Apurva Chandra gets addl. charge of Secretary, DoHFW

Apurva Chandra (IAS:1988:MH), currently serving as Secretary in the Ministry of Information & Broadcasting, has been entrusted with the additional responsibility of Secretary, Department of Health and Family Welfare (DoHFW). As per the order issued by the Department of Personnel and Training (DoPT) on Monday, January 1, 2024, the competent authority has approved this additional charge for Mr. Chandra, effective immediately. He will continue in this role until the appointment of a regular incumbent or until further orders, whichever occurs earlier.

The previous incumbent, Sudhansu Pant (IAS:1991:RJ), was repatriated to his parent cadre of Rajasthan on December 30. Subsequently, on the following day, he assumed the position of Chief Secretary in Rajasthan, taking over from the retiring Chief Secretary, Usha Sharma (IAS:1985:RJ), whose tenure concluded on the last day of the previous year.

The Haryana government on Monday (02.01.2024) executed a significant bureaucratic overhaul, reshuffling a total of 18 IAS officers in the state.

The names of the officers and their postings are given below:

Himachal govt shifts DGP Sanjay Kundu to Ayush Deptt. as Principal Secretary

A week following the directive from the Himachal Pradesh High Court to relocate Director General of Police (DGP) Sanjay Kundu (IPS:1989:HP) and Kangra Superintendent of Police Shalini Agnihotri (IPS:2012:HP), prompted by a complaint from a Palampur businessman, the Himachal Pradesh government took action on Tuesday. DGP Sanjay Kundu has been appointed as the Principal Secretary in the Ayush department, relieving IAS officer Amandeep Garg of the additional charge.

In response to the high court orders, Sanjay Kundu has moved the Supreme Court, with senior advocate Mukul Rohatgi representing him. A bench comprising Chief Justice DY Chandrachud, Justice JB Pardiwala, and Justice Manoj Misra acknowledged the submissions and agreed to hear the plea on the following Wednesday.

As of now, the Himachal Pradesh government has not designated a successor for Sanjay Kundu, leading to active lobbying for the prestigious post. IPS officer Sudhir Ranjan Ojha (IPS:1989:HP) stands as the most senior police officer in the state after Kundu. Other contenders for the position include Shyam Bhagat (IPS:1990:HP), Atul Verma (IPS:1991:HP), Ashok Tiwari (IPS:1993:HP), and Anurag Garg (IPS:1993:HP). Atul Verma had a meeting with Chief Secretary Prabodh Saxena on Monday.

The Himachal Pradesh High Court had issued directions on December 26, instructing the state government to relocate the DGP and the Kangra SP to prevent any potential influence on the investigation into a complaint by businessman Nishant Sharma. The complaint pertained to allegations of extortion and threats to Sharma’s life.

Punjab: Vijoy Kumar Singh appointed Spl. Chief Secretary to CM

Vijoy Kumar Singh (IAS:1990:PB) on Saturday (30.12.2023) appointed as Special Chief Secretary to the Chief Minister of Punjab. This appointment comes in the wake of Vijoy Kumar’s repatriation to his native Punjab cadre, after a request by the state government.

The position of Special Chief Secretary had remained unoccupied since July 2023, following the retirement of Venu Prasad, who served as the Additional Chief Secretary to the Chief Minister.

Vijoy Kumar Singh, being three years senior to Chief Secretary Anurag Verma, a 1993-batch IAS officer, brings a wealth of experience to his new role. His appointment is expected to contribute significantly to the state’s administrative landscape, filling a crucial position that had been vacant for several months.

Odisha: Chief Secretary Pradeep Kumar Jena gets six months extension

Odisha Chief Secretary Pradeep Kumar Jena (IAS: 1989: OD) has been granted a significant extension of six months, just three days ahead of his scheduled retirement on December 31. The decision, reportedly taken by the Odisha Chief Minister, holds strategic implications with the upcoming general and Assembly polls slated for April-May next year.

The extension, approved by the Department of Personnel & Training (DoPT) of the Union government, ensures that Pradeep Kumar Jena will continue to serve as the Chief Secretary until June 30, 2024. The move suggests a thoughtful consideration of the Chief Minister to retain Jena’s expertise during a crucial period leading up to the elections.

This unexpected extension reflects the government’s confidence in Pradeep Kumar Jena’s leadership and administrative capabilities. N Sridhar’s tenure as CMD of SCCL ends, N Balram takes full additional charge

N Sridhar (IAS:1997:TG) has been transferred from the position of Chairman and Managing Director (CMD) of Singareni Collieries Company Limited (SCCL). The Telangana government has appointed N Balram (IRS:2010), Director (Finance) of SCCL, to take on the full additional charge of CMD.

