The Assam government on Friday (15.09.2023) issued transferred and posting orders for three IPS officers to restructure the police administration of the state.
The names of the officers and their postings are as follows:
Dr. N Rajamarthandan (IPS:2006:AM), SP of Railway Police, Pandu, Guwahati, has been transferred and posted as SP, FRRO, Barpeta.
Supriya Das (IPS:2017:AM), SP, Udalguri, has been transferred and posted as SP, Nalbari.
Pushkin Jain (IPS:2017:AM), SP, Golaghat, has been transferred and posted as SP, Udalguri.
The Uttar Pradesh government on Sunday (17.09.2023) initiated another round of restructuring in the state’s bureaucratic machinery, involving the transfer of seven IAS officers, including four District Magistrates.
Here are the details of the officers and their new postings:
Mala Srivastava (IAS:2009:UP), District Magistrate, Raebareli, has been transferred and posted as Director, Geology and Mining.
Harshita Mathur (IAS:2013:UP), District Magistrate, Kasganj, has been transferred and posted as District Magistrate, Raebareli.
Sudha Verma (IAS:2010:UP), Joint State Election Commissioner, State Election Commission, has been transferred and posted as District Magistrate, Kasganj.
Prakash Chandra Srivastava (IAS:2010:UP), District Magistrate, Pratapgarh, has been put on waiting list.
Sanjiv Ranjan (IAS:2013:UP), District Magistrate, Siddharthnagar, has been transferred and posted as District Magistrate, Pratapgarh.
Pawan Agarwal (IAS:2015:UP), Chief Executive Officer, Gorakhpur Industrial Development Authority, Gorakhpur, has been transferred and posted as District Magistrate, Siddharthnagar.
Anuj Malik (IAS:2017:UP), Divisional Food Controller, Gorakhpur, and Special Executive Officer, Gorakhpur Industrial Development Authority, Gorakhpur, has been transferred and posted as Chief Executive Officer, Gorakhpur Industrial Development Authority, Gorakhpur
In a recent development, Dr. Vasanthakumar N (IAS:2004:AGMUT) has been posted to Ladakh following his repatriation from deputation. The appointment is effective immediately and will remain in force until further orders. Dr. Vasanthakumar N officially joined the cadre on September 12, 2023. The time period from his joining the cadre until the issuance of this order will be considered as ‘awaiting posting.’
In a related update, the Ministry of Home Affairs has partially modified its earlier order. Ashish Madhaorao More (IAS:2005:AGMUT), who was previously designated for a post in Ladakh, will now be transferred to Puducherry instead.

Venu Rajamony (Retd.IFS:1986), who was serving as the Kerala government’s Officer on Special Duty (External cooperation) in Delhi, has resigned from his post. Sources indicate that a conflict with the top brass of the Indian Administrative Service (IAS) in the state played a role in his unexpected departure. In a letter addressed to the Chief Minister on Friday, Venu declined the two-week extension offered to him, which was initially set until September 30, and instead requested to be relieved of his duties starting the following day.
Although there was previous speculation that Venu might be assigned other responsibilities, it has come to light that the Chief Minister’s Office opted to terminate his services. The Chief Minister personally communicated this decision to Venu.
In his letter, Venu explained that the two-week extension had been granted to him to address a specific official matter. However, since that matter was no longer relevant, he saw no reason to continue in the position for the remaining two weeks.
Sources close to the government revealed that the IAS top officials in the state were dissatisfied with Venu’s role and his approach to his responsibilities. It is said that they expressed their discontent to the government, which ultimately led to this outcome.
Venu’s tenure had been extended by two weeks, initially until September 30, due to the Chief Minister’s proposed visit to Vietnam earlier in the month. However, the travel plans did not materialize, and the state government subsequently canceled the visit, which in turn led to Venu’s departure.
