Haryana: Race heats up for State Election Commissioner post as Dhanpat Singh’s tenure nears end

With the tenure of Haryana’s State Election Commissioner Dhanpat Singh (Retd. IAS:1985:HY) set to end on April 9, 2025, lobbying has intensified among senior IAS officers eyeing the prestigious position. As per existing rules, only a serving IAS officer of at least Principal Secretary rank or a retired High Court Judge is eligible for the role.

Dhanpat Singh was appointed in April 2021 by the then BJP-led government under Manohar Lal Khattar. The position carries a five-year term or lasts until the age of 65, whichever is earlier. Since Singh was born on April 10, 1960, his tenure is set to conclude a year short of the full term.

Before assuming office, he retired in April 2020 as Additional Chief Secretary and Finance Commissioner in the Revenue and Disaster Management and Consolidation Department. The State Election Commission is responsible for overseeing Panchayati Raj and municipal elections, ensuring they are conducted independently of the state government.

Despite the significance of the post, Haryana does not invite open applications. Instead, the Chief Minister forwards a recommended name to the Governor for approval, with the appointment formalized through a notification issued by the Chief Secretary.

With the deadline fast approaching, all eyes are on the state government’s choice for the next State Election Commissioner.

Country facing considerable shortage of bureaucrats

The country is facing a considerable shortage of bureaucrats. According to the IAS Civil List 2024, as on January 1, 2024 there was a shortage of 1316 IAS officers out of the total sanctioned strength of 6858 officers in the country. The total in-position strength was 5,542. Similarly, for Indian Police Service (IPS), there were over 586 vacancies against the sanctioned strength of 5,055 and Indian Forest Service (IFS) registered vacancy of 1,042 against sanctioned strength of 3,193.

It was disclosed by the Minister of State in the Prime Minister Office (PMO), Dr Jitendra Singh, in a written reply in Rajya Sabha recently. To deal with these gaps, a committee chaired by C. Chandramouli has recommended intake scenarios of Direct Recruit IAS officers on the basis of Civil Services Examination (CSE). The recommendations are currently under consideration of the government.

At the same time, the Standing Committee on Personnel, Public Grievances and Law & Justice in its latest report tabled in the Parliament too has expressed concern on the vacancies saying that the shortage significantly impacts administrative efficiency and governance across various levels of the government.

The panel stressed the need for swift action to enhance the recruitment process and meet the growing demands of public administration. The parliamentary committee also said that the Chandramouli Committee’s report regarding the intake of direct recruit IAS officers may be studied and implemented at the earliest.  

The Committee noted the Department of Personnel & Training (DoPT)’s submission regarding delays in the submission of proposals for the determination of vacancies in the IAS promotion quota. The DoPT said that the number of vacancies is determined by it in consultation with the State governments concerned.

The Committee recommended that the DoPT should initiate an online tracking and submission portal for State governments. This platform would allow State governments to submit their proposals electronically, track the progress of their submissions and receive automated reminders about deadlines.

Besides, the panel suggested setting up of a penalty system for delayed submissions.

UP: Promotion of 27 PCS officers to IAS delayed as objections raised in DPC

It seems that 27 PCS officers from the 2008 and 2010 batches in Uttar Pradesh will have to wait longer for their promotion to the IAS cadre. The Departmental Promotion Committee (DPC) meeting was held on April 1, during which the Department of Personnel and Training (DoPT) reportedly raised several objections. Sources indicate that DoPT will soon release its minutes, after which the Uttar Pradesh Appointment Department will provide clarifications on the objections related to PCS officers. Only then will the DPC be reconvened.

A total of 27 PCS posts are vacant in Uttar Pradesh for promotion. While it was expected that all PCS officers from the 2008 batch and some from the 2010 batch would be promoted, they will now have to wait until the process is completed.

UP: APC Monika S Garg to retire in April, Deepak Kumar likely successor

Senior IAS officer Monika S Garg (IAS:1989:UP), currently serving as Agriculture Production Commissioner (APC) and Additional Chief Secretary, Minority Development & Muslim Waqf Department, is set to retire on April 30.

With her retirement approaching, speculation is mounting over her successor. Deepak Kumar (IAS:1990:UP), currently Additional Chief Secretary, Finance, is likely to replace her as APC. The APC post holds significant importance as it is considered one of the most powerful positions in the cadre.

Garg has held the APC post since August 2024, after Devesh Chaturvedi (IAS:1989:UP) was relieved to take up central deputation as Secretary in the Union Ministry of Agriculture.

Sivasubramanian Ramann appointed PFRDA Chairperson

Sivasubramanian Ramann (IA&AS:1991) was on Wednesday (02.04.2025) appointed as the Chairperson of the Pension Fund Regulatory and Development Authority (PFRDA) for five years or till the age of 65 years whichever is the earliest. He will take the place of Deepak Mohanty whose term ends in May.

The Appointments Committee of the Cabinet (ACC) has approved the appointment of Sivasubramanian Ramann, Deputy Comptroller & Auditor General, to the post of chairperson, Pension Fund Regulatory and Development Authority (PFRDA), a government notification dated April 1 said.

Poonam Gupta appointed RBI Deputy Governor

As www.legendofficers.com reported on April 1, Poonam Gupta was the frontrunner among the top four candidates being considered for the RBI Deputy Governor post following Michael Patra’s departure. The central government on Wednesday (02.04.2025) appointed Gupta to the position for a three-year term. She is currently the Director General of the National Council of Applied Economic Research (NCAER), a leading economic policy think tank.

Gupta’s appointment comes just days ahead of the RBI’s Monetary Policy Committee (MPC) meeting, scheduled for April 7-9. She will succeed Michael D. Patra, who served as RBI Deputy Governor from January 2020 to January 2025, overseeing monetary policy, economic and policy research, and financial market operations.

A noted economist, Gupta is a member of the Economic Advisory Council to the Prime Minister and serves as the convener of the Advisory Council to the 16th Finance Commission. She joined NCAER in 2021 after nearly two decades in senior positions at the International Monetary Fund (IMF) and the World Bank in Washington, DC.

Yogesh Mohan Dixit (IOFS:1998), currently serving as Director in the Ministry of Home Affairs, has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesdy (02.04.2025), the Appointments Committee of the Cabinet has approved the proposal of Ministry of Home Affairs for premature repatriation of Mr Dixit to his parent cadre on personal grounds.

IAS Chandni Singh appointed PS to Union Minister Annpurna Devi

IAS officer Chandni Singh (IAS:2013:UP) has been appointed as the Private Secretary to Annpurna Devi, Minister of Women & Child Development, for five year.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (02.04.2025), the Appointments Committee of the Cabinet has approved appointment of Ms. Singh to the post for a period of five years with effect from the date of assumption of charge of the post or on a co-terminus basis with the Minister, or till she ceases to function as Private Secretary to the Minister or until further orders, whichever is earlier.

He will assume charge of the post at Deputy Secretary level.

Bihar IPS officer Shalin set for central deputation

Senior IPS officer Shalin (IPS:2001:BH), presently in the cadre and serving as IG, ATS, Bihar Police, with additional charge of IG, Security, Bihar, has been recommended for central deputation by the Ministry of Home Affairs. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (01.04.2025), the Appointments Committee of the Cabinet has approved the proposal of MHA for waiving of the cooling-off period, granted in relaxation of the IPS Tenure Policy.
