The West Bengal government on Tuesday (31.10.2023) issued transfer and posting orders for three IAS officers.
The names of the officers and their postings are as follows :
Aditi Chaudhary (IAS:2014:WB), Special Secretary, Women & Child Development and Social Welfare Department, has been transferred and posted as Additional District Magistrate, Hooghly.
Srikanth Palli (IAS:2015:WB), Joint Secretary, Technical Education, Training and Skill Development Department has been transferred and posted as Additional District Magistrate, Darjeeling.
Bandana Pokhryal (IAS:2016:WB), Additional District Magistrate, Hooghly, has been transferred and posted as Joint Secretary, P&AR Deptt.
The Delhi government has recently issued transfer orders for IAS officer Awanish Kumar (IAS: 2014: AGMUT). He has been reassigned to the position of Deputy Commissioner/DM in Central Delhi. Prior to this new posting, he held the position of Special Commissioner, Trade & Taxes.
The Ministry of External Affairs has designated Ms. Vani Sarraju Rao (IFS: 1994) as the forthcoming Ambassador of India to the Republic of Italy. Presently, she holds the position of Additional Secretary within the Ministry of External Affairs.
Ms. Vani Sarraju Rao is expected to take up her new role as India’s Ambassador to Italy in the near future. She brings a wealth of experience to this post, having previously erved as India’s Ambassador to Finland and Estonia, starting in July 2017. She returned to Delhi in July 2020 and assumed the role of Joint Secretary in the Ministry of External Affairs, New Delhi.
Rajiv Ranjan (IPS: 2005: SK), who currently holds the position of Deputy Inspector General (DIG) of Police in the Central Reserve Police Force (CRPF), has been laterally moved to the Central Bureau of Investigation (CBI) as a DIG. This lateral shift has been sanctioned by the Appointments Committee of the Cabinet, as stated in an order issued by the Department of Personnel and Training on Tuesday, October 31, 2023.
Mr. Ranjan’s appointment to the CBI will span a combined period of five years, effective from the date he assumes his responsibilities or until further orders are issued, whichever occurs earlier, with an end date of May 30, 2026.
Ravindra Kumar has been selected for appointment as Director (Operations), NTPC Limited at a Public Enterprises Selection Board (PESB) meeting held on October 30, 2023. Presently, he is serving as Chief Executive Officer, NTPC Ltd..
He will be appointed to the post of Director (Operations) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The Modi government on Monday (30.10.2023) approved the appointment of ten senior railway officers to the positions of General Manager (GM), corresponding to Level 16 posts within the Indian Railway Management Service (IRMS).
The list of the newly appointed General Managers is as follows:
Manoj Krishna Akhouri, currently serving as the Principal Chief Operations Manager in Northern Railway, has been reassigned to the position of DG at the National Academy of Indian Railways in Vadodara.
Anil Kumar Khandelwal, who is currently the Principal Executive Director (Gati Shakti) at Railway Board, will now serve as the GM of East Central Railway, Hajipur.
Amitabh, the Principal Chief Mechanical Engineer in North Western Railway, has been relocated and appointed as the GM of North Western Railway in Jaipur.
S Srinivas, currently serving as the Principal Chief Mechanical Engineer at ICF in Chennai, is now the GM of Rail Coach Factory, Kapurthala.
R Rajagopal, the Principal Chief Mechanical Engineer at Rail Wheel Factory, has been shifted to the position of GM at Rail Wheel Factory, Yelahanka.
Hitendra Malhotra, who is presently on deputation at Delhi Metro Rail Corporation as GM, Electrical/Rolling Stock, will now serve as the GM of Chittaranjan Locomotive Works in Chittaranjan.
Shobhana Bandopadhyaya, Principal Executive Director (Vigilance) at Railway Board, has been appointed as the GM of West Central Railway, Jabalpur.
Ram Karan Yadav, the current DG of the Indian Railway Institute of Civil Engineering (IRICEN) in Pune, will assume the role of GM at Central Railway in Mumbai.
