Maharashtra govt promotes four IAS officers of 1995 batch — Ashwini Bhide, K H Govinda Raj, Vikaschandra Rastogi, and Radhika Rastogi — to Additional Chief Secretary rank.

The Maharashtra government on Thursday (September 4, 2025) elevated four senior IAS officers of the 1995 batch to the rank of Additional Chief Secretary (ACS).

The officers promoted are Ashwini Bhide, K H Govinda Raj, Vikaschandra Rastogi, and Radhika Rastogi.

Currently, Ashwini Bhide is serving as Principal Secretary in the Chief Minister’s Office and Managing Director of Mumbai Metro Rail Corporation. K H Govinda Raj holds charge as Principal Secretary in the Urban Development Department, while Vikaschandra Rastogi is Principal Secretary for Agriculture. Radhika Rastogi serves as Principal Secretary in the Home Department (Appeals and Security).

As per the government’s decision, the officers will continue in their present departments while assuming responsibilities in the upgraded rank of Additional Chief Secretary.
