Manipur: 4 DCs among 13 IAS officers transferred

In a major administrative reshuffle, the Manipur government on Tuesday (06.05.2025) issued transfer and posting orders for 13 IAS officers. The changes include the transfer of four Deputy Commissioners from the districts of Imphal East, Bishnupur, Thoubal, and Tengnoupal.

Ningthoujam Geoffrey (IAS:2007:MN), Commissioner-cum-Secretary of Social Welfare, Minor Irrigation, Command Area Development Department, Water Resources and CEO, MIDA, has been relieved of the charge of the Minor Irrigation Department while retaining the remaining departments. Robert Singh Kshetrimayum (IAS:2010:MN), Secretary, Manipur Lok Ayukta, has been transferred and posted as Secretary, Minor Irrigation.

Krishna Kumar (IAS:2013:MN), Deputy Commissioner of Tengnoupal, has been posted as Special Secretary, Power and In-Charge Managing Director, MSPDCL. Dr. Nivedita Lirenlakpam (IAS:2014:MN), Director of Transport, has been transferred and appointed as Deputy Commissioner, Imphal East.

L. Bikram (IAS), Deputy Commissioner of Bishnupur, has been posted as Director, Tourism. A. Subhash Singh (IAS:2015:MN), Deputy Commissioner of Thoubal, has been appointed as Additional Secretary (DP/Home) with the additional charge of Director, Institutional Finance.

Khumanthem Diana (IAS:2015:MN), Deputy Commissioner of Imphal East, has been posted as Director, Transport with additional charge of Secretary, Veterinary and Animal Husbandry. Ranjan Yumnam (IAS:2016:MN), Director, Institutional Finance, has been appointed as Additional Secretary, MAHUD/PHED.

Pooja Elangbam (IAS:2017:MN), Director of Tourism, has been posted as Deputy Commissioner, Bishnupur. Luckyson Nagamsha Kashung (IAS:2018:MN), Joint Secretary, Textiles, Commerce & Industries, has been transferred as Director, TA & Hills/TRI and Managing Director, MTDC.

Hannah Kahmei (IAS), who was serving as Joint Secretary in PHED, Veterinary & AH, Skill, Labour, Employment & Entrepreneurship and Director, TA & Hills/TRI with additional charge of MD, MTDC, has now been posted as Deputy Commissioner, Thoubal. Saurabh Yadav (IAS:2017:MN), Joint Secretary, Transport & Power, has been appointed Deputy Commissioner, Tengnoupal.

Lastly, U. Chaitanya (IAS:2022:MN), ADC, Kakching, has been transferred and posted as Sub-Divisional Officer, Waikhong and Block Development Officer, Langmeidong.
