In a significant development, Gaurav Govil (IRSSE:1996) has been debarred from all types of central deputation, including under the Central Staffing Scheme, for a period of five years starting from March 21, 2025. He is also barred from receiving cadre clearance for any foreign assignment or consultancy during this period.

The action comes after Govil failed to join his appointed position as the Combined Chief Vigilance Officer (CVO) of Military Engineer Services (MES) and Border Roads Organization (BRO). His appointment was notified on March 21, 2025, and the Ministry of Railways was instructed to relieve him to take up the new post.

Subsequently, on April 9, the Department of Personnel and Training (DoPT) reminded the Ministry of Railways to inform Govil about the implications of not joining the post. It was also made clear that failure to join within 15 days would result in the cancellation of his appointment and formal debarment.

Despite these warnings, the Ministry of Defence confirmed on May 22 that Govil had not assumed charge. Consequently, the DoPT has cancelled his appointment and officially debarred him from all deputation and foreign postings for the next five years, in line with prevailing policy.
