Telangana: Nine IAS officers get posting orders

The Telangana government on Friday (15.12.2023) executed a bureaucratic reshuffling, involving the assignment of eight IAS officers from the 2021 batch and one from the 2020 batch.

The names of the officers and their postings are given below:

  1. P Kadhiravan (IAS:2020:TG) has been posted as Additional Collector (Local Bodies), Jayashankar Bhupalpalli.
  2. Radhika Gupta (IAS:2021:TG) has been posted as Additional collector (Local Bodies), Hanamkonda.
  3. P Srija (IAS:2021:TG) has been posted as Additional Collector (Local Bodies), Murugu.
  4. Faizan Ahmed (IAS:2021:TG) has been posted as Additional Collector (Local Bodies), Nirmal.
  5. P Gouthami (IAS:2021:TG) has been posted as Additional Collector (Local Bodies), Rajanna Sircilla.
  6. Parmar Pinkeshkumar Lalitkumar (IAS:2021:TG) has been posted as Additional Collector (Local Bodies), Jangaon.

Bhutan acknowledges former IAS officer Dr. Poonam Khetrapal Singh’s impactful contributions with National Order of Merit Gold Medal

Dr. Poonam Khetrapal Singh, a 1975 batch retired Indian Administrative Service (IAS) officer from the Punjab cadre and the former Regional Director of the World Health Organization (WHO) for the South-East Asia region, has been honored with Bhutan’s prestigious National Order of Merit Gold Medal. The recognition was bestowed upon her by Bhutan’s King Jigme Khesar Namgyel Wangchuk during the country’s 116th National Day celebration.

During her tenure from 2014 to 2024, Dr. Khetrapal Singh, the first woman to serve as the WHO South-East Asia Regional Director, played a crucial role in advancing healthcare leadership in Bhutan. Her efforts contributed significantly to Bhutan’s achievement of eliminating measles and rubella ahead of schedule, positioning the country among the pioneers in this regard. Furthermore, she played a key role in supporting Bhutan’s successful response to the COVID-19 pandemic, particularly in the area of vaccination.

Dr. Khetrapal Singh’s impactful strategies encompassed a wide range of health areas, including communicable diseases, reproductive health, health systems, and social determinants. Her contributions left a lasting and positive impact on Bhutan’s public health services. Notably, she made history by being the first Indian to be elected as the Regional Director of WHO South-East Asia, marking a significant milestone in her illustrious career.

Chandrani Gupta gets extension as CVO of BBJ, Kolkata

The deputation tenure of Ms. Chandrani Gupta (IES: 2007) as Chief Vigilance Officer (CVO) of The Braithwaite, Burn & Jessop Construction Company Limited (BBJ), Kolkata, has been extended for an additional two years. As per an order issued by the Department of Personnel and Training (DoPT) on December 12, 2023, the competent authority has approved the proposal to extend Ms. Gupta’s deputation tenure beyond December 15, 2023, until December 15, 2025, or until further orders, whichever takes place earlier.

R K Tyagi appointed as CMD of POWERGRID

R K Tyagi, currently serving as Director (Operations) at Power Grid Corporation of India Limited (POWERGRID), has been appointed as the Chairman and Managing Director (CMD) of POWERGRID. As per the order issued by the Department of Personnel and Training (DoPT) on Friday, December 15, 2023, the Appointments Committee of the Cabinet has given its approval to the Ministry of Power’s proposal for Mr. Tyagi’s appointment. He will assume the position from January 1, 2024, and the appointment is effective until March 31, 2026, which is the date of his superannuation, or until further orders, whichever occurs earlier.

Dr. Prasanna Kumar Acharya appointed as Director (Finance) at NLCIL

Dr. Prasanna Kumar Acharya, presently serving as Chief General Manager at NLC India Limited (NLCIL) and currently on deputation as Director (Finance) at Chennai Metro Rail Limited, has been appointed as Director (Finance) at NLCIL for a tenure of five years. The Department of Personnel and Training (DoPT) issued an order on Friday, December 15, 2023, stating that the Appointments Committee of the Cabinet has endorsed the Minister of Coal’s proposal for Dr. Acharya’s appointment to the position. This appointment is effective for a period of five years from the date he assumes charge or until further orders, whichever occurs earlier.

Manoj Kumar Sahoo gets extension as Deputy Election Commissioner, ECI

Manoj Kumar Sahoo (IAS:2006:AGMUT), currently serving as Deputy Election Commissioner (DEC) at the Election Commission of India, will continue in his role for an extended period of one year. As per an order issued by the Department of Personnel and Training (DoPT) on Saturday, December 16, 2023, the Appointments Committee of the Cabinet has given its approval to the proposal submitted by the Election Commission of India. The extension of Mr. Sahoo’s central deputation tenure is effective from December 16, 2023, and will last for one year or until further orders, whichever occurs earlier.

T K Ramachandran gets addl. charge of Secretary, Ministry of Tourism

T K Ramachandran (IAS:1991:TN), currently serving as the Secretary of the Ministry of Ports, Shipping, and Waterways, has been entrusted with the additional responsibility of the Secretary of the Ministry of Tourism. The Department of Personnel and Training (DoPT) issued an order on Monday, December 18, 2023, stating that the competent authority has approved the assignment of additional charge to Mr. Ramachandran. This additional charge will be in effect until December 31, 2023, during the period of absence on leave of Ms. V Vidyavathi (IAS:1991:KN).

Rashmi Singh appointed as Director (Commercial) at MOIL Limited

Rashmi Singh, currently serving as Chief General Manager (CGM) at Steel Authority of India Limited (SAIL), has been named the Director (Commercial) at MOIL Limited. The appointment was endorsed by the Appointments Committee of the Cabinet, as per an order issued by the Department of Personnel and Training (DoPT) on Monday, December 18, 2023.

The decision follows the approval of the Ministry of Steel’s proposal to appoint Ms. Singh to the aforementioned position. The order specifies that her appointment will be effective from the date she assumes charge until her superannuation on May 31, 2027, or until further orders, whichever comes first.

Three officers empanelled as Chief Commissioners in Commission of Railway Safety

The Appointments Committee of the Cabinet on Friday (15.12.2023) approved a proposal from the Ministry of Civil Aviation (MoCA) for the empanelment of Abhai Kumar Rai (IRSE:1988) and two other officers for promotion to the grade of Chief Commissioner of Railway Safety (CCRS) in the Commission of Railway Safety, which corresponds to Level 17 of the Pay Matrix, for the panel year 2023.

It is noteworthy that the previous month saw the empanelment of three officers—Ms. Madhavi (IRSSE), Brijesh Kumar Mishra (IRSE), and Dinesh Chandra Deswal (IRSE)—for holding the position of Chief Commissioner of Railway Safety in the Commission of Railway Safety.

The order issued by the Department of Revenue (Ministry of Finance) specifies that DPC recommendations in respect of Ganesh Hanavur in a ‘sealed cover’ have been kept in abeyance for the panel year 2024. It further emphasizes that the promotion of the junior-most officer in the panel for the year 2024 would be on an ‘ad-hoc’ basis until the ‘sealed cover’ case pending against Hanavur is finalized, or a subsequent regular vacancy in the grade arises, whichever occurs earlier.
