Major bureaucratic reshuffle in Uttar Pradesh; 14 senior IAS officers transferred

The Uttar Pradesh government on Thursday (September 18, 2025) carried out a major bureaucratic reshuffle, transferring 14 IAS officers across the state. The reshuffle eased the workload of Chief Secretary SP Goyal (IAS:1990:UP), who recently resumed duties after undergoing heart surgery in Delhi.

Mr. Goyal has been relieved from several important charges, including that of IIDC, Chairman PICUP, CEO UPEIDA, CEO UPSHA, Additional Chief Secretary (Coordination), and Project Director, UP DASP. These key responsibilities have now been entrusted to senior IAS officer Deepak Kumar (IAS:1990:UP).

The names of the officers and their postings are as follows;

1. Shashi Prakash Goyal (IAS:1989:UP), Chief Secretary, IIDC, Chairman PICUP, CEO UPEIDA, CEO UPSHA, Additional Chief Secretary (Coordination), and Project Director, UP DASP, has been relieved of the charges of IIDC, Chairman PICUP, CEO UPEIDA, CEO UPSHA, Additional Chief Secretary (Coordination), and Project Director, UP DASP.
2. Deepak Kumar (IAS:1990:UP), Additional Chief Secretary, Finance, Institutional Finance & External Aided Project Department, Finance Commissioner, ACS, Secondary Education & Basic Education, Chairman, State Vigilance Commission, Administrative Tribunal-I, and Agriculture Production Commissioner, has been relieved of the charge of ACS, Secondary Education & Basic Education. He has been given additional charges of IIDC, Chairman PICUP, CEO UPEIDA, CEO UPSHA, Additional Chief Secretary (Coordination), and Project Director, UP DASP.
3. Partha Sarthi Sensharma (IAS:1994:UP), Principal Secretary, Medical Health and Family Welfare and Medical Education Department, has been posted as Principal Secretary, Secondary and Basic Education.
4. Amit Kumar Ghosh (IAS:1994:UP), Principal Secretary, Secretariat Administration, Animal Husbandry, Dairy Development, and Fisheries, has been posted as Principal Secretary, Medical Health and Family Welfare and Medical Education Department.
5. Mukesh Kumar Meshram (IAS:1995:UP), Principal Secretary, Tourism, Culture and Religious Affairs, has been posted as Principal Secretary, Animal Husbandry, Dairy Development, and Fisheries.
6. Amrit Abhijat (IAS:1995:UP), Principal Secretary, Urban Development, Urban Employment & Poverty Alleviation, has been posted as Principal Secretary, Tourism, Culture and Religious Affairs.
7. Sanjay Prasad (IAS:1995:UP), Principal Secretary to CM, Protocol, Information and Public Relations, Home, Confidential, Visa & Passport, Vigilance, Civil Aviation, and State Property Department, has been relieved of Civil Aviation and will continue with the other charges.
8. Ajay Chauhan (IAS:1996:UP), Principal Secretary, Public Works Department, has been given additional charge of Chief Resident Commissioner, UP, New Delhi.
9. Alok Kumar-III (IAS:1998:UP), Principal Secretary, Planning & Programme Implementation, Nodal Officer for One Trillion Dollar Economy, Reorganisation & Coordination, Language, National Integration Department, GAD, and Director, Hindi Sansthan, has been relieved of the charges of Reorganisation & Coordination, Language, National Integration & GAD, and Director, Hindi Sansthan. He has been given additional charge of Nodal Officer, Zero Poverty UP Mission.
10. P. Guruprasad (IAS:1999:UP), Principal Secretary, Revenue and Housing & Urban Planning Department, has been relieved of the charge of Principal Secretary, Revenue Department. He has been given additional charges of Principal Secretary, Urban Development and Urban Employment & Poverty Alleviation Department.
11. Manish Chauhan (IAS:2000:UP), Principal Secretary, Sports and Youth Welfare, has been posted as Principal Secretary, Secretariat Administration, Reorganisation & Coordination, Language, National Integration, GAD, and Director, Hindi Sansthan.
12. Ranvir Prasad (IAS:2000:UP), Principal Secretary, Food & Civil Supplies, has been given additional charge of Principal Secretary, Revenue.
13. Anamika Singh (IAS:2004:UP), Secretary, Forest and Climate Change, and CEO, UP Clean Energy Project Authority, recently transferred as Divisional Commissioner, Bareilly, has now been posted as Commissioner, Food & Civil Supplies.
14. Bhupendra S. Chaudhary (IAS:2009:UP), Commissioner, Food & Civil Supplies, has been posted as Divisional Commissioner, Bareilly.
