The Union Home Ministry has turned down the proposal of Haryana government seeking to increase the cadre posts of DGP and ADGP, terming it “against the norm.” The ministry has also asked the state government to re-examine a related proposal.
The state government had sent its proposal in February this year seeking to increase the number of DGP-level posts from current two to three and ADGP-level posts from six to eight. The ministry has observed that the proposal for increasing the posts of DGP and ADGP level is “beyond the normative percentage prescribed for these levels”. The ministry also clarified that “as compared to other states of similar cadre strength, no state has more than two cadre posts at DGP level.” Haryana currently has a cadre strength of 79 posts. The Home Ministry conveyed its decision to the state government through a communication sent to the state chief secretary last month.
The matter of fact is that every state has a stipulated cadre strength of bureaucrats and relaxing its norms for one state would mean sparking a chain reaction as the other states could inundate the ministry with similar demands. The reason behind such move by a state government is to get an opportunity to promote the IPS officers to higher ranks in order to respect their seniority and keep them in good humour.
