Haryana: Seven 2021 batch IAS officers get new responsibilities

The Haryana government on Tuesday (05.12.2023) undertook a significant administrative shuffle, issuing transfer orders for seven IAS officers. Notably, a few days before these transfer orders, all seven officers had been assigned postings as Officers on Special Duty (OSD) in the offices of Deputy Collectors across various districts.

They are;

  1. Lakshit Sareen (IAS:2021:HY), OSD, O/o Deputy Commissioner, Ambala (Designate), has been transferred and posted as Sub Divisional Officer (Civil) Ambala Cantt. and Estate Officer for Management of Govt Land in Excise Area, Ambala Cantt.
  2. Narendra Kumar (IAS:2021:HY), OSD, O/o Deputy Commissioner, Faridabad (Designate), has been transferred and posted as Sub Divisional Officer (Civil), Palwal.
  3. Nisha (IAS:2021:HY), OSD, O/o Deputy Commissioner, Panchkula (Designate), has been transferred and posted as Sub Divisional Officer (Civil), Kalka.
  4. Sonu Bhatt (IAS:2021:HY), OSD, O/o Deputy Commissioner, Hisar (Designate), has been transferred and posted as Sub Divisional Officer (Civil), Narnaund.
  5. Vishwajeet Chaudhary (IAS:2021:HY), OSD, O/o Deputy Commissioner, Gurugram (Designate), has been transferred and posted as Sub Divisional Officer (Civil), Badshahpur.
  6. Vivek Arya (IAS:2021:HY), OSD, O/o Deputy Commissioner, Rohtak (Designate), has been transferred and posted as Sub Divisional Officer (Civil), Rohtak.
  7. Yash Jaluka (IAS:2021:HY), OSD, O/o Deputy Commissioner, Yamunanagar (Designate), has been transferred and posted as Sub Divisional Officer (Civil), Jagadhri.

Chhattisgarh: Alok Shukla resigns amid change in state’s political leadership

Dr. Alok Shukla, a retired IAS officer from the 1986 batch in Chhattisgarh, who had been granted two extensions by the Congress government, has tendered his resignation following a change in the state’s political leadership. The officer vacated his government bungalow on November 3, 2023, and relocated to his personal property on the outskirts of the state capital.

Dr. Shukla, who received extensions after his initial retirement in 2020, served in various capacities during the Congress government. He was granted an extension of three years, followed by another extension when the term expired.

Notably, Dr. Shukla has been named as one of the accused in Chhattisgarh’s Nagrik Apurti Nigam (NAN) scam related to the public distribution system (PDS), where NAN plays a pivotal role in procuring and distributing food grains.

His resignation comes after the Congress government took control in 2018, appointing Dr. Shukla as the principal secretary in charge of education and other departments. Additionally, Tuteja was appointed joint secretary in charge of the industries department during that period.

Among these candidates, Rajeshwar Singh is particularly noted as a strong contender for the role.

Telangana: Ravi Gupta appointed new DGP

Following the suspension of Director General of Police (DGP) Anjani Kumar (IPS:1990:TG), the Telangana State government on Sunday (03.12.2023) issued orders appointing Ravi Gupta (IPS:1990:TG) as the new Director-General of Police for the State.

Mr. Gupta assumed the role of Director-General of Anti-Corruption Bureau (ACB) in December 2022 and concurrently held the additional charge of Director General (Vigilance and Enforcement).

The decision to appoint Ravi Gupta transpired shortly after the Election Commission of India (ECI) instructed the Chief Secretary of Telangana to take disciplinary action against DGP Anjani Kumar. The suspension of Mr. Kumar was based on the grounds of his meeting with Telangana Pradesh Congress Committee (TPCC) president A. Revanth Reddy at his residence during the vote counting on Sunday afternoon.

Telangana: ECI suspends DGP Anjani Kumar

The Election Commission of India on Sunday (02.12.2023) took action by suspending Telangana Director General of Police (DGP) Anjani Kumar (IPS:1990:TG). This decision was made due to his violation of the Model Code of Conduct, which occurred when Kumar engaged with Congress leader Revanth Reddy during the ongoing state assembly election.

Anjani Kumar along with Sanjay Jain, the state police nodal Officer, had a meeting with Anumula Revanth Reddy, a contestant in the Telangana Assembly polls, prior to the announcement of the election results. A video circulated by a news agency showed the senior police official presenting Reddy with a flower bouquet.

In response to this breach of conduct, the Election Commission has formally communicated with Telangana Chief Secretary A Santhi Kumari, recommending the immediate suspension of the Telangana DGP.

UP: 16 IAS officers posted as Joint Magistrates in various districts

The Uttar Pradesh government Friday (01.12.2023) posted 16 IAS officers of 2021 batch as Joint Magistrate in various districts of the state. These officers have been given the posting of Joint Magistrate in the field so that they can gain maximum administrative experience, after this training.

The names of the officers and their postings are given below:

Upendra Singh concurrently appointed next Ambassador to Burundi

Upendra Singh (IFS:1988) has been concurrently appointed as the next Ambassador of India to the Republic of Burundi, as per the announcement by the Ministry of External Affairs on Thursday. His official residence will be in Kampala. Currently serving as the Indian High Commissioner to Uganda, Singh is set to assume his new role shortly.

Rahul Navin may be regularized as Head of Enforcement Directorate

Rahul Navin (IRS-IT:1993), presently the Acting Director of the Enforcement Directorate, is on the verge of stepping into the position of the agency’s head in a formalized capacity. This progression stems from the Appointments Committee of the Cabinet’s resolution to empanel him as an Additional Secretary. The Central government’s issuance of this directive has generated discussions among numerous senior civil servants from diverse services, with an air of both anticipation and inevitability surrounding the decision.

Navin assumed the position of acting director on September 15, succeeding the retiring director, SK Mishra. His journey within the Enforcement Directorate began in 2020 when he joined as a Special Director on deputation.

It is noteworthy that the position of the Director in the Enforcement Directorate corresponds to the level of Additional Secretary and is often temporarily elevated to the rank and remuneration of the Secretary, Government of India. Navin’s predecessor, Sanjay Kumar Mishra (Retd. IRS-IT: 1984), similarly took charge as the Chief of the ED in the capacity of Additional Secretary before being empanelled and promoted to the rank and pay of Secretary.

The Enforcement Directorate is entrusted with the responsibility of investigating financial crimes under three key legislations – the Prevention of Money Laundering Act (PMLA), the Foreign Exchange Management Act (FEMA), and the Fugitive Economic Offenders Act (FEOA).
