Madhya Pradesh CMO sees frequent bureaucratic changes

In a clear reflection of its ongoing administrative reset, the Madhya Pradesh government has reshuffled the Chief Minister’s Office (CMO) multiple times since the formation of the Mohan Yadav-led government in December 2023. The CMO has seen a revolving door of senior IAS officers, highlighting the government’s continuous efforts to recalibrate its core administrative machinery. This comes amid a broader bureaucratic shake-up in which hundreds of IAS officers have been transferred across departments and ministries.

The latest bureaucratic reshuffle, issued on Sunday (July 6, 2025), saw the transfer of nine IAS officers. One of the major changes included the exit of Rajesh Kumar Rajora (IAS:1990:MP) from the CMO, where he served as Additional Chief Secretary (ACS) to the Chief Minister. He has been replaced by senior IAS officer Neeraj Mandloi (IAS:1993:MP), who has now been appointed as the new ACS in the CMO.

This is not the first instance of changes in the CMO under the new regime. When Mohan Yadav took charge as Chief Minister, he replaced Manoj Rastogi (IAS:1994:MP), who had been Principal Secretary (PS) to former CM Shivraj Singh Chouhan. Rastogi was later appointed as Additional Chief Secretary, Finance.

In December 2023, Raghvendra Kumar Singh (IAS:1997:MP) was appointed as Principal Secretary to the CM. A few months later, in June 2024, Rajesh Kumar Rajora was brought in as ACS to the CM, while Sanjay Kumar Shukla (IAS:1994:MP) was also appointed as Principal Secretary. This led to a situation where the CM Secretariat had one ACS and two PS-level officers, with Singh continuing in his role.

However, the structure changed again in November 2024, when both Sanjay Kumar Shukla and Raghvendra Kumar Singh were transferred out of the CM Secretariat. With Neeraj Mandloi’s appointment now, the CMO sees yet another round of top-level restructuring.
