Jaya Varma Sinha appointed as first woman Chairman & CEO of Railway Board

The Appointments Committee of the Cabinet has designated Jaya Varma Sinha (IRTS:1988) as the incoming Chairperson and Chief Executive Officer of the Railway Board. Commencing her role on September 1, she will achieve the historic distinction of becoming the first female Chairperson of the Railway Board. This appointment will see her replace Anil Kumar Lahoti (IRSE:1984), effective September 1, 2023. Presently serving as a Member (Operations & Business Development) on the Railway Board, Sinha has amassed experience across three prominent railway zones: Northern Railway, South Eastern Railway, and Eastern Railway.

Jaya Varma Sinha’s term will extend until August 31, 2024. While her official retirement is slated for October 1, a unique arrangement will see her continue her service starting the same day, thereby fulfilling the remainder of her tenure.

Assuming her role at a juncture when the Indian Railways has secured an unprecedented budgetary allocation of Rs 2.4 lakh crore from the Union government, Sinha is poised to lead during a pivotal moment for the organization. It’s worth highlighting that Sinha’s expertise was instrumental in explaining the Railways’ signaling system in the context of the tragic Balasore accident in Odisha, which tragically claimed the lives of nearly 300 individuals.

Furthermore, during her noteworthy four-year tenure as the Railway Advisor within the High Commission of India in Dhaka, Bangladesh, she played a pivotal role in the initiation of the Maitree Express, a significant train service that establishes a connection between Kolkata and Dhaka.

Senior IIS officer Manish Desai appointed as Principal DG, PIB

Manish Desai (IIS:1989), a distinguished officer of the Indian Information Service, was appointed as the Principal Director General of the Press Information Bureau (PIB) on Wednesday. In this role, he will not only be the head of the PIB but also the primary spokesperson for the government. He is set to take over the position on Friday, succeeding Rajesh Malhotra, who officially retired from service on Thursday.

Currently, Desai holds the position of Director General at the Central Bureau of Communication. Prior to this, he has also served as the Director General for the West Zone of the Press Information Bureau (PIB) located in Mumbai.

With a professional journey that spans more than thirty years, he has held numerous significant roles. Desai’s experience includes serving as the Director General of the Registrar of Newspapers in India, holding the position of Director General within the Films Division, and acting as the General Manager at Prasar Bharati. Additionally, he has contributed to organizations such as All India Radio and the Indian Institute of Mass Communication.

Furthermore, the government has designated Bhupendra Kainthola (IIS:1989) as the Press Registrar of the Registrar of Newspapers in India (RNI). Kainthola also holds the responsibilities of Director General (East Zone) at the Press Information Bureau (PIB).

Dhirendra Ojha, the current Press Registrar at the Registrar of Newspapers in India, has been chosen to serve as the Director General of the Central Bureau of Communication.

Another accomplished IIS officer, Jane Namchu, who holds the position of Additional Director General at PIB Guwahati, has been entrusted with the additional responsibility of overseeing PIB Kolkata.

Rajasthan: Three IFS officers shifted

The Rajasthan government has released orders for the transfer and posting of three officers belonging to the Indian Forest Service (IFS).

The names of the officers and their postings are as follows :

  1. Hanuman Ram (IFS:2005:RJ), Chief Conservator of Forests, Bikaner, has been transferred and posted as Chief Conservator of Forests, Ajmer.
  2. Sharda Pratap Singh (IFS:2006:RJ), Conservator of Forests (Monitoring and Evaluation), Ajmer, has been transferred and posted as Conservator of Forests (Monitoring and Evaluation), Pali with additional charge of Chief Conservator of Forests, Pali.
  3. Sunil (IFS), Conservator of Forests, Pali (Under transfer) has been transferred and posted as Conservator of Forests (Monitoring and Evaluation), Bikaner with additional charge of Chief Conservator of Forests, Bikaner.

Goa: Two IAS officers assigned additional responsibilities

The Goa government has entrusted two IAS officers with additional responsibilities to strengthen the administrative framework.

The names of the officers and their postings are as follows :

  1. Suneel Anchipaka (IAS:2014:AGMUT), Director, Tourism, shall hold the additional charge of Managing Director, Goa Tourism Development Corporation.
  2. Polumatla P Abhishek (IAS:2017:AGMUT), Managing Director, Goa Industrial Development Corporation shall hold the additional charge of Director of Department of Information Technology, Electronics and Communication.