N Sridhar held the position of CMD at SCCL since January 2015, and his tenure expired on December 31, 2023. After the transfer, he was directed to report to the General Administration Department.

Before his role at SCCL, N Sridhar served as the Special Secretary to Kiran Kumar Reddy, the last Chief Minister of united Andhra Pradesh. In March 2023, he was selected as the CMD of the National Mineral Development Corporation. The recommendation for his appointment to this post came from the Public Enterprises Selection Board to the Department of Personnel and Training.

PM Modi to attend DGP conference at Jaipur

The three-day annual conference of Director Generals and Inspector Generals of Police is scheduled to begin on January 5 in Jaipur. Prime Minister Narendra Modi is set to attend the event, which will focus on addressing various challenges faced by law enforcement agencies. The topics for discussion include artificial intelligence (AI), cyber security, counter-terrorism, left-wing extremism, narcotics smuggling, and the implementation of new criminal laws that have replaced the Indian Penal Code, Criminal Police Code, and The Evidence Act.

The conference, organized by the Intelligence Bureau, will bring together top police officials from different states, central armed police forces, investigative and intelligence agencies. The agenda has been formulated after extensive consultations with various state police forces and central agencies.

The venue for the 58th all-India annual conference of DGPs and IGPs is the Rajasthan International Centre located at Jhalana in Jaipur. The timing of the conference is noteworthy as it follows the formation of a new BJP government in the state of Rajasthan. Prime Minister Modi has emphasized the importance of holding such conferences and meetings outside Delhi, with the previous one taking place in Agartala in November to highlight the need for improved coordination between the State police of the northeast and central agencies.

In addition to Prime Minister Modi, Union Home Minister Amit Shah, Union Ministers of State for Home, National Security Advisor Ajit Doval, Union Home Secretary Ajay Kumar Bhalla, DGPs, IGPs of States and Union Territories, and heads of the Central Armed Police Forces (CAPFs) are expected to participate in most of the sessions at the conference. Discussions will also include the progress made on issues raised in the previous year’s conference.

Sepuri Suresh Kumar takes charge of Chairman of DVC

Sepuri Suresh Kumar, a senior IAS officer from the 1988 batch of the West Bengal cadre, assumed the position of Chairman at the Damodar Valley Corporation (DVC) on Monday. Prior to his appointment as Chairman, Kumar served as the Additional Chief Secretary (Power) in the Government of West Bengal and later as the Director General at the Netaji Subhash Administrative Training Institute in Kolkata.

Suresh Kumar’s extensive experience includes significant roles at the central level, where he served in various key capacities. Notably, he held the position of Director (Finance) at the National Aids Control Organization from 2006 to 2008. Additionally, he served as Officer on Special Duty (OSD) in the Election Commission of India in 2009 and as the Joint Secretary in the Ministry of Home Affairs from 2008 to 2014.

The Chairman’s post at DVC became vacant following the superannuation of Ram Naresh Singh on August 31, 2023. Subsequently, M Raghu Ram, Member (Technical), took on the additional charge of Chairman from September 1, 2023.

The Search-cum-Selection Committee, formed in June 2023, selected and recommended S Suresh Kumar for the prestigious position of DVC Chairman. In this capacity, he is expected to have a fairly long tenure, holding office until his superannuation on May 31, 2026.

Ravindra Kumar Tyagi takes over as CMD of Power Grid Corporation

Ravindra Kumar Tyagi on Monday assumed the role of the new Chairman and Managing Director (CMD) of Power Grid Corporation of India (PGCIL), succeeding K Sreekant, who had been at the helm of the power sector giant since August 2019. The Public Enterprises Selection Board (PESB) selected Tyagi for this prestigious position on September 21, 2023, and his appointment to the CMD position at POWERGRID was officially approved by the Appointments Committee of the Cabinet (ACC), chaired by the Prime Minister, on December 18, 2023.

Prior to his appointment as CMD, R K Tyagi held the position of Director (Operations) at POWERGRID from August 2022. His term as CMD is expected to extend until March 31, 2026, which marks his retirement.

R K Tyagi is an alumnus of Punjab Engineering College (Chandigarh) and holds a Master’s degree (M. Tech) in Energy Studies from IIT Delhi. He is also a “Fulbright Scholar” from Carnegie Mellon University, USA. Tyagi brings a wealth of experience to his new role, having been involved in various business areas of POWERGRID, including Asset Management, Engineering, Business Development (both domestic and overseas), Telecom, Load Dispatch & Communication, NTAMC, DMS, and serving as the Head of POWERGRID’s North Eastern Region. His background and expertise position him well to lead the Schedule ‘A’ Maharatna Central Public Sector Enterprise (CPSE) in the power sector.
