Centre clears appointment of 16 officers as Joint Secretaries

ACC approves appointment of 16 officers as Joint Secretaries across ministries, marking a major administrative reshuffle.

In a major administrative reshuffle, the Appointments Committee of the Cabinet (ACC) on Saturday (November 1, 2025) approved the appointment of 16 officers to Joint Secretary and Joint Secretary-equivalent posts across various ministries and departments of the Government of India.

The names of the officers and their postings are as follows;

  1. Sonal Bajaj (IRS-C&IT:1998) has been appointed as Director (Finance), Nuclear Power Corporation of India Ltd. (NPCIL), Mumbai, under the Department of Atomic Energy, for a period of five years. She will replace M Sankaranarayanan (IAS:2003:MH).
  2. Jai Prakash Pandey (IRPS:2003) has been appointed as Joint Director General (JS level), DGCA, under the Ministry of Civil Aviation, for a combined tenure of seven years up to February 20, 2027, or until further orders.
  3. Brij Mohan Mishra (IAS:2008:AGMUT) has been appointed as Joint Secretary, Department of Commerce, for an overall tenure of five years upto November 16, 2026. He will replace Amitabh Kumar (IRS-C&IT:1992).
  4. Neeraj Kharwal (IAS:2007:UD) has been appointed as Managing Director (JS level), ITPO (India Trade Promotion Organisation), under the Department of Commerce, for a tenure of five years.
  5. Sudeep Shrivastava (IRSSE:2001) has been appointed as Joint Secretary, Ministry of Electronics & Information Technology, for a tenure of five years. He will replace Amod Kumar (IAS:1995:UP).
  6. Siljo VK (ISS:2004) has been appointed as Deputy Director General, UIDAI (Unique Identification Authority of India), under the Ministry of Electronics & Information Technology for a tenure of five years. He succeeds Manish Bhardwaj (IAS:1997:GJ).
  7. Manish Tiwari (IRTS:1995) has been appointed as Joint Secretary, Warehousing Development & Regulatory Authority (WDRA), under the Department of Food & Public Distribution, for a tenure upto the date of his superannuation on September 30, 2029. He replaces Anirudh Kumar (IRSME:1995).
  8. Lokesh Kumar Sharma (IOFS:1998) has been appointed as Executive Director, Food Corporation of India (FCI), under the Department of Food & Public Distribution, for a tenure of five years vice Manoj Kumar Jain (IRAS:2000).
  9. Hema Jaiswal (ISS:2004) has been appointed as Executive Director, Food Corporation of India (FCI), under the Department of Food & Public Distribution, for a tenure of five years vice Akhilesh Misra (IRSME:1995).
  10. Harsh Mangla (IAS:2008:JH) has been appointed as Joint Secretary, Department of Health & Family Welfare, for a overall tenure of five years upto 24.01.2027 or until further orders. He replaces Latha Ganapathy (IAS:2007:TN).
  11. Gaya Prasad (ISS:1996) has been appointed as Joint Secretary, Ministry of Home Affairs, for a tenure upto his superannuation on July 31, 2028. He will succeed Mihir Kumar (IDAS:1996).
  12. Shruti Singh (IAS:2004:PB) has been appointed as Joint Secretary, Ministry of Information & Broadcasting, for a tenure of five years. She replaces Garima Singh (CSS).
  13. Ms Roli Shukla Malge (IA&AS:2002) has been appointed as Financial Advisor & Chief Accounts Officer (FA & CAO), Employees’ Provident Fund Organisation (EPFO), under the Ministry of Labour & Employment, for a tenure of five years. She replaces Sanjay Pandey (ICAS:1994).
  14. Rajendra Kumar Agrawal (IRPS:2000) has been appointed as Additional Secretary (JS level), Union Public Service Commission (UPSC), under the Department of Personnel & Training, for a tenure upto the date of his superannuation on September 30, 1993. He relaces Sanjay Baniar (IP&TA&FS:1993).
  15. Jai Prakash Shivahare (IAS:2002:GJ) has been appointed as Joint Secretary, Department for Promotion of Industry & Internal Trade (DPIIT), for a tenure five years, by temporarily downgrading a vacant Additional Secretary post.
  16. Vikas Gupta (IAS:2001:HY) has been appointed as Commissioner, Kendriya Vidyalaya Sangathan (KVS), under the Department of School Education & Literacy, five years. He replaces Nidhi Pandey (IInfoS:1991).
