11 officers appointed to Joint Secretary level posts in GoI

The Modi government on Friday (15.09.2023) appointed eleven officers to the positions of Joint Secretary or equivalent in various ministries and departments.

Here are the details of the officers and their new postings:

  1. Puneet Yadav (IAS:1999:WB) has been appointed as Joint Secretary, Department of Administrative Reforms and Public Grievances for an overall tenure of five years ending 21.09.2025.
  2. Manoj Sethi (ICAS:1993) has been appointed as Joint Secretary & FA, Ministry of Chemicals & Fertilizers for an overall tenure of five years ending 04.02.2025. He replaces Sanjay Rastogi (IAS:1991:OR).
  3. Vijay Nehra (IAS:2001:GJ) has been appointed as Senior Directing Staff (CS), National Defence College (NDC) under the Ministry of Defence, for a tenure of five years. He will replace Priyank Bharti (IAS:2001:PB).
  4. Brijesh Pandey (IAS:2004:TR) has been appointed as Joint Secretary, Ministry of Development of North Eastern Region (DoNER) for a tenure of five years in place of Saurabh Endley (IRSME: 1990).
  5. Vijay Ranjan Singh (IFoS:1996:KN) has been appointed as CMD, Security Printing & Minting Corporation of India Ltd. (SPMCIL) under the Department of Economic Affairs, for a tenure of five years. He will replace Tripti Patra Ghosh (ICAS:1994).
  6. Manish Bhardwaj (IAS:1997:GJ) has been appointed as Deputy Director General (DDG), Unique Identification Authority of India (UIDAI) under the Ministry of Electronics & Information Technology for a tenure of five years. He replaces Rupinder Singh (IAS: 1996: MH).
  7. Sumita Singh (CSS) has been appointed as Joint Secretary in the Ministry of Home Affairs, for a tenure of five years.
  8. Vishal Chauhan (IAS:1998:SK) has been appointed as Member (Administration), National Highways Authority of India (NHAI) for an overall tenure of five years ending 30.11.2025.
  9. Anandrao Vishnu Patil (IAS:1998:TN) has been appointed as Joint Secretary, Department of School Education & Literacy for a tenure of five years.
  10. Beena M (IAS:1999:KL) has been appointed as Development Commissioner (Handlooms), Office of Development Commissioner (Handlooms) for a combined tenure of seven years ending 03.10.2025.
  11. Pradeep Kumar Agrawal (IAS:2006:PB) has been appointed as Joint Secretary, Department of Water Resources, River Development and Ganga Rejuvenation, for a tenure of five years in place of T Rajeshwari (ISS:1985).

UP: 26 PPS officers promoted to IPS

The Union Home Ministry on Friday (15.09.2023) issued an order to promote twenty-six Provincial Police Service (PPS) officers to the Indian Police Service (IPS). During the Departmental Promotion Committee meeting held on August 21, approval was granted to promote 26 officers from the 1993 and 1994 batches to the IPS cadre. Following presidential authorization, all of them have officially been promoted to IPS cadre.

Haryana: Major reshuffle in police administration, 19 IPS officers shifted

The Haryana government made a substantial change in its police administration on Friday, September 15, 2023, by announcing the transfer of 19 Indian Police Service (IPS) officers.

Here are the details of the officers and their new postings:

  1. OP Singh (IPS:1992:HY), ADGP, Haryana State Narcotics Control Bureau, State Crime Record Bureau, and Cyber cell, will now also hold the charge of the Director, Forensic Science Laboratory, Madhuban.
  2. KK Rao (IPS:1996:HY), ADGP, Rohtak Range, will also hold the charge of Police Complex, Sunaria, Rohtak.
  3. Dr Rajshri Singh (IPS:1999:HY), IG, State Crime Branch, has been transferred and posted as IGP, HPA, Madhuban
  4. Satheesh Balan (IPS:2004:HY), Commissioner of Police (CP), Sonepat, will also hold the additional charge of CPT and R, Bhondsi.
  5. Sangeeta Kalia (IPS:2006:HY), SP, Railways in Ambala Cantt., has been transferred and posted as SP, Lokayukta.
  6. Abhishek Jorwal (IPS:2011:HY), SP, Kaithal, will now be holding the charge of DCP Headquarters, Faridabad.
  7. Smiti Chaudhary (IPS:2012:HY), SP, Law & Order, has been transferred as SP, Anti Corruption Bureau (ACB), Ambala.
  8. Waseem Akram (IPS:2013:HY), SP, ACB, has been transferred and posted as SP-1, STF.
  9. Ganga Ram Punia (IPS:2013:HY), SP Hisar, will also hold the charge of SP/Women Police Training Centre, Hisar, and Commandant, 3rd Battalion, HAP, Hisar.
  10. Dr. Anshu Singla (IPS:2014:HY), DCP, Sonepat (West), has been transferred and posted as SP, Palwal.
  11. Lokender Singh (IPS:2014:HY), SP, Palwal, has been transferred and posted as SP, Security-1, CID with additional charge of Commandant 1st Battalion HAP, Ambala City.
  12. Narendra Bijarniya (IPS:2015:HY), SP, Nuh, will also hold the additional charge of Commandant, 2nd Bn, IRB, Bhondsi.
  13. Upasana (IPS:2017:HY), Commandant, 4th IRB, Manesar, has been posted as Kaithal SP.
  14. Nikita Khattar (IPS:2018:HY), has been posted as SP, HSNCB, Panchkula
  15. Amit Yashvardhan (IPS:2018:HY), DCP, Traffic Faridabad, will hold additional charge of DCP, NIT, Faridabad.

