UP: Six districts get new DMs

The Uttar Pradesh government on Saturday (02.09.2023) issued official notifications regarding the transfer and assignment of duties for six IAS officers. All six officers have been designated as District Magistrates in various districts, with the noteworthy detail that two of them were already holding the position of District Magistrate prior to this announcement.

The names of the officers and their postings are as follows:

  1. Navneet Singh Chahal (IAS:2011:UP), District Magistrate, Agra, has been transferred and posted as District Magistrate, Prayagraj.
  2. Bhanu Chandra Goswami (IAS:2009:UP), CEO, Uttar Pradesh Rural Road Development, Lucknow, has been transferred and posted as District Magistrate, Agra.
  3. Manvendra Singh (IAS:2010:UP), Additional CEO, has been transferred and posted as District Magistrate, Muradabad.
  4. Shailendra Kumar Singh (IAS:2015:UP), District Magistrate, Muradabad, has been transferred and posted as District Magistrate, Mathura.
  5. Rahul Pandey (IAS:2014:UP), Special Secretary, Sugar Industry & Cane Development Department and Additional Commissioner, Sugarcane, Lucknow, has been transferred and posted as District Magistrate, Hamirpur.
  6. Mridul Chaudhary (IAS:2014:UP), Project Administrator, Greater Sharda Assistant Command Area Development Authority, has been transferred and posted as District Magistrate, Mahoba.

Manoj Kumar Dubey gets five-year extension as Director (Finance), CONCOR

The Center has granted a five-year extension to the tenure of Manoj Kumar Dubey (IRAS:1993), who serves as the Director (Finance) at Container Corporation of India Ltd (CONCOR). His tenure has been extended until October 31, 2028. Manoj Kumar Dubey assumed the role of Director (Finance) on October 31, 2018, and he is scheduled to retire on April 30, 2030.

Centre appoints 16 new members to Central Administrative Tribunal

The Central Government has announced the appointment of nine new Judicial Members and seven Administrative Members to serve on the Central Administrative Tribunal (CAT) for a term of four years.

Here is the list of these appointed members:

Judicial Members:

  1. Justice Rajiv Joshi, a Judge from Allahabad High Court, has been appointed as a Judicial Member in CAT for a term of four years or until reaching the age of 67. Justice Rajiv Joshi will assume duties at CAT, Kolkata Bench.
  2. Umesh Gajankush, an Advocate, has been appointed as a Judicial Member in CAT for a term of four years or until reaching the age of 67. Umesh Gajankush will serve at CAT, Jodhpur Bench.
  3. Mir Syed Latif, an Advocate, has been appointed as a Judicial Member in CAT for a term of four years or until reaching the age of 67. Mir Syed Latif will take up responsibilities at CAT, Srinagar Bench.
  4. M Swaminathan, an Advocate, has been appointed as a Judicial Member in CAT for a term of four years or until reaching the age of 67. M Swaminathan will join CAT, Chennai Bench.
  5. Rajnish Kumar Rai, an Advocate, has been appointed as a Judicial Member in CAT for a term of four years or until reaching the age of 67. Rajnish Kumar Rai will be stationed at CAT, Cuttack Bench.
  6. Sanjeev Gupta, a District Judge, has been appointed as a Judicial Member in CAT for a term of four years or until reaching the age of 67. Sanjeev Gupta will serve at CAT, Jammu Bench.
  7. Rajinder Singh Dogra, an Advocate, has been appointed as a Judicial Member in CAT for a term of four years or until reaching the age of 67. Rajinder Singh Dogra will assume duties at CAT, Jammu Bench.
  8. Ranjana Shahi, an Advocate, has been appointed as a Judicial Member in CAT for a term of four years or until reaching the age of 67. Ranjana Shahi will join CAT, Jaipur Bench.
  9. Ajay Pratap Singh, an Advocate, has been appointed as a Judicial Member in CAT for a term of four years or until reaching the age of 67. Ajay Pratap Singh will take up responsibilities at CAT, Patna Bench.

