Senior diplomat Gopal Baglay appointed India’s High Commissioner to Australia

Senior diplomat Gopal Baglay (IFS:1992) has been designated as India’s High Commissioner to Australia, succeeding Manpreet Vohra (IFS:1988), while he currently holds the position of India’s High Commissioner to Sri Lanka.

The Ministry of External Affairs (MEA) officially confirmed this appointment in a statement released on Wednesday, stating, “Gopal Baglay (IFS:1992), presently serving as High Commissioner of India to Sri Lanka, has been appointed as the next High Commissioner of India to Australia. He is expected to take up the assignment shortly”.”

Baglay has held various key roles within the Ministry of External Affairs, including serving as the official spokesperson and as Joint Secretary for Pakistan, Afghanistan, and Iran affairs. More recently, he worked as Joint Secretary in the Prime Minister’s Office.

Baglay commenced his assignment in Colombo in May 2020.

Senior diplomat Santosh Jha appointed India’s High Commissioner to Sri Lanka

Senior diplomat Santosh Jha (IFS:1993) has been appointed as India’s High Commissioner to Sri Lanka on Wednesday, succeeding Gopal Baglay (IFS:1992), who was named High Commissioner to Australia. Santosh Jha currently holds the position of Ambassador of India to Belgium.

The Ministry of External Affairs (MEA) confirmed this appointment on Wednesday through a statement, stating, “Santosh Jha (IFS: 1993), presently Ambassador of India to Belgium, has been appointed as the next High Commissioner of India to Sri Lanka. He is expected to take up the assignment shortly”.

Before his appointment as India’s Ambassador to Belgium, Jha served as the Ambassador of India to Uzbekistan and as the Deputy Chief of Mission at the Indian Embassy in Washington. His diplomatic career has included postings in Moscow, Vladivostok, New York, and Colombo, in addition to assignments at the Ministry of External Affairs.

Ambassador Santosh Jha assumed his current role as Ambassador of India to Belgium, Luxembourg, and the European Union on July 17, 2020.

Bihar: Two IPS officers shifted, Sweety Sehrawat posted as SDPO, Patna Sadar

The Bihar government on Wednesday (13.09.2023) carried out a minor restructuring in the police administration, involving the transfer of two IPS officers.

The names of the officers and their postings are as follows:

  1. Kamya Mishra (IPS:2019:BH), SDPO, Sadar, Patna, has been transferred and posted as Assistant SP, CID, Patna.
  2. Sweety Sehrawat (IPS:2020:BH), SDPO, Aurangabad, has been transferred and posted as SDPO, Sadar, Patna.

AP: PV Ramesh resigns from MEIL, refutes claims of being asked to step down

PV Ramesh (IAS:1985:AP), who had been serving as an advisor at Megha Engineering Infrastructure Limited (MEIL), has been relieved of his duties. This decision comes shortly after Ramesh made contentious remarks about the Andhra Pradesh government, accusing it of pursuing a political vendetta against Telugu Desam Party president N Chandrababu Naidu in the Rs 371 crore skill development corporation scam.

On Tuesday, Ramesh submitted his resignation, citing personal reasons. In his resignation letter, he expressed gratitude for his time at MEIL and acknowledged the company’s generosity. Ramesh also extended his willingness to offer further assistance if needed.

While sources indicate that Megha Engineering Infrastructure Limited (MEIL) requested P.V. Ramesh’s resignation to uphold a non-political stance among their officers, Ramesh vehemently denies any such request. It is reported that he has not been asked to resign and continues to dispute these claims.

Haryana govt initiates transparent selection process for Non-HCS Officers to IAS

The Haryana government has initiated the process for the elevation of non-HCS officers to the Indian Administrative Service (IAS). Chief Secretary Sanjeev Kaushal (IAS:1986:HY) issued an order specifying the qualifications required for the written test conducted by the Haryana Public Service Commission (HPSC) to shortlist candidates for the Union Public Service Commission (UPSC) interview. Candidates must hold a gazetted post, possess a minimum of eight years of experience, and demonstrate exceptional merit and ability. However, certain officials, including those from the state police, state forest service, HCS (Judicial), and various boards and corporations, are ineligible for this examination.

To enhance transparency and remove discretion, the Manohar Lal Khattar government decided to conduct IAS officer selection exams for non-HCS category candidates, as the previous government was criticized for favoritism in selections.

A recommendation committee, led by the chief secretary and composed of relevant administrative officials, will compile a final list of eligible candidates to be submitted to the HPSC. The HPSC will then recommend eligible candidates with outstanding merit and ability, up to five times the number of vacancies, to the state government for submission to the UPSC for the final selection.

Tamil Nadu: Two IPS officers shifted over traffic snarl in Chennai

The Tamil Nadu government has issued transfer orders for three IPS officers, and notably, two of them have not been assigned new postings, as a consequence of their involvement in the mismanagement of crowds during A.R. Rahman’s ‘Marakkuma Nenjam’ concert. This event took place on Sunday, September 10, 2023, at the Adityaram Palace grounds on the East Coast Road (ECR) in Chennai. Numerous fans expressed dissatisfaction with the overcrowding at the concert, resulting in severe traffic congestion that even affected the Chief Minister’s convoy.

