Assam: Three IAS officers from 1994 batch designated as Additional Chief Secretary

The Assam government on Wednesday (06.09.2023) announced the appointment of three senior Indian Administrative Service (IAS) officers from the 1994 batch as Additional Chief Secretaries. These officers will receive salaries and other allowances in accordance with the HAG (Higher Administrative Grade) Scale.

The appointed officers are as follows:

  1. Samir Kumar Sinha (IAS:1994:AM), who currently holds the positions of Principal Secretary to the Chief Minister, Principal Secretary in the Finance Department, and Additional Principal Resident Commissioner at Assam Bhawan in New Delhi, has been designated as the Additional Chief Secretary to the Chief Minister. Additionally, he will assume the role of Additional Chief Secretary in the Finance Department and continue as the Additional Principal Resident Commissioner at Assam Bhawan, New Delhi.
  2. Avinash Purushottam Das Joshi (IAS:1994:AM), presently serving as the Principal Secretary in the General Administration, Health & Family Welfare Department, and Additional Principal Resident Commissioner at Assam Bhawan, New Delhi, has been appointed as the Additional Chief Secretary in the General Administration and Health & Family Welfare Department. He will also retain his position as the Additional Principal Resident Commissioner at Assam Bhawan, New Delhi.
  3. Niraj Verma (IAS:1994:AM), who currently holds the role of Principal Secretary in the Home & Political, Power (E), and Personnel Departments, in addition to serving as the Chairman of APDCL (Assam Power Distribution Company Limited) and the Additional Principal Resident Commissioner at Assam Bhawan, New Delhi, has been designated as the Additional Chief Secretary in the Home & Political, Power (E), and Personnel Departments. He will continue to serve as the Chairman of APDCL and the Additional Principal Resident Commissioner at Assam Bhawan, New Delhi.

Assam: Ravi Kota appointed as ACS, Home & Political Department

The Assam government has appointed Ravi Kota (IAS:1993:AM) as the Additional Chief Secretary for the Home & Political Department, which encompasses Passport and Prisons, as well as the Industries, Commerce & Public Enterprises Department. This marks his initial posting following his return from a central deputation.

Tripura: Two IFS officers get new assignments

The Tripura state government has recently issued orders for the transfer and posting of two Indian Forest Service (IFS) officers. Among them, one officer has been assigned an additional charge, while the other has been transferred to a new position.

The names of the officers and their postings are as follows:

  1. Dr. Naresh Babu N (IFS:2013:TR), Director, Information Technology and DCF, IT in FHQ, will also function as Ex-Officio Additional Secretary in the Directorate of Information Technology, Tripura, Agartala.
  2. Jeya Ragul Geshal B (IFS:2016:TR), District Forest Officer, Unakoti District, has been transferred and posted as Addl. Director, IT, Tripura, Agartala.

IPS officer Yogesh Bahadur Khurania takes charge as Spl DG, BSF Western Command

Yogesh Bahadur Khurania (IPS:1990:OR), an odisha cadre IPS officer, assumed the responsibilities as the Special Director General of the Border Security Force (BSF), Western Command, Chandigarh, on the 4th of September, 2023. Prior to this, he had been serving as the Special DG (Operations) at the Force Headquarters of the BSF in New Delhi.

Throughout his illustrious career, Officer Khurania held various significant positions, showcasing his dedication and leadership skills. He began his journey as a Superintendent of Police in districts like Rourkela, Mayurbhanj, Ganjam, and several others. Upon his promotion to the ranks of Deputy Inspector General (DIG) and Inspector General (IG), he served as the Range DIG/IG in Bhubaneswar Range, Southern Range Berhampur, and Northern Range Sambalpur. His contributions extended to roles as IG Operations, Police Commissioner in Bhubaneswar and Cuttack, and Special Director of State Vigilance.

In the year 2018, Officer Khurania joined the Border Security Force on deputation. During his tenure at the BSF Headquarters in New Delhi, he received numerous accolades and awards in recognition of his exemplary service. These honors include the Governor’s Medal, Police Medal for Meritorious Service, President’s Police Medal for Distinguished Service, Ati Utkrisht Seva Medal, and Police Antrik Suraksha Seva Padak.

CBIC: Govt promotes four IRS officers to Commissioner rank

In a recent development, the central government has empanelled and promoted four officers to the position of Commissioner of Customs and Indirect Taxes within the Indian Revenue Service (Customs & Indirect Taxes). This promotion places them at level 14 of the Pay Matrix (SAG) and is in alignment with the panel year 2023. Their promotions are effective from the date they assume charge of their respective posts and will continue until further instructions are issued.

