Chandigarh: Former Haryana DGP O P Singh (Retd.IPS:1992:HY) has been appointed Chief Executive Officer (CEO) of SANKALP Society, a newly constituted state-level body aimed at coordinating Haryana’s anti-drug efforts across multiple departments.
The SANKALP Society (Substance Abuse and Narcotics Knowledge, Awareness and Liberation Programme) has been constituted with Chief Minister Nayab Singh Saini as its Chairperson. The society will coordinate 11 departments, including Home, Health, School Education, Higher Education, and Sports & Youth Affairs.
The Additional DGP, Haryana State Narcotics Control Bureau (HSNCB) will serve as Member Secretary.
The society will focus on reducing first-time NDPS cases among people below 25 years, strengthening de-addiction efforts and developing SANKALP-Certified Nasha Mukt villages and urban wards.
The programme envisages a citizen-led anti-drug movement, involving panchayats, urban local bodies, schools, colleges, youth clubs and community organisations. District NCORD committees headed by Deputy Commissioners will submit monthly progress reports to a state dashboard, while a dedicated data and analytics unit will develop a State Narcotics Risk Index.
The society will have a dedicated fund supported through state budgetary allocations, CSR contributions and central grants. Its progress will be reviewed by the Chief Secretary-led State NCORD Committee and reported annually to the Council of Ministers.
Singh has earlier headed the HSNCB and also served as Haryana Sports Director, where he was associated with the SPAT sports scholarship programme. He will hold the post of CEO for up to three years.