Amit Garg continues as Director, SVP NPA Hyderabad

Amit Garg (IPS:1993:AP), presently serving as the Additional Director of the Sardar Vallabhbhai Patel National Police Academy (SVP NPA) in Hyderabad, has been granted an extension of the additional charge as the Director of SVP NPA. The Ministry of Home Affairs (MHA) issued an order on Wednesday confirming the extension. As per the order, the competent authority has given approval for Mr. Garg to continue in the position for an additional three months beyond August 31, 2023. This extension will be in effect until the appointment and onboarding of a regular incumbent or until further directives are issued, whichever occurs earlier.

Nina Singh gets addl. charge of DG, CISF

In the wake of the superannuation of Sheel Vardhan Singh (IPS:1986:BH) on August 31, 2023, Nina Singh (IPS:1989:RJ), the Special Director General of the Central Industrial Security Force (CISF), has been entrusted with the additional responsibility of Director General (DG) of CISF. The Ministry of Home Affairs (MHA) issued an official order outlining this development. As per the order, the competent authority has sanctioned the assignment of this supplementary role to Ms. Nina Singh. She will hold the position until a regular appointee assumes office or until further instructions are conveyed, depending on which event occurs earlier.

Chandigarh Administrator clears Anu J Singh’s name for CRSC Chief

Anu J Singh, a retired 1985 batch IRS officer, has received clearance for the role of Chief Commissioner at the Chandigarh Right to Service Commission. Chandigarh Administrator Banwarilal Purohit has endorsed her candidacy for this position. The ultimate decision, however, rests with the Union Ministry of Home Affairs. Currently serving as a member of the NCLT in Mumbai, Singh’s credentials are noteworthy.

In a parallel development, Dharampal (IAS:1988:AGMUT), serving as the Advisor to the Administrator, has been omitted from the competition for the Chief Commissioner post at the Chandigarh Right to Service Commission. Strikingly, his name did not make it onto the list of potential candidates for this role. Among the pool of seven applicants, three were shortlisted, and Dharampal was initially among those being considered.

Sources linked to the Punjab Raj Bhawan disclosed that when the top four names were submitted to the Administrator, the UT Department of Personnel indicated that “Adviser Dharam Pal’s eligibility was contingent upon the acceptance of his Voluntary Retirement Scheme (VRS).”

Approximately four months ago, UT Adviser Dharam Pal had submitted an application for Voluntary Retirement Scheme (VRS), preceding his expression of interest in the Chief Commissioner position at the Chandigarh Right to Service Commission. The application deadline for this role was set for August 16th at 5 pm.

Notably, the VRS application of the UT Adviser is currently pending review by the Union Ministry of Home Affairs. Officials clarified that eligibility criteria for the chief commissioner’s post stipulated that the candidate should be retired at the time of application and hold a rank of at least a secretary. Moreover, the retirement details of the applicant needed to be furnished at the time of application submission.

Seven candidates, including UT Adviser Dharam Pal, apply for CRSC Commissioner post

A total of seven individuals, including UT adviser Dharam Pal (IAS:1988:AGMUT), have submitted their applications for the position of commissioner at the Chandigarh Rights to Service Commission (CRSC). The application deadline was August 16.

The Union Ministry of Home Affairs extended the Punjab Right to Service Act, 2011, and the Punjab Right to Service (Amended) Act, 2014, to the Union Territory of Chandigarh on August 14, 2017. These acts aim to ensure the timely delivery of services to the public, reduce corruption among government officials, and enhance transparency and accountability.

The commissioner’s role has remained vacant since March 21, following the retirement of KK Jindal. Subsequently, the responsibilities were assigned to Dharam Pal, who is set to retire on October 31, 2023.

In addition to Dharam Pal, the other contenders for the post include Arun Kumar, a retired Haryana cadre IAS officer, Anu Jagmohan Singh, a former principal chief commissioner of Income Tax, a retired IAS officer from Punjab, and three retired IAS officers from Delhi.

Mayank Joshi appointed next High Commissioner to Jamaica

Mayank Joshi (IFS:2003), who currently serves as the Deputy Chief of Mission at the Embassy of India in Tokyo, has been designated as the upcoming High Commissioner of India to Jamaica. He is anticipated to assume this new role in the near future.

IAS Pranabjyoti Nath empanelled as Joint Secretary in GoI

Pranabjyoti Nath (IAS:2005:KL) has been selected for empanelment to assume the role of Joint Secretary or an equivalent position within the central government structure. The Department of Personnel and Training issued an order on Tuesday, confirming Mr. Nath’s empanelment subsequent to receiving approval from the Appointments Committee of the Cabinet. At present, he holds the position of Secretary, Sports and Youth Affairs Department, Kerala.