Rajamony’s initial appointment took place in September 2021 when the state government enlisted his services following his retirement from the Indian Foreign Service (IFS). His tenure was extended for a second term the following year. In his role, Rajamony held the rank of Chief Secretary, with responsibilities including liaising with the Ministry of External Affairs, managing relations with Indian and foreign diplomatic missions, and exploring opportunities for collaboration with other countries in the fields of education, culture, finance, and investment.
During his tenure, Rajamony played a pivotal role in significant initiatives, including facilitating the safe return of students from Ukraine and inaugurating direct flights between Kochi and Ho Chi Minh City in Vietnam. He also facilitated meetings between the Chief Minister and diplomats from various foreign countries and coordinated the Chief Minister’s official visits to Norway, the UK, the US, and Cuba.
It’s worth noting that during his illustrious 34-year diplomatic career, Rajamony served in various key roles. He held the position of Consul General of India in Dubai, served as Joint Secretary responsible for managing World Bank and Asian Development Bank (ADB) assistance to Kerala, acted as Press Secretary to President Pranab Mukherjee at the Rashtrapati Bhavan in Raisina Hills, and held the esteemed position of Ambassador of India to the Netherlands.
Ram Prasad Meena (IPS:1993:AM), who was serving as the Joint Secretary in the Department of Social Justice & Empowerment, has had his central deputation tenure shortened. This decision was made following his appointment as the Additional Director General in the Border Security Force (BSF). As per the order issued by the Department of Personnel and Training (DoPT) on Friday (16.09.2023), the Appointments Committee of the Cabinet has given its approval to the Department of Social Justice & Empowerment’s proposal to curtail Mr. Meena’s tenure as Joint Secretary in their department.
Rahul Kumar Sachan (ITS:1997), currently serving as the Regional Director of the Staff Selection Commission (Central Region) located in Prayagraj, will continue in his role for an additional six months. This extension of his central deputation tenure was authorized by an official order from the Department of Personnel and Training (DoPT) on Friday (16.09.2023). The Appointments Committee of the Cabinet has given its approval to the Establishment Division’s proposal within DoPT, permitting Mr. Sachan to extend his deputation until six months beyond October 2, 2023, or until further instructions are provided, whichever occurs earlier.
Satya Narayan Pradhan (IPS:1988:JH), who holds the position of Director General at the Narcotics Control Bureau (NCB), has been awarded the prestigious Apex pay scale, which corresponds to Level-17 in the pay matrix. This notable decision was confirmed through an official order released by the Department of Personnel and Training (DoPT) on Friday, dated September 16, 2023. The Appointments Committee of the Cabinet has given their approval to the Ministry of Home Affairs’ proposal for granting Mr. Pradhan the Apex pay scale.
Jyoti Mehta (IOFS:1992), currently serving as Director in the Ministry of Information & Broadcasting (MoIB), will continue her central deputation for an additional two years. This decision was conveyed through an official order from the Department of Personnel and Training (DoPT) on Friday, dated September 16, 2023. The Appointments Committee of the Cabinet has granted their approval to extend Ms. Mehta’s deputation tenure for a duration of two years, extending beyond November 19, 2023, or until further instructions are issued, depending on whichever occurs earlier.
Alkesh Uttam (IRS-IT:2013) has been designated as the Officer on Special Duty (OSD) to Pankaj Chaudhary, Minister of State for Finance. As confirmed by an order released by the Department of Personnel and Training (DoPT) on Friday, dated September 16, 2023, the Appointments Committee of the Cabinet has granted approval for Mr. Uttam’s appointment to the Deputy Secretary level. This appointment will be effective from the date he assumes office and will be on a co-terminus basis with the Minister. It will continue until Mr. Uttam no longer serves as OSD to the Minister or until further orders are issued, depending on whichever event transpires earlier.
Professor Abhay Karandikar, the Director of the Indian Institute of Technology (IIT) Kanpur, has been appointed to the post of Secretary of the Department of Science and Technology. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (16.09.2023), the Appointments Committee of the Cabinet has approved the appointment of Mr. Karandikar to the post till the date of his attaining the age of 60 years.