Administrative Members:

  1. Pankaj Kumar (IAS: 1987: NG) has been appointed as an Administrative Member in CAT for a term of four years or until reaching the age of 67. Pankaj Kumar will serve at CAT, Lucknow Bench.
  2. Shalini Misra (IAS: 1988: TG) has been appointed as an Administrative Member in CAT for a term of four years or until reaching the age of 67. Shalini Misra will be stationed at CAT, Hyderabad Bench.
  3. Lok Ranjan (IAS: 1989: TR) has been appointed as an Administrative Member in CAT for a term of four years. Lok Ranjan will join CAT, Jaipur Bench.
  4. Amit Sahai (IFoS: 1987) has been appointed as an Administrative Member in CAT for a term of four years or until reaching the age of 67. Amit Sahai will assume duties at CAT, Jodhpur Bench.
  5. Rajinder Kumar Kashyap (IPoS: 1989) has been appointed as an Administrative Member in CAT for a term of four years or until reaching the age of 67. Rajinder Kumar Kashyap will serve at CAT, Mumbai Bench.
  6. Prasant Kumar (IFOS: 1985) has been appointed as an Administrative Member in CAT for a term of four years or until reaching the age of 67. Prasant Kumar will join CAT, Srinagar Bench.
  7. Varun Sindhu Kul Kaumudi (IPS: 1986: AP) has been appointed as an Administrative Member in CAT for a term of four years or until reaching the age of 67. Varun Sindhu Kul Kaumudi will be stationed at CAT, Chennai Bench.

Telangana: V Satyanarayana appointed as Police Commissioner of Nizamabad

V Satyanarayana, the Joint Commissioner of Police for Rachakonda, on Friday appointed as the Police Commissioner of Nizamabad. This appointment was made by Chief Secretary Shanti Kumari, and V Satyanarayana is an IPS officer from the 2006 batch.

Following the retirement of the previous Commissioner, KR Naga Raju, the additional charge of the position was temporarily held by Ch Praveen Kumar, the Superintendent of Police for Nirmal district. In preparation for the upcoming Assembly elections, the state government has now assigned a regular officer to the role of Police Commissioner in Nizamabad.

Karnataka: Shalini Rajneesh appointed ACS-cum-Development Commissioner

The Karnataka government on Thursday announced the appointment of Shalini Rajneesh (IAS:1989:KN), a senior IAS officer, as the new Additional Chief Secretary and Development Commissioner. She tokes over this role following the retirement of EV Ramana Reddy (IAS:1988:KN).

Prior to this appointment, Shalini Rajneesh had been leading the Planning, Programme Monitoring & Statistics Department.

UP: 12 IAS officers shifted, 8 Districts get new DMs

The Uttar Pradesh government on Friday initiated a significant restructuring of the state’s administrative setup by issuing transfer and posting orders for 12 IAS officers. In the morning, three senior IAS officers were transferred to different positions, and in the evening, nine IAS officers were assigned new responsibilities. Notably, among these changes, eight new IAS officers have been appointed as District Magistrates in various districts, bringing fresh perspectives to local governance.

The names of the officers and their postings are as follows :

  1. Hemant Rao (IAS:1987:UP), Additional Chief Secretary, Backward Classes Welfare and Empowerment of Persons with Disabilities, has been transferred and posted as Chairman, Revenue Board.
  2. Subhash Chandra Sharma (IAS:1996:UP), awaiting posting orders, has been posted as Principal Secretary, Backward Classes Welfare and Empowerment of Persons with Disabilities.
  3. Narendra Bhushan (IAS:1992:UP), awaiting posting orders, has been posted as Principal Secretary, Science & Technology Department.
  4. Umesh Mishra (IAS:2012:UP), District Magistrate, Bijnor, has been transferred and posted as District Magistrate, Kushinagar.
  5. Mahendra Singh Tanwar (IAS:2015:UP), Vice Chairman, Gorakhpur Development Authority, has been transferred and posted as District Magistrate, Sant Kabir Nagar.
  6. Divya Mittal (IAS:2013:UP), District Magistrate, Mirzapur, has been transferred and posted as District Magistrate, Basti.

