In order to review the progress on deregulating outdated laws and the preparations for the upcoming 5th National Chief Secretaries’ Conference, Cabinet Secretary Dr T V Somanathan (IAS:1987:TN) chaired a video conference with the Chief Secretaries of several states and administrators of Union Territories on August 11. Dr. Somanathan advocated for the timely submission of state-specific reports and emphasised the significance of states’s involvement in creating effective governance reforms during the virtual meet.
Based on the conversations and action items from the previous Chief Secretaries’ conference, all states and union territories were directed to gather and submit feedback reports during the meeting. Additionally, each state was instructed to submit five targeted studies that highlight significant governance advancements, innovations, or policy issues pertinent to their areas. The Cabinet Secretary further emphasised that certain governments have yet to designate a nodal officer to organise and upload the necessary paperwork. In order to guarantee smooth coordination before the conference, he gave them instructions to do so right away.
Discussions on the deregulation of obsolete and superfluous laws, a crucial reform area promoted by the central government to facilitate corporate transactions, lessen bureaucratic red tape, and strengthen citizen-centric governance, will also be covered at the conference. High-level discussions between the federal government and states on matters of infrastructure development, administrative modernisation, governance reform, and federal coordination now take place primarily during the National Chief Secretaries’ Conference.
Critical policy frameworks and cross-state learning on subjects ranging from climate resilience to the digitisation of government services are anticipated to be presented at the conference’s fifth edition.
