SC Collegium recommends transfer of Justice Shree Chandrashekhar from Jharkhand to Rajasthan HC

Two days after the Supreme Court Collegium recommended the appointment of Orissa High Court’s Justice B.R. Sarangi as the Chief Justice of the Jharkhand High Court, a development unfolded when the senior-most Judge of the Jharkhand High Court, Justice Shree Chandrashekhar, made a request to be transferred out of the High Court.

In a meeting conducted on December 29, the five-judge collegium, consisting of Chief Justice of India (CJI) Dr D.Y. Chandrachud and Justices Sanjiv Khanna, B.R. Gavai, Surya Kant, and Anirudda Bose, acknowledged Justice Chandrashekhar’s request. Subsequently, they decided to transfer him to the Rajasthan High Court. It is noteworthy that Justice Chandrashekhar had been serving as the acting Chief Justice of the Jharkhand High Court after the incumbent Chief Justice Sanjaya Kumar Mishra demitted office, and his request for transfer coincided with the Collegium’s recommendation for a new Chief Justice in Jharkhand.

The Supreme Court Collegium, comprising Chief Justice of India DY Chandrachud and Justices Sanjeev Khanna and BR Gavai, has made recommendations for the appointment of new Chief Justices for several High Courts. The resolutions, passed on December 27, were officially uploaded on the website on the evening of December 28.

Justice Sheel Nagu, a Judge of the Madhya Pradesh High Court, has been recommended for the position of Chief Justice of the Punjab and Haryana High Court. This recommendation comes following the retirement of Mr. Justice Ravi Shankar Jha, creating a vacancy in the office of the Chief Justice of the Punjab and Haryana High Court.

Similarly, Justice Arun Bhansali, a Judge of the Rajasthan High Court, has been recommended for the role of Chief Justice of the Allahabad High Court. The vacancy arises due to the retirement of Mr. Justice Pritinker Diwaker from the position of Chief Justice of the High Court of Judicature at Allahabad.

The Collegium also recommended Justice Vijay Bishnoi, a Judge of the Rajasthan High Court, to be appointed as the Chief Justice of the Gauhati High Court. This recommendation follows the elevation of Mr. Justice Sandeep Mehta to the Supreme Court, resulting in a vacancy in the Chief Justice’s office at the Gauhati High Court.

Furthermore, Justice BR Sarangi, a Judge of the Orissa High Court, has been recommended for the position of Chief Justice of the Jharkhand High Court. This recommendation anticipates the forthcoming vacancy in the office of the Chief Justice of the High Court of Jharkhand due to the impending retirement of Mr. Justice Sanjaya Kumar Mishra.

Additionally, Justice Manindra Mohan Shrivastava, a Judge of the Rajasthan High Court (PHC: Chhattisgarh), has been recommended to serve as the Chief Justice of the Rajasthan High Court. This recommendation follows the elevation of Mr. Justice Augustine George Masih to the Supreme Court, leading to a vacancy in the Chief Justice’s office of the Rajasthan High Court.

UP: 11 SPs among 18 IPS officers shifted

The Uttar Pradesh government on Thursday (04.01.2023) implemented a significant reshuffle in police administration by issuing transfer and posting orders for 18 IPS officers. This includes the transfer of Superintendents of Police in 11 districts, reflecting a strategic move to optimize the management of law enforcement across the state.

Rashmi Shukla appointed DGP of Maharashtra

The Maharashtra government on Thursday (04.01.2023) appointed Rashmi Shukla (IPS: 1988: MH) as the next Director General of Police (DGP), making her the first woman police officer to hold this prestigious position in the state.

Mumbai Police Commissioner Vivek Phansalkar (IPS: 1989: MH) had been temporarily assigned the additional charge of DGP Maharashtra following the retirement of Rajnish Seth (IPS: 1988: MH) on December 31. Rashmi Shukla, prior to her current appointment, served as the Director General (DG) of Sashastra Seema Bal (SSB) and had previously held the position of Additional Director General of the Central Reserve Police Force (CRPF).

Despite turning 60 in June, she is anticipated to serve a two-year term. Shukla brings an extensive career in the police service, having held crucial roles in Maharashtra, including Pune Police Commissioner and Director of the State Intelligence Wing. This appointment comes more than three months after the Bombay High Court quashed two phone-tapping cases against her.

Shukla faced charges in Mumbai for allegedly tapping the phones of Shiv Sena leader Sanjay Raut and NCP leader Eknath Khadse in the first FIR. In the second FIR in Pune, she was accused of tapping the phones of Congress leader Nana Patole. The Bombay High Court’s decision in her favor played a pivotal role in her elevation to the top police official position in Maharashtra.

She has also been accused of leaking a classified report exposing a nexus between some police officers and middlemen offering transfers and postings for money. Shukla, however, denies any wrongdoing, asserting that her actions were in the interest of national security and public service.

Chhattisgarh: 18 Collectors among 89 IAS officers shifted

The Vishnudev Sai government in Chhattisgarh has undertaken significant administrative changes. Late on Wednesday night, transfer orders were issued for 89 IAS officers. Dr. Gaurav Kumar Singh, a 2013 batch IAS officer, has been appointed as the new Collector of Raipur district. Notably, the Collectors of 18 districts, including Raipur, have been replaced. Following the assumption of ministerial responsibilities by the Vishnudev cabinet, there were anticipations of an imminent major administrative reshuffle. Speculation included discussions about altering the collectors of over a dozen districts, and these changes have now been officially approved.