Rakesh Sarwal gets extension as Additional Secretary, Inter State Council Secretariat

Rakesh Sarwal (IAS:1988:TR) has been granted an extension in his central deputation tenure as Additional Secretary in the Inter State Council Secretariat, Ministry of Home Affairs. According to an official directive from the Department of Personnel and Training (DoPT) dated Friday, September 1, 2023, the Appointments Committee of the Cabinet has approved the extension of Mr. Sarwal’s deputation. This extension goes beyond the initial deadline of September 30, 2023, and now continues until the date of his superannuation, which is October 31, 2024, or until further orders are issued, whichever occurs first.

Chandra Sekhar Kumar gets extension as Additional Secretary in Ministry of Panchayati Raj

Chandra Sekhar Kumar (IAS:1992:OR) has received an extension in his central deputation tenure as Additional Secretary in the Ministry of Panchayati Raj. According to a directive issued by the Department of Personnel and Training (DoPT) on Friday, September 1, 2023, the Appointments Committee of the Cabinet has granted approval for an additional two-year extension to Mr. Kumar’s deputation, extending it beyond January 29, 2024, until either January 29, 2026, or until further orders are issued, whichever comes first.

Rajasthan: 7 IAS officers shifted, 2 assigned additional responsibilities

The Rajasthan government on Thursday (31.08.2023) issued a transfer and posting order affecting nine IAS officers. This order was issued to restructure the administrative setup of the state, with seven officers being transferred to new positions, and two officers were assigned additional responsibilities.

The names of the officers and their postings are as follows :

  1. Mahendra Soni (IAS:2008:RJ), Commissioner, Municipal Corporation, Jaipur Greater, Jaipur, has been transferred and posted as Additional DG, HCM RIPA and Ex-officio Special Secretary, Training, Jaipur.
  2. Kumar Pal Gautam (IAS:2009:RJ), Commissioner, Excise Department and Ex-officio Prohibition Director, Udaipur, has been transferred and posted as Commissioner, Rajasthan Housing Board with an additional charge of ED, Rajasthan Urban Drinking Water Sewerage & Infrastructure Corporation Limited (RUDSICO).
  3. Om Prakash Kasera (IAS:2012:RJ), Commissioner (Investment and NRI) Investment Promotion Bureau, Jaipur, has been transferred and posted as Commissioner, Excise Department and Ex-officio Prohibition Director.
  4. Tikam Chand Bohra (IAS:2012:RJ), CEO, Rajasthan Heritage Authority, Jaipur, has been transferred and posted as District Collector and District Magistrate, Shahpura.
  5. Babu Lal Goyal (IAS:2014:RJ), Additional DG, HCM RIPA and Ex-officio Special Secretary, Training, Jaipur, has been transferred and posted as Municipal Corporation, Jaipur Greater, Jaipur.
  6. Hanuman Mal Dhaka (IAS:2014:RJ), Joint Secretary, Chief Minister, has been transferred and posted as MD, RAJFED, Jaipur.
  7. Dr. Manju (IAS:2016:RJ), District Collector and District Magistrate, Shahpura, has been transferred and posted as Joint Secretary, Energy Department, Jaipur.

  9. Tara Chand Meena (IAS:2011:RJ), Commissioner, TAD, Udaipur, has been given additional charge of MD, Rajasthan State Mines and Minerals Corporation Limited, Udaipur.

Haryana: Rajesh Khullar appointed Chief Principal Secretary to CM ML Khattar

Just a day following his retirement from the civil services, Rajesh Khullar, a former IAS officer from the 1988 batch, has been named the Chief Principal Secretary to Haryana Chief Minister Manohar Lal Khattar. This appointment comes as a replacement for the former state Chief Secretary, DS Dhesi, who has been relieved from his role as Chief Principal Secretary.

Rajesh Khullar retired on Thursday, having dedicated 35 years to the civil services. He had been overseeing several crucial departments such as revenue, school education, and public relations within the state government since April of the current year.

In September 2020, Khullar took on the role of Executive Director at the World Bank in Washington DC for a three-year term while also serving as the Principal Secretary to the Chief Minister. In February of the same year, he was repatriated to his home cadre in Haryana at the request of the state government.

Interestingly, retired IAS officer DS Dhesi, who was removed from the role of Chief Principal Secretary to the Chief Minister on Friday morning, was swiftly reassigned to a new position by the evening. Dhesi has been appointed as the Principal Advisor for Urban Development.
