The Central IAS Association on Tuesday expressed its “deep dismay” at the Bihar government’s decision to release Anand Mohan Singh, the convict of the brutal murder of then Gopalganj District Magistrate G Krishnaiah by a change in prisoners classification rules.

The IAS Association said in its statement that a convict of the charge of murder of a public servant on duty cannot be reclassified to a less heinous category.

The modification of an existing classification that resulted in the release of the convicted killer of a public servant while on duty constituted a denial of justice, it said. It asserted that such dilution erodes morale among public servants, undermines public order, and makes justice administration a mockery.

“We strongly request the state government of Bihar to reconsider its decision at the earliest,” the statement said.

The Bihar government amended prisoner laws and released 27 people, including Bahubali leader Anand Mohan Singh, who was serving a life sentence for murdering Krishnaiah on December 5, 1994.

G Krishnaiah, an IAS officer of 1985 batch, was returning from Patna after an official meeting. He reached Muzaffarpur at a time when supporters of the underworld don Chotan Shukla were carrying his dead body to the cremation ground. They attacked his car and lynched him. Anand Mohan was part of the funeral process and Muzaffarpur police charged him for provoking supporters for the lynching.
