Government may soon finalise draft bill for all-India judicial service

The government may soon finalize a bill to set up an all-India judicial service to recruit judicial officers for lower courts through an entrance test.

Before taking it to the Union Cabinet, the broad contours of the proposed service will be shared with the higher judiciary to seek its feedback.

The standardized entrance test could be conducted by the Union Public Service Commission (UPSC).

Presently, judicial officers are recruited through exams, held by various high courts and state service commissions.

To overcome the apprehension of language barrier in various states, the government feels,“Intensive language training can certainly help overcome the difficulty,” as explained by a senior Law Ministry functionary.

The government believes that such a service would help create a pool of talented people who could later be inducted into the higher judiciary – the 25 high courts and the Supreme Court.
