Telangana splits GHMC into three municipal corporations; IAS officers reassigned

In a significant administrative move, the Telangana government on Wednesday (February 11, 2026) approved the GHMC trifurcation, reorganising the existing civic structure into three separate municipal corporations to improve governance efficiency and public service delivery. The decision follows the earlier restructuring of the Greater Hyderabad Municipal Corporation into 12 zones and 60 circles in December 2025.

The newly created civic bodies are Cyberabad Municipal Corporation, Malkajgiri Municipal Corporation and the redefined Greater Hyderabad Municipal Corporation. Senior IAS officer Jayesh Ranjan (IAS:1992:TG), Special Chief Secretary of the Metropolitan Area & Urban Development Department, has been appointed Special Officer to supervise transitional arrangements in all three corporations until elected municipal bodies are formed.

As per the government order, Cyberabad Municipal Corporation will include Serilingampally, Kukatpally and Qutbullapur zones, while Malkajgiri Municipal Corporation will cover Malkajgiri, Uppal and LB Nagar zones. The remaining zones—Shamshabad, Rajendranagar, Charminar, Golconda, Khairatabad and Secunderabad—will continue under the Greater Hyderabad Municipal Corporation, with each corporation functioning as an independent legal entity.

Following the restructuring, several IAS officers linked to civic administration have been reassigned. RV Karnan (IAS:2012:TG) will continue as Commissioner of the Greater Hyderabad Municipal Corporation. G Srijana (IAS:2012:TG) has been posted as Commissioner of Cyberabad Municipal Corporation, and T Vinay Krishna Reddy (IAS:2013:TG) as Commissioner of Malkajgiri Municipal Corporation.

The state government also issued additional administrative postings. Dr Jyoti Buddha Prakash (IAS:2002:TG) has been appointed Chairman & Managing Director of Singareni Collieries Company Limited. Sabyasachi Ghosh (IAS:1994:TG), Special Chief Secretary, Implementation of Flagship Welfare & Developmental Schemes Unit, has been placed in FAC of the posts of Special Chief Secretary, Scheduled Caste Development Department and Commissioner, Scheduled Caste Development. He will continue to hold additional charge of key welfare and development departments, including Scheduled Caste Development and Tribal Welfare.

Sandeep Kumar Sultania (IAS:1998:TG), Principal Secretary, Finance Department, will hold additional charge of the Planning Department and serve as EO Director General of the Telangana Remote Sensing Applications Centre. D Divya (IAS:2010:TG), Chief Executive Officer, Society for Elimination of Rural Poverty (SERP), has been given additional charge as Commissioner of Panchayat Raj & Rural Development.

Among other postings, P Katyayani Devi (IAS:2017:TG), Additional Chief Executive Officer, Society for Elimination of Rural Poverty (SERP), has been made State Nodal Officer for Prajavani while retaining additional responsibilities in the State Finance Corporation. Mayank Mittal (IAS:2020:TG) has been appointed Joint Managing Director of HMWS&SB. U Raghuram Sharma (IAS-SCS) has been posted as Special Secretary, Industries & Commerce, while continuing additional charge as OSD to the Minister for IT, Industries & Legislative Affairs.
