Delhi govt transfers 14 IPS officers, Vinay Kumar named OSD to CP

In a major reshuffle, the Delhi government on Friday (October 24, 2025) issued transfer and posting orders of 14 senior Indian Police Service (IPS) officers with immediate effect. Among the key changes, Vinay Kumar, a Joint Commissioner of Police (Joint CP) level officer, has been appointed as Officer on Special Duty (OSD) to the Delhi Police Commissioner.

The list of transferred officers is as follows:

1. Robin Hibu (IPS:1993:AGMUT) — Special CP, Public Transport Safety Division, transferred and posted as Special CP, Human Resource Division.
2. Rajesh Khurana (IPS:1994:AGMUT) — Special CP (MD)/DPHCL, transferred and posted as Special CP, Provision & Finance Division.
3. Neeraj Thakur (IPS:1994:AGMUT) — Special CP, Provision & Finance Division (Addl. Charge of Special CP, Vigilance), transferred and posted as Special CP, Traffic Division.
4. Devesh Chandra Srivastava (IPS:1995:AGMUT) — Special CP, Crime, retained as Special CP, Crime with additional charge of Perception Management & Media Cell Division.
5. David Lalrinsanga (IPS:1995:AGMUT) — Special CP, SPUWAC & SPUNER, transferred and posted as Special CP, Operations (PCR & Communication) with additional charge of SPUNER.
6. Anil Shukla (IPS:1996:AGMUT) — On arrival, posted as Special CP, Special Cell with additional charge of Tech & PI Division.
7. Manish Kumar Agarwal (IPS:1996:AGMUT) — Special CP, Tech & PI Division (Addl. Charge of Ops/PCR & Communication), transferred and posted as Special CP, Intelligence Division with additional charge of Public Transport Safety Division.
8. Ajay Chaudhry (IPS:1996:AGMUT) — Special CP, Traffic (Zone-II), transferred and posted as Special CP, Vigilance Division with additional charge of SPUWAC.
9. Atul Katiyar (IPS:1997:AGMUT) — Special CP, Welfare Division, retained as Special CP, Welfare Division with additional charge of Licensing & Legal Division.
10. K Jegadesan (IPS:1998:AGMUT) — Special CP, Traffic (Zone-I), transferred and posted as Special CP, Protective Security Division with additional charge of MD, DPHCL.
11. Vijay Kumar (IPS:2007:AGMUT) — Joint CP, Eastern Range, transferred and posted as Joint CP, CP Secretariat-cum-OSD to CP Delhi.
12. Rajiv Ranjan Singh (IPS:2010:AGMUT) — OSD to CP Delhi, transferred and posted as Additional CP, Eastern Range.
13. Rohit Rajbir Singh (IPS:2015:AGMUT) — Additional DCP-I, Dwarka District, transferred and posted as DCP, CP Secretariat (Crime).
14. Vikram K Porwal (IPS:2016:AGMUT) — DCP, Economic Offences Wing (EOW), transferred and posted as DCP, CP Secretariat (Admn).
