Haryana: 20 IPS officers shifted, Vikas Arora is new CP of Gurugram

The Haryana government on Monday (21.08.2023) implemented significant changes in the police administration of the state. A total of 20 IPS officers were promptly transferred, marking a substantial reshuffling in the department. This rearrangement occurred shortly after the recent appointment of Shatrujeet Kapur (IPS: 1990: HY) as the new Director General of Police.

The names of the officers and their postings are as follows :

  1. Om Prakash Singh (IPS:1992:HY), ADGP, State Crime Branch (H), with additional charge of Director, SCRB, Punchkula, has been transferred and posted as Additional DGP, Haryana State Narcotics Control Bureau (HSNCB) with additional charge of Director, SCRB, Panchkula and ADGP, Cyber crime.
  2. Ajay Singhal (IPS:1992:HY), ADGP, ACB, has been transferred and posted as ADGP State Crime Branch (H), Panchkula.
  3. A S Chawla (IPS:1993:HY), ADGP, Administration with additional charge of ADGP, Telecom-IT, has been transferred and posted as ADGP, Haryana State Enforcement Bureau with additional charge of ADGP, Telecom-IT.
  4. Kala Ramachandran (IPS:1994:HY), Police Commissioner of Gurugram, has been transferred abnd posted as ADGP, Administration.

IREDA signs Performance-Focused MoU with Government, Revenue Target at ₹ 4,350 crores

The Indian Renewable Energy Development Agency (IREDA) has entered into a performance-oriented Memorandum of Understanding (MoU) with the Ministry of New and Renewable Energy under the Government of India. This MoU, designed in accordance with guidelines issued by the Department of Public Enterprises within the Ministry of Finance, delineates the strategic objectives that IREDA aims to accomplish during the fiscal years 2023-24 and 2024-25.

In accordance with the MoU, the Government of India has stipulated a target of ₹4,350 crores for Revenue from Operations for IREDA in the financial year 2023-24, with an increment to ₹5,220 crores for the subsequent year, 2024-25. Importantly, the previous fiscal year saw IREDA achieve a Revenue from Operations of ₹3,482 crores, surpassing the target of ₹3,361 crores.

The MoU also outlines various significant performance indicators established by the government, including benchmarks for Return on Net Worth, Return on Capital Employed, NPA to Total Loans Ratio, Asset Turnover Ratio, and Earnings per Share.

The signing ceremony of the MoU took place on August 21, 2023, at Atal Akshay Urja Bhawan, New Delhi, and involved the Secretary of MNRE, Bhupinder Singh Bhalla, and the Chairperson & Managing Director (CMD) of IREDA, Pradip Kumar Das. Distinguished officials from both MNRE and IREDA also attended the event.

The CMD of IREDA highlighted the company’s impressive performance record over the preceding three financial years, which positions it favorably to achieve these ambitious objectives. The CMD cited a remarkable 272% surge in Loan Disbursements and a 30% growth in Profit After Tax (PAT) during the first quarter of FY 2023-24, as compared to the corresponding period in FY 2022-23. Furthermore, the company demonstrated prudent financial management by significantly reducing Net Non-Performing Assets (NPAs) to 1.61% in Q1, FY 2023-24, down from 2.92% in Q1, FY 2022-23. These accomplishments underscore IREDA’s commitment to maintaining financial stability while driving the advancement of the Renewable Energy sector, the CMD emphasized.

The CMD noted that IREDA’s consistent excellence is affirmed by its ‘Excellent’ rating and a score of over 96 marks for the MoU in the preceding three financial years. As of August 21, 2023, the company has funded 3,137 Renewable Energy projects, with a cumulative loan sanction amounting to ₹1,55,694 crores and loan disbursements totaling ₹1,05,245 crores. This has facilitated an addition of 22,061 MW in Renewable Energy capacity within the country.

Dr. PS Rajpurohit appointed as High Commissioner of India to Republic of Trinidad & Tobago

Dr. Pradeep Singh Rajpurohit (IFS:2004), who currently holds the position of Joint Secretary within the Ministry of External Affairs, has been appointed as High Commissioner of India to the Republic of Trinidad & Tobago. He is expected to take up the assignment shortly.

Sudipta Das appointed as Group Commander (SP level), NSG

Sudipta Das (IPS:2012:TR) has been appointed as Group Commander (SP level) in the National Security Guard (NSG) for a period of five years. According to an order issued by the Ministry of Home Affairs (MHA) on Monday (21.08.2023), the competent authority has approved the appointment of Mr. Das to the post on deputation basis for a period of five years from the date of assumption of the charge of the post or until further orders, whichever is earlier.

R Gopala Krishna Rao appointed as DIG, CRPF

The Ministry of Home Affairs (MHA) on Monday (21.08.2023) issued an order for the appointment of senior IPS officer R Gopala Krishna Rao (IPS:2005:TR) as Deputy Inspector General (DIG) of the Central Reserve Police Force (CRPF). The duration of this assignment has been set at five years, and the competent authority has endorsed Mr. Rao’s appointment on a deputation basis. Notably, prior to this assignment, he held the position of Additional Director General of Police (ADGP) of Surat Range.

J&K: Two IAS officers shifted, Sachin Kumar Vaishy posted as DC, Jammu

The Jammu and Kashmir government on Saturday (19.08.2023) issued transfer and posting orders for two IAS officers.

Uttar Pradesh: 26 PPS officers set to join IPS rank

After a prolonged anticipation, the path has finally been paved for 26 officers belonging to the 1993-1994 batch of the Uttar Pradesh Provincial Police Service (PPS) to ascend to the esteemed ranks of the Indian Police Service (IPS). The crucial juncture arrived as their names received the official seal of approval during the convening of the Departmental Promotion Committee (DPC) on a Monday at Lok Bhavan in Lucknow. This significant event saw the presence of notable attendees including Chief Secretary Durga Shankar Mishra, Acting Director General of Police Vijay Kumar, and representatives from the Union Home Ministry.

While the DPC session was slated for deliberating over a total of 28 vacancies, circumstances arising from the inadvertent closure of two officers’ envelopes led to the discussion being confined to 26 positions. This composition encompassed 16 officers from the 1993 batch and 10 officers from the 1994 batch.

The sealed envelope practice is employed for officers who are currently under investigation for any departmental inquiry or have had a charge sheet filed against them in any case. When such circumstances are in play, the officer’s envelope is sealed, precluding their name from being included in the promotion discussion.

The culmination of their service histories was meticulously evaluated during the DPC proceedings, culminating in the imprinting of the official seal on their respective files. The next step entails forwarding these files to the Union Home Ministry for its endorsement.

Upon securing the Ministry’s approval, the files will embark on the subsequent leg of their journey, finding their way to the State Home Department. The pivotal document will then be graced with the signature of Chief Minister Yogi Adityanath, propelling it towards the office of the Director General of Police.

This intricate process, from DPC evaluation to final authorization, is projected to transpire over the course of roughly one month.
