The long-existing tussle between IAS and IPS lobbies in Haryana seems poised to end as the state government is planning to send the IPS officers occupying posts meant for the IAS cadre back to their original cadre. The IAS lobby has been objecting to the posting of IPS officers on many important cadre posts of IAS and the same situation applies to the Haryana Police Service (HPS) officers occupying important positions meant for Haryana Civil Service (HCS) officers.
This tussle grew further during the last BJP government. Even the Chief Secretary and the Additional Chief Secretary were opposed to the government’s decision. Interestingly, the government posted IPS officers on 31 non-cadre posts. Despite the government’s efforts to contain the trend, its efforts could not get success.
The process of appointing IPS officers on cadre posts of IAS started with the electricity department and was later extended to transport and sports department. The tension between IAS and IPS grew so much that the Punjab and Haryana High Court had to take notice of it.
The High Court has directed the DGP to file an affidavit stating how many IPS officers are posted on the cadre posts of the IAS officers. The matter is listed for hearing on October 28. Under this circumstance the state government has only two options either to lie before the court or to transfer such officers to their original cadre.
As per informed sources, the new Nayab Singh Saini government is planning to put an end to this fracas between the two lobbies of civil services and police services officers operating in the state by transferring IPS officers from the IAS cadre posts as well as the Haryana Police Service (HPS) officers from the Haryana Civil Service (HCS) posts.
