Major reshuffle at AS level: 20 IAS Officers reassigned, Amit Singh Negi appointed AS in PMO

The Appointments Committee of the Cabinet (ACC) on Tuesday late evening effected a major reshuffle at Additional Secretary level. Fourteen IAS officers have been assigned new roles, while four IAS officers have been appointed in-situ as Additional Secretary by temporarily upgrading their posts.

The names of these officers and their postings are as follows:

1. Nidhi Chhibber (IAS:1994:CG), Advisor in NITI Aayog, has been appointed as Additional Secretary, NITI Aayog.
2. T K Anil Kumar (IAS:1995:KN), presently in the cadre, has now been appointed as Additional Secretary, Department of Rural Development, Ministry of Rural Development in place of Caralyn Khongwar Deshmukh (IAS:1996:MP).
3. Dheeraj Sahu (IAS:1996:UP), Joint Secretary, Warehousing Development & Regulatory Authority (WDRA) has now been appointed as Managing Director, Small Farmers’ Agri Business Consortium, Department of Agriculture & Farmers’ Welfare, Ministry of Agriculture & Farmers’ Welfare in the rank and pay of Additional Secretary.
4. Maneesh Garg (IAS:1996:HP), presently in the cadre, has been now appointed as Deputy Election Commissioner, Election Commission of India in the rank and pay of Additional Secretary by temporarily upgrading the post to Additional Secretary level.
5. Manisha Saxena (IAS:1996:AGMUT), Director General (Tourism), Ministry of Tourism, has been appointed as Additional Secretary, Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions, by temporarily upgrading a vacant post of DS/Director in the Department.
6. Caralyn Khongwar Deshmukh (IAS:1996:MP), Additional Secretary, Department of Rural Development, Ministry of Rural Development, has been appointed as Additional Secretary, Department of Social Justice & Empowerment, Ministry of Social Justice & Empowerment.
7. Rabindra Kumar Agarwal (IAS:1997:KL), presently in the cadre, has been appointed as Additional Secretary, Ministry of Cooperation.
8. Puneet Agarwal (IAS:1998:TR), presently in the cadre, has been appointed as Additional Secretary & Financial Advisor, Ministry of Road Transport & Highways.
9. Amit Singh Negi (IAS:1999:UK), Joint Secretary, Department of Expenditure, Ministry of Finance, has been appointed as Additional Secretary, Prime Minister’s Office.
10. Mugdha Sinha (IAS:1999:RJ), Joint Secretary, Ministry of Culture, has been appointed as Director General (Tourism), Ministry of Tourism. She replaces Manisha Saxena (IAS: 1996: AGMUT).
11. Amandeep Garg (IAS:1999:HP), presently in the cadre, has been appointed as Additional Secretary, Ministry of Environment, Forest & Climate Change.
12. Ajay Bhadoo (IAS:1999:GJ) has been appointed as Additional Secretary, Department of Commerce, Ministry of Commerce & Industry.
13. Ashutosh Agnihotri (IAS:1999:AM), Joint Secretary, Department of Home, Ministry of Home Affairs, has been appointed as Additional Secretary, Department of Home, Ministry of Home Affairs.
14. N Gulzar (IAS:1999:AP), Joint Secretary, Department of Food & Public Distribution, Ministry of Consumer Affairs, Food & Public Distribution, has been appointed as Additional Secretary, Department of Telecommunications, Ministry of Communications.
15. Ashish Chatterjee (IAS:1999:TN), presently in the cadre, has been appointed as new Managing Director, Tribal Co-operative Marketing Development Federation of India, Ministry of Tribal Affairs in the rank and pay of Additional Secretary.
16. Ashok Kumar Singh (IAS:1999:KL), presently in the cadre, has been appointed as new Director General, Employees’ State Insurance Corporation, Ministry of Labour & Employment in the rank and pay of Additional Secretary.

In-situ upgradation of the following officers to the level of Additional Secretary by temporarily upgrading the posts held by them:

1. Bhawna Garg (IAS:1999:PB) has been appointed as DDG, UIDAI, RO, Chandigarh, Ministry of Electronics and Information Technology in the rank and pay of Additional Secretary.
2. Puneet Yadav (IAS:1999:WB) has been upgraded as Additional Secretary, Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions by restoring the post to Additional Secretary level.
3. M Beena (IAS:1999:KL) has been upgraded as Development Commissioner (Handlooms) in the office of Development Commissioner (Handlooms), Ministry of Textiles in the rank and pay of Additional Secretary.
4. Subodh Yadav (IAS:1999:KN) has been upgraded as Additional Secretary, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti.