One of the affected officers is Ms. Deepa Sathyan (IPS:2015:TN), an IPS officer who previously served as the Deputy Commissioner of Police for Law and Order in Pallikaranai, within the Tambaram City Police Commissionerate’s jurisdiction, which includes the concert venue. Ms. Sathyan has now been placed on ‘compulsory wait’ status at the office of the Director General of Police (DGP) until further orders, as stated in an official notification.

In addition to Ms. Sathyan, IPS officer Disha Mittal has also been transferred from her role as Joint Commissioner of Police for Law and Order in Greater Chennai City Police. She too has been placed in the ‘compulsory wait’ category. Reports suggest that Ms. Mittal’s transfer is related to her alleged inefficiency in managing T.N. BJP leader K. Annamalai’s recent protest in Nungambakkam, which subsequently led to traffic disruptions in the area.

Furthermore, another transfer involved Adarsh Pachera (IPS:2017:TN), an IPS officer who was moved from his position as Superintendent of Police (SP) in the Intellectual Property Rights Enforcement Cell in Chennai. He has been reassigned to the role of SP/Deputy Commissioner of Police in East Tirunelveli City.

Prasanna Kumar Acharya selected as Director (Finance), NLC India Limited

Prasanna Kumar Acharya has been selected for appointment as Director (Finance), NLC India Limited at a Public Enterprises Selection Board (PESB) meeting held on September 13, 2023. Presently, he is serving as Director (Finance), CMRL.

He will be appointed to the post of Director (Finance) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 10 applicants were interviewed in the selection meeting :

PM Modi meets officials who contributed to G20 Summit success

Prime Minister Narendra Modi on Tuesday engaged with the officials and staff from his office to receive a briefing about their experiences during the G20 summit. Following this, he made an impromptu visit to the Sushma Swaraj Bhavan, where he interacted with staff from all levels, including officers, of the Ministry of External Affairs, discussing their G20 experiences. During the visit, he expressed his gratitude to the officials for their tireless efforts, which contributed significantly to the summit’s success.

Accompanying the Prime Minister during this visit was External Affairs Minister S Jaishankar.

For the G20 summit, a total of 114 lead officers from the Ministry of External Affairs (MEA) were deployed under the guidance of G20 Sherpa for India, Amitabh Kant, and Chief Coordinator Harsh Shringla. Additionally, in August, 140 young officers from various services were inducted to assist in the organization of the summit.

Senior officials from the MEA played crucial roles in negotiations with member states, ultimately leading to a consensus for the joint communique. The G20 Leaders Summit, held in New Delhi on September 9-10 under India’s presidency, resulted in the adoption of the New Delhi Leaders’ Declaration, achieving consensus on all issues, including the contentious Russia-Ukraine matter. This success was the outcome of relentless negotiations spanning over 200 hours, involving 300 bilateral meetings, and iterating through 15 drafts.

Amitabh Kant highlighted the formidable contributions of his team members, including senior MEA officials Abhay Thakur, Nagaraj Naidu, Ashish Sinha, and Eenam Gambhir, in shaping the conclusive draft document.

Union government appoints new Judges to Madras and Karnataka High Courts

The Union government on Tuesday (12.09.2023) notified the appointments of new judges to both the Madras High Court and the Karnataka High Court.

The notification, issued in accordance with the authority vested by the Constitution of India, revealed the President of India’s appointments of the following Additional Judges as Permanent Judges of the Madras High Court, following consultation with the Chief Justice of India:

  1. Justice AA Nakkiran
  2. Justice Nidumolu Mala
  3. Justice S Sounthar
  4. Justice Sunder Mohan
  5. Justice Kabali Kumaresh Babu

These appointments were made based on recommendations from the Collegium of the Supreme Court, affirming their eligibility for permanent roles on the Madras High Court bench.

Furthermore, the Union government also officially announced the confirmation of two Additional Judges of the Karnataka High Court as Permanent Judges:

In a separate development, the Centre extended the term of Justice Siddaiah Rachaiah, who serves as an Additional Judge, for an additional year.

Regarding the Karnataka High Court, the Collegium of the Supreme Court had earlier, on August 31, 2023, recommended the names of two Additional Judges for permanent appointments and the reappointment of an Additional Judge for a fresh one-year term.

Delhi Police Commissioner Hosts Appreciation Dinner After Successful G20 Summit

Delhi Police Commissioner Sanjay Arora (IPS:1987:TN), satisfied with the successful conclusion of the G20 Summit, has chosen to extend his appreciation by hosting a dinner on Wednesday. The dinner will be attended by chiefs of other security agencies, as well as officers ranging from Additional DCP to Special CPs of Delhi Police. To organize this event, Arora has designated nine officers of the DCP rank. The venue for the dinner is set to be the Police New Lines. Notably, the G20 Summit marked the first significant event for which security arrangements were under Arora’s supervision since his transition from the ITBP to the Delhi Police.
