In an unusual development, IAS officer Parag Harshad Gavali (IAS:2013:OR) has been appointed as Deputy Secretary in the Ministry of Housing and Urban Affairs, despite Union Minister for Tribal Affairs Jual Oram recommending disciplinary action against him to the Department of Personnel and Training (DoPT).
Gavali had reportedly been on ‘unauthorized’ leave for nearly two weeks, prompting the minister to call for disciplinary proceedings. However, the government proceeded with his appointment, citing a lack of tangible evidence to justify action against him.
Previously, Gavali was serving as the minister’s Private Secretary. In response to the situation, the minister also requested the state’s Chief Secretary to include his letter in Gavali’s personal file and Annual Performance Appraisal Report (APAR) for 2024-25.
