SPG Chief Arun Kumar Sinha passes away in Gurgaon Hospital

Arun Kumar Sinha (IAS:1987:KL), the Director General of the Special Protection Group (SPG), passed away early on Wednesday at a hospital in Gurugram. Sinha had been facing health challenges for the past few months and had been receiving treatment at the Medanta Cancer Institute. At the time of his passing, he was 61 years old. Sinha had been serving as the SPG Chief since 2016, where he played a pivotal role in ensuring the security of the Prime Minister.

Remarkably, even after reaching his official retirement age in May of this year, he was granted a one-year extension to continue leading the SPG in a re-employment capacity. In 2022, the Appointments Committee of the Cabinet (ACC) had approved an extension in his temporary elevation as DG (SPG) until May 31, 2023.

Arun Kumar Sinha, originally hailing from Hazaribagh in Jharkhand, leaves behind his wife and two sons, and his legacy of dedicated service to the nation.

UP: Andra Vamsi posted as new DM of Basti

Andra Vamsi (IAS:2011:UP) has been appointed to the post of District Magistrate (DM) of Basti. He currently serves as the Mission Director for the Skill Development Mission of Uttar Pradesh.

Meanwhile, Divya Mittal (IAS:2013:UP), who was sent to Basti as DM from the post of DM of Mirzapur in UP, has been put on waiting list. However, she was relieved from Mirzapur for getting charge of Basti.

In addition to his responsibilities as the DM of Gorakhpur, Krishna Karunesh (IAS:2011:UP) has been entrusted with the additional role of Vice President at the Gorakhpur Development Authority.

Haryana: Sudhir Rajpal appointed Home Secretary, get transfer order hours later

Just a few hours after the Haryana government appointed senior IAS officer Sudhir Rajpal (IAS:1990:HY) as the new Home Secretary, a modified transfer order was issued on Sunday evening, re-allocating the position to TVSN Prasad (IAS:1988:HY). Notably, TVSN Prasad will still continue to serve as the Additional Chief Secretary, Home, as he did prior to this alteration.

The government did not provide any specific explanation for this modification. Earlier on the same day, transfer orders had been issued for nine Indian Administrative Service (IAS) officers, designating Sudhir Rajpal as the new Home Secretary.

In the initial order, Sudhir Rajpal was appointed to replace TVSN Prasad, who had responsibilities encompassing various departments, including jails, criminal investigation, administration of justice, and more.

However, in the modified order, TVSN Prasad has been assigned additional duties as the Financial Commissioner for the revenue, disaster management, and consolidation departments. He will continue to oversee the departments he previously held, which include home, jails, criminal investigation, and administration of justice. TVSN Prasad will also retain his positions as the Chief Resident Commissioner at Haryana Bhawan in New Delhi and as the Additional Chief Secretary (ACS) of the cooperation department.

Meanwhile, Sudhir Rajpal, who previously served as the ACS in the agriculture, farmers’ welfare, and civil aviation departments, has now been reassigned to ACS roles in the school education, cooperation, and youth empowerment and entrepreneurship departments, according to the modified order.

In a significant administrative overhaul, the Haryana government issued transfer and posting directives on Sunday for nine senior bureaucrats within the state.

Mohan Lal Hirwal gets extension as Regional Director, SSC (HQ), New Delhi

Mohan Lal Hirwal (ITS:1997), presently serving as the Regional Director at the Staff Selection Commission (HQ) in New Delhi, has had his central deputation extended by one year. This extension has been granted in accordance with an official order issued by the Department of Personnel and Training (DoPT) on Saturday, September 2, 2023. The decision to extend Mr. Hirwal’s deputation was endorsed by the Appointments Committee of the Cabinet, following the proposal put forth by the DoPT.

Mr. Hirwal will continue to fulfill his role for the additional period, which extends one year beyond September 27, 2023, or until further directives are issued, whichever transpires first.

Vinayak Garg gets extension as Commissioner of Navodaya Vidyalaya Samiti

Vinayak Garg (IRSEE:1995), who currently serves as the Commissioner at Navodaya Vidyalaya Samiti (NVS) with a Joint Secretary (JS) level designation, has had his central deputation extended for an additional one-year term. This extension has been granted in accordance with an official order released by the Department of Personnel and Training (DoPT) on Friday, September 1, 2023. The decision to extend Mr. Garg’s deputation was approved by the Appointments Committee of the Cabinet, based on a proposal submitted by the Department of School Education & Literacy.

Mr. Garg will continue in his role for the extended term, which spans one year beyond September 11, 2023, or until further instructions are issued, depending on whichever event occurs first.

R K Mishra gets addl. charge of Development Commissioner, SEEPZ, Mumbai

R K Mishra (IRS-C&IT:1995), currently serving as the Additional Director General of Foreign Trade (DGFT) in Mumbai, has been assigned an additional responsibility as the Development Commissioner (JS level) for the Santa Cruz Exclusive Export Zone (SEEPZ) within the Special Economic Zone (SEZ) in Mumbai. This appointment, as per an official order released by the Department of Personnel and Training (DoPT) on Friday, September 1, 2023, follows the approval of the Department of Commerce’s proposal by the Appointments Committee of the Cabinet.

Mr. Mishra will assume this additional charge for a duration of six months, commencing from July 13, 2023, and concluding on January 12, 2024, or until a permanent incumbent takes over the position, or until further directives are issued—whichever event occurs earliest.

ACC clears appointment of three Members in NHAI

The Appointments Committee of the Cabinet on Monday (04.09.2023) approved the appointment of three officers to key positions within the National Highways Authority of India (NHAI). Among these appointments, two have been designated as Members (Project), while the third has been entrusted with the role of Member (Technical). These appointments are effective for a period of three years, commencing from the date they assume their respective positions, or until further directives are issued, whichever comes first.

Here are the appointees:

  1. Anil Chaudhary (IRSE:1994), who is currently serving as a Senior Professor at the Indian Railway Institute of Civil Engineering in Pune.

UP: Nine IAS officers shifted, transfer order of two DMs revoked

As part of a comprehensive administrative restructuring in the state, the Uttar Pradesh government continued its series of transfer and posting orders for nine IAS officers on Sunday, marking the third consecutive day of such changes. Notably, the transfers of two IAS officers, which were initially issued on Friday, have now been revoked.

Ravindra Kumar Mandar (IAS: 2013:UP), who was earlier designated as District Magistrate of Rampur with a subsequent transfer to Bijnor, will retain his role as the District Magistrate of Rampur, as his transfer order to Bijnor has been canceled. In his place, Ankit Kumar Agrawal (IAS:2012:UP) has been appointed as the new District Magistrate of Bijnor, reversing his earlier transfer from District Magistrate of Etah to District Magistrate of Rampur.

Furthermore, the following officers have been transferred:
