If sources at the state secretariat in Gandhinagar are to be believed, Rajeev Topno (IAS:1996:GJ) is set to return from central deputation, where he is currently serving as a senior advisor at the World Bank. His return is significant, as he is reportedly slated to assume the position of Principal Secretary to Chief Minister (CM) Bhupendra Patel.
If the sources are correct, Topno would fill the void left by the completion of successive extensions of K Kailashnathan (Retd.IAS:1979:GJ) as Chief Principal Secretary to the Gujarat CM, a position specially created for him. Topno will have the challenge of upholding the legacy of Kailashnathan, who was deeply trusted and served as a crucial link between the establishments in Gandhinagar and New Delhi.
During his 15 years on deputation, Topno spent a notable 10 years at the Prime Minister’s Office (PMO), where he served as Private Secretary to the PM. He had the unique experience of serving under both former PM Dr. Manmohan Singh and current PM Narendra Modi. Topno has been out of his cadre since 2008.
