Haryana govt appoints retired IPS officer Manoj Yadava as DG of HIPA

In a key development, the Haryana government on Thursday (September 11, 2025) appointed retired IPS officer Manoj Yadava (IPS:1988:HY), former Director General of Police (DGP) of Haryana, as the new Director General of the Haryana Institute of Public Administration (HIPA), Gurugram, with immediate effect.

According to the government order, the terms and conditions of his appointment will be notified separately.

Yadava, who superannuated on July 31, 2025 while serving as Director General of the Railway Protection Force (RPF), brings with him over three decades of service in policing, intelligence, and national security.

He was earlier appointed as Director General of Police, Haryana, on February 18, 2019, and served a distinguished tenure of nearly 30 months. After completing his term, he returned to the Intelligence Bureau as Special Director in August 2021. Subsequently, in July 2022, he was appointed as Director General (Investigation), National Human Rights Commission (NHRC), where he spearheaded several initiatives to strengthen custodial justice standards in India. In August 2023, he took charge as DG, Railway Protection Force, a post he held until his retirement.

Over the course of his career, Yadava began his service with initial training in Rohtak district, Haryana, and went on to serve in anti-militancy operations in Sirsa and Ambala districts. He was later deputed to Chandigarh Police as SP (Security & Traffic) for nearly three years before leading India’s Civilian Police Contingent at the UN Mission in Kosovo in 2000 as Contingent Commander. He also worked as Superintendent of Police in Fatehabad, Panipat, Panchkula, and Ambala. In February 2003, Yadava joined the Intelligence Bureau, where he rose through the ranks from Deputy Director to Special Director. Additionally, he held the charge of Secretary of the All India Police Sports Control Board for four years.

With his vast administrative, policing, and international experience, Yadava’s appointment to HIPA is being seen as a move to strengthen training and governance standards in Haryana.
