Maharashtra cadre IAS officer Tukaram Mundhe (IAS:2005:MH), widely regarded as a dynamic officer, has come to be known for a bizarre reason. Often referred to as ‘Singham’ within administrative circles, this IAS officer has been transferred for the record 24th time in 21 years, raising questions about the functioning of the system.
This has happened despite the fact that throughout his 21-year-long career, Mundhe has stuck to transparency and discipline in every role he held. He is known for taking firm action, whether it involved tackling absenteeism among employees under him or addressing officials working under political pressure.
His uncompromising approach is widely believed to be a key reason behind his frequent transfers.
In the latest, the 24th transfer, Mundhe has been moved from the post of Secretary of the Disability Welfare Department to that of the Principal Secretary in the Ministry, handling crucial portfolios, including Disaster Management, Relief and Rehabilitation, and the Revenue and Forest departments.
During his tenure as Secretary of the Disability Welfare Department, he addressed numerous pending cases and brought to light long-standing irregularities within the system. Yet he was removed from this position.
With his latest appointment, Mundhe has been entrusted with critical and sensitive departments such as Disaster Management and Rehabilitation.
As per administrative norms, an officer is expected to serve a minimum tenure of three years in a single post, but Mundhe’s average tenure has been approximately one year, a pattern that continues with his latest transfer this year.
Mundhe’s repugnance for political interference seems to have not always gone well with those in positions of political power leading to his frequent transfers.
It is to be seen how his distinctive ‘Mundhe style’ of functioning and administrative control shape these departments in the coming time.