Bihar: Chief Secretary Amir Subhani hospitized for minor brain hemorrhage

Bihar’s Chief Secretary, Amir Subhani (IAS:1987:BH), was hospitalized in the Paras-HMRI Hospital’s neurosurgery ICU in Patna on Thursday night due to a minor brain hemorrhage.

Dr. Ambuj Kumar, the director and head of the neurosurgery department, stated, “The chief secretary has experienced a minor brain hemorrhage. We are treating him conservatively with medication, and his condition is stable.”

Subhani reported feeling unwell with a headache after a morning fall in his residence’s bathroom. A CT scan revealed the minor brain hemorrhage, and he is currently under observation, with an anticipated three-day hospital stay.

In addition to monitoring his condition, Subhani underwent a cardiac evaluation, and physicians conducted further tests to assess his overall health.

Central govt extends timelines for recording performance assessment reports of AIS officers

Due to G20 Summit commitments, the central government extended deadlines for All India Services officers’ performance appraisal reports. Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh announced the revision, citing preoccupations with G20 India engagements. The Department of Personnel and Training informed States and Union Territories of the extension for the 2022-23 fiscal year. The move accommodates officers facing time constraints due to the G20 Summit, offering a 15-day extension for Reporting and Reviewing Authorities. The Reporting Authority’s appraisal deadline shifted from September 15 to September 30, 2023. The Reviewing Authority’s deadline changed from November 15 to November 30. The accepting authority’s appraisal deadline remains unchanged at December 31, 2023.

Haryana: Four IAS officers shifted, Two Districts get new DCs

The Haryana government on Friday (15.09.2023) implemented a series of administrative changes by issuing transfer and posting orders affecting four IAS officers. As part of this reshuffle, two districts will now have new Deputy Commissioners.

The names of the officers and their postings are as follows:

  1. Anju Chaudhary (IAS:2011:HY), District Municipal Commissioner, Ambala and Commissioner, Municipal Corporation, Ambala, has been transferred and posted as Director/Special Secretary, Employment Department.
  2. Ajay Singh Tomar (IAS:2012:HY), Director/Special Secretary, State Transport Department and CEO, Haryana State City Bus Service Ltd, has been transferred and posted as Deputy Commissioner, Fatehabad.
  3. Sangeeta Tetarwal (IAS:2013:HY), awaiting for posting orders, has been posted as District Municipal Commissioner, Ambala and Commissioner, Municipal Corporation, Ambala.
  4. Prashant Panwar (IAS:2015:HY), Deputy Commissioner, Fatehabad, has been transferred and posted as Deputy Commissioner, Kaithal.

Dhirendra Verma selected for appointment as JS, UPSC

Dhirendra Verma (ITS:1998), who was recommended for central deputation, has been selected for appointment as Joint Secretary (Director level) in the Union Public Service Commission (UPSC), Delhi for a period of five years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday, the central government approved the appointment of Mr. Verma to the post under the Central Staffing Scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.

IPS Gaurav Singh inducted in CBI as SP

Gaurav Singh (IPS:2012:MH) has been appointed as Superintendent of Police (SP) within the Central Bureau of Investigation (CBI) for a designated period of five years. This appointment follows an order issued by the Department of Personnel and Training (DoPT) on Friday, September 15, 2023. The competent authority has endorsed Mr. Singh’s induction into the CBI, effective from the date he assumes the responsibilities of the position, or until further orders are issued, whichever event occurs earlier.

Rahul Navin appointed Acting Director of ED

After the departure of Sanjay Kumar Mishra (IRS-IT:1984) from the role of Director of the Enforcement Directorate, Senior IRS officer Rahul Navin (IRS-IT:1993) has been designated as the Acting Director. He will continue in this capacity until a permanent Director is appointed. Rahul Navin currently serves as the Special Director at the Enforcement Directorate’s Headquarters and concurrently holds the position of Chief Vigilance Officer.

An order issued by Finance Ministry on Friday said, “The President is pleased to order the cessation of tenure of Sanjay Kumar Mishra, IRS-84 batch as Director of Enforcement in the Enforcement Directorate and placing Rahul Navin, Special Director (ED) as in-charge Director-ED till appointment of a regular Director or until further orders, whichever is earlier.”

In July, the Supreme Court allowed Mishra to continue as the Director-ED till September 15, instead of the earlier July 31 deadline. A bench of Justices B R Gavai, Vikram Nath and Sanjay Karol said it was granting the extension in “larger public and national interest” but that Mishra would cease to remain ED chief from the midnight of September 15.

CBI: Two DIG level IPS officers’ extension regularised

Two senior IPS officers, Keshav Ram Chaurasia (IPS:2003:J&K) and Prem Kumar Gautam (IPS:2005:UP), have had their deputation tenures extended and regularized within the Central Bureau of Investigation (CBI). Notably, these extensions were granted in compliance with the Supreme Court’s directive dated August 14, 2023, as both officers were actively involved in the inquiry and investigation of the Coal Block Allocation cases.

Specifically, Keshav Ram Chaurasia’s tenure as DIG (CBI) was regularized from June 7, 2016, until August 25, 2023, while Prem Kumar Gautam’s tenure as DIG (CBI) was regularized from January 28, 2019, until September 30, 2023.

This development was formalized through an order issued by the Department of Personnel and Training on Friday, September 15, 2023.