S K Pandey, who currently serves as Additional Member (Works) at Railway Board, is now appointed as GM of Northeast Frontier Railway, Construction.
Saumya Mathur, presently working as Additional Member (Finance) at Railway Board, has been reassigned as the GM of North Eastern Railway in Gorakhpur.
In addition, S K Jha, who is currently the GM of Northeast Frontier Railway, Construction, has been laterally shifted to the position of DG at the Indian Railway Institute of Civil Engineering (IRICEN) in Pune, replacing Ram Karan Yadav, who will now take over as GM at Northeast Frontier Railway (Construction). Similarly, C V Raman, the GM of North Eastern Railway, has been transferred to serve as OSD (Railway Stores) at Railway Board.
Sanjiv Kumar (IAS: 1992: AGMUT), currently serving as Additional Secretary & Financial Advisor in the Ministry of Agriculture & Farmers Welfare, has been granted a one-year extension to his central deputation tenure. This extension was formally approved by the Appointments Committee of the Cabinet, as per an order issued by the Department of Personnel and Training (DoPT) on Monday, October 30, 2023.
As a result of this extension, Mr. Kumar’s deputation tenure now spans from November 9, 2023, to November 8, 2024, unless further orders are issued before that date.
Nidhi Mani Tripathi (IAS: 2001: MN), currently serving as Joint Secretary in the Department of Commerce, has received an extension to her central deputation tenure. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (30.10.2023), the Appointments Committee of the Cabinet has approved the Department of Commerce’s proposal to extend Ms. Tripathi’s deputation tenure for an additional three months, beyond the initial end date of October 30, 2023, or until further orders are issued, whichever occurs earlier.
Sushant Sudan (IES: 2012) has been designated as the Private Secretary to Professor SP Singh Baghel, Minister of State for Health and Family Welfare. This appointment, approved by the Appointments Committee of the Cabinet, is detailed in an order released by the Department of Personnel and Training (DoPT) on Monday, October 30, 2023.
This appointment is set to continue until January 6, 2026, or until the end of his four-year central deputation tenure, or on a co-terminus basis with the Minister, or until his service as Private Secretary to the Minister concludes, or until further orders are issued—whichever of these scenarios occurs earlier.
It’s worth noting that prior to this appointment, Mr. Sudan was serving as Deputy Secretary within the Ministry of Road Transport & Highways under the central staffing scheme. However, his tenure in this role was curtailed due to his new appointment as the Private Secretary to Minister of State, Professor Baghel.
A unique situation is unfolding in Uttarakhand as the state’s Director General of Police (DGP), Ashok Kumar (IPS:1989:UK), is set to retire on November 30. This leads to a pressing question: who will succeed him?
The qualifications mandated for the DGP post are currently posing a significant challenge in selecting the next DGP. According to a directive from the Supreme Court, eligible IPS officers aspiring for this role must possess a minimum of 30 years of service experience, a remaining tenure of at least 6 months before retirement, and hold the ranks of DGP or Additional Director General (ADG).
The scenario in Uttarakhand becomes more intricate with the retirement of DGP Ashok Kumar. The most senior IPS officer in the cadre, PVK Prasad, holds the ADG rank and belongs to the 1995 batch. Following him is Abhinav Kumar, another ADG-ranked officer from the 1996 batch. In addition, there are three other IPS officers holding the ADG rank: Amit Kumar Sinha (IPS:1997:UK), V Murugesan (IPS:1997:UK), and AP Anshuman (IPS:1998:UK).
Unfortunately, there is no officer within the cadre who fulfills the criteria of having 30 years of service experience. This presents a fundamental dilemma: how will the state proceed in appointing the next DGP?
One potential course of action could involve the state government submitting a list of officers who fall short of the 30-year service requirement to the Union Public Service Commission (UPSC). However, this raises questions regarding how UPSC would evaluate such a panel.
Another temporary solution might involve appointing an officiating DGP to address the situation in the interim. Nevertheless, the state government and will ultimately need to devise a strategy to resolve this unusual predicament.
