Delhi CP core team: Major IPS reshuffle in police secretariat

After taking charge as Delhi Police Commissioner on August 22, Satish Golcha (IPS:1992:AGMUT) has begun shaping the administrative landscape of the force with a significant reshuffle at the Police Secretariat. Three IPS officers have been appointed to key positions in what is being seen as the Commissioner’s first major move to strengthen his core team.

Vijay Kumar (IPS:2005:AGMUT), currently serving as Joint CP, Northern Range, has been appointed as Officer on Special Duty (OSD) to the Delhi Police Commissioner. He replaces Rajiv Ranjan Singh (IPS:2010:AGMUT), who has been transferred as Additional CP, Central Range. Interestingly, the OSD position, typically handled by a DCP-rank officer, has been entrusted to a Joint CP-level officer this time, underscoring its significance. Vijay Kumar brings wide-ranging experience, having earlier served in the Intelligence Bureau (IB), Department of Sports, and Delhi Police Housing Corporation Limited (DPHCL). In 2023, he was posted as Inspector General (IG) in Arunachal Pradesh.

In parallel appointments, Rohit Rajbir Singh (IPS:2015:AGMUT), who was serving as Additional DCP, Dwarka, has been attached to the Secretariat as DCP (Crime). Vikram K Porwal (IPS:2016:AGMUT), who was serving as DCP (Traffic), has been brought in as DCP (Administration). Porwal has held multiple critical roles in the past, including postings in the Economic Offences Wing (EOW), Supreme Court Security, General Administration, and Delhi Metro. Notably, he also served as Special Officer to the Police Commissioner in 2020.

This reshuffle highlights Commissioner Golcha’s strategy of positioning trusted and experienced officers in the Secretariat, setting the tone for his administrative approach in the capital’s police force.
