director General (DG), National Productivity Council (NPCC), Department for Promotion of Industry & Internal Trade in the rank and pay of Secretary. Presently, he is Managing Director (MD), National Cooperative Development Corporation (NCDC) under the Ministry of Cooperation.
3. Ms. Upma Srivastava (IAS:1988:SK) has been appointed as Secretary, National Commission for Scheduled Castes in the rank and pay of Secretary. Presently, she is an Additional Secretary, Department of Social Justice and Empowerment.
4. Dharmendra S Gangwar (IAS:1988:BH) has been appointed as Secretary, Department of Border Management, Ministry of Home Affairs. Presently, he is an Additional Secretary and Financial Adviser in the Ministry of Health and Family Welfare.
5. Ms. Juthika Patankar (IAS:1988:UP) has been appointed as Secretary, Central Information Commission under DoPT in the rank and pay of Secretary. Presently, she is Additional Secretary, Ministry of Skill Development and Entrepreneurship.
6. Ms. Anita Praveen (IAS:1989:TN) has been appointed as Special Secretary, Ministry of Food Processing Industries by temporarily upgrading a vacant post of Joint Secretary in the Ministry. The officer will take over as Secretary, Ministry of Food Processing Industries upon superannuation of Pushpa Subramanyam (IAS:1985:TG) on 31.01.2022. Presently, she is Special Secretary, Department of Telecommunications, Ministry of Communications.

The ACC has also approved in-situ upgradation of the following officers to the level of Special Secretary in the rank and pay of Secretary to the Government of India.

1. Rohit Kumar Singh (IAS:1989:RJ), Additional Secretary, Ministry of Culture, has been elevated (in-situ) as Special Secretary, Ministry of Culture.
2. Amrit Lal Meena (IAS:1989:BH), Additional Secretary (Logistics), Department of Commerce, Ministry of Commerce & Industry, has been elevated (in-situ) as Special Secretary (Logistics), Department of Commerce, Ministry of Commerce & Industry.

In addition, ACC also cleared the appointment of 18 IAS officers in the rank and pay of Additional Secretary in the Government of India:

1. Ms. Alka Upadhyaya (IAS:1990:MP) has been appointed as Chairperson, National Highways Authority of India (NHAI) in the rank and pay of Additional Secretary. Presently, she is Additional Secretary, Department of Rural Development.
2. G Asok Kumar (IAS:1991:TG) has been appointed as Director-General, National Mission for Clean Ganga, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti in the rank and pay of Additional Secretary. He will succeed Rajiv Ranjan Mishra (IAS:1987:TG) on his retirement on 31.12.2021. Presently, he is Mission Director, National Water Mission in the Ministry of Jal Shakti.
3. Amit Yadav (IAS:1991:AGMUT) has been appointed as Additional Secretary, Department of Commerce, Ministry of Commerce & Industry. Presently, he is Director General (DG), Directorate General of Foreign Trade under the Ministry of Commerce & Industry.
4. Vijay Kumar (IAS:1992:AGMUT) has been appointed as Additional Secretary, Ministry of Cooperation. Presently he is posted in the Cadre.
5. Ashish Srivastava (IAS:1992:MP) has been appointed as Additional Secretary, Cabinet Secretariat (SR). Presently, he is Additional Secretary, Ministry of Women and Child Development.
6. Sriram Taranikanti (IAS:1992:TR) has been Additional Secretary, Inter-State Council Secretariat. Presently, he is posted in the Cadre.
7. Ms. Neelam Shammi Rao (IAS:1992:MP) has been appointed as Central Provident Fund Commissioner, Employees’ Provident Fund Organization (EPFO) under the Ministry of Labour and Employment in the rank and pay of Additional Secretary. Presently, she is Director General (DG) (Training), Ministry of Skill Development and Entrepreneurship.
8. Amit Agrawal (IAS:1993:CG) has been appointed as Additional Secretary, Ministry of Electronics & Information Technology. Presently, he is Additional Secretary, Department of Financial Services, Ministry of Finance.
9. Ms. Deepti Umashankar (IAS:1993:HY) replaces K Sriniwas (IAS:1989:GJ) as Establishment Officer & Additional Secretary, Department of Personnel & Training.
10. Vivek Aggarwal (IAS:1994:MP) has been appointed as Additional Secretary, Department of Revenue, Ministry of Finance. Presently, he is Additional Secretary, Department of Agriculture and Farmers Welfare.
11. Hari Ranjan Rao (IAS:1994:MP) has been appointed as Additional Secretary, Department of Telecommunications. Presently, he is Joint Secretary, Department of Telecommunications.
12. Ms. Roli Singh (IAS:1994:RJ) has been appointed as Additional Secretary, Department of Health & Family Welfare. Presently, she is posted the cadre.
13. Mritunjay Kr Narayan (IAS:1995:UP) has been appointed as Additional Secretary, Department of Home, Ministry of Home Affairs. Presently, he is Joint Secretary, Ministry of Power.
14. Ashish Kumar Goel (IAS:1995:UP) has been elevated (in-situ) as Additional Secretary, Department of Rural Development.
15. Ms Sandhya V Sharma (IAS:1995:TN) has been elevated (in-situ) as Additional Secretary, Department of Space.
16. Rajeev Singh Thakur (IAS:1995:RJ) has been appointed as Additional Secretary, Department for Promotion of Industry & Internal Trade (DPIIT). Presently, he is Joint Secretary, Department of Military Affairs.
17. Satendra Singh (IAS:1995:JH) has been appointed as Additional Secretary & Financial Advisor, Ministry of Chemicals & Fertilizers. Presently, he is Joint Secretary, Ministry of Mines.
18. Shyamal Misra (IAS:1996:HY) has been appointed as Joint Secretary, Ministry of Home Affairs. Presently, he is Joint Secretary, Department of Commerce.

The ACC has also approved in-situ upgradation of the following officers to the level of Additional Secretary to the Government of India.