The officers who have been promoted are:

  1. Prabhat Kamal Rameshwaram (IRS-C&IT:2006)
  2. Bharat Prakash (IRS-C&IT:2006)
  3. Vishal Pal Singh (IRS-C&IT:2006)
  4. Pankaj Kumar (IRS-C&IT:2006)

The allocation of their regular postings will be determined in due course, subject to the approval of the competent authority. In the interim, they will carry out their duties in their newly promoted positions on an in situ (as-is-where-is) basis.

CBIC: Three IRS officers promoted to Principal Commissioner rank

The central government has empanelled and promoted two officers to the position of Principal Commissioner of Customs and Indirect Taxes within the Indian Revenue Service (Customs & Indirect Taxes), at level 15 of the Pay Matrix. This promotion is in line with the panel year 2023, and they have been appointed on an ad-hoc basis. Their promotion will be effective from either September 1, 2023, or from the date on which they officially assume their new roles, depending on which is later. This appointment will remain in effect until further directives are issued.

The officers who have been promoted are:

  1. Manoj Kumar Kedia (IRS-C&IT:1994)
  2. KVVG Diwakar (IRS-C&IT:1994)

Additionally, the government has granted proforma promotion under the Next Below Rule (NBR) to Dheeraj Rastogi (IRS-C&IT:1994) to the grade of Principal Commissioner of Customs & Indirect Taxes (HAG), placing him at level 15 of the Pay Matrix, with effect from August 3, 2023.

CBIC: Govt empanels and promotes Rimjhim Prasad as Chief Commissioner/Director General

The central government has officially empanelled and promoted Rimjhim Prasad (IRS-C&IT:1991) to the position of Chief Commissioner/Director General of Customs and Indirect Taxes. This promotion places her at level 16 of the Pay Matrix (HAG+ Scale) and is in line with the panel year 2023. The appointment is effective either from September 1, 2023, or from the date she formally assumes her new role, whichever occurs later. This appointment will remain valid until further directives are issued.

The allocation of her regular posting will be determined in due course, pending approval by the competent authority. In the meantime, she will discharge her duties in the newly promoted position on an in situ (as-is-where-is) basis.

CBIC: Govt elevates senior IRS officer S M Tata to Principal Chief Commissioner rank

The central government has promoted S M Tata (IRS-C&IT:1989), senior IRS officer, to the rank of Principal Chief Commissioner/Principal Director General of Customs and Indirect Taxes within the Indian Revenue Service (Customs & Indirect Taxes). This promotion positions him at level 17 of the Pay Matrix (Apex Scale), in accordance with the panel year 2023. The promotion is effective either from September 1, 2023, or from the date he officially takes charge of the position, whichever is later. This appointment will remain in effect until further instructions are issued.

Upon his promotion, Mr. Tata has been assigned to the role of Principal Chief Commissioner in the CGST & CX Zone, Mumbai.

Two IRS (C&IT) officers join NIA as Additional SP on deputation

In compliance with the directives of the National Investigation Agency (NIA), the services of two IRS (C&IT) officers have been enlisted for deputation as Additional Superintendents of Police in the NIA. This deputation is sanctioned for a duration of three years from the date of assuming their respective roles or until further instructions are issued, whichever transpires earlier.

The appointed officers are:

  1. Swachhand Uttamrao Chavan (IRS-C&IT:2014)
  2. Nidhin Lal (IRS-C&IT:2014)

CBIC: Govt elevates three senior IRS officers to Principal Commissioner rank

In a recent development, the central government has promoted Prabhat Kumar (IRS-C&IT:1994) to the position of Principal Commissioner of Customs and Indirect Taxes within the Indian Revenue Service (Customs & Indirect Taxes). This promotion is in accordance with panel year 2023 and places him in level 15 of the Pay Matrix. The appointment is effective from the date he assumes charge and will remain in effect until further notice.

The Department of Revenue has issued an order regarding Prabhat Kumar’s regular posting, which will be determined in due course upon approval by the competent authority. In the interim, he will discharge his duties in the promotional post on an in-situ (as is where is) basis.

Furthermore, the central government has also promoted Alok Gupta (IRS-C&IT:1994) and Manish Mohan Govil (IRS-C&IT:1994) to the rank of Principal Commissioner of Customs and Indirect Taxes within the Indian Revenue Service (Central Board of Indirect Taxes and Customs). This promotion is effective from the date they assumed their respective roles as Principal Commissioner of Customs and Indirect Taxes on an ad hoc basis, and it will continue until further instructions are issued.
