The Appointments Committee of the Cabinet has approved the proposal of Ministry of Home Affairs to inducted four IPS officers into the ‘hard-core’ of Intelligence Bureau (IB).
The Jammu and Kashmir Government has appointed Satish Chandra (Retd.IAS:1986:AP), former Chairman of the Jammu & Kashmir Public Service Commission, as Chairperson of the Jammu and Kashmir Real Estate Regulatory Authority (RERA). The key position has been lying vacant since September 2022 after the first RERA Chairperson Parimal Rai (Retd IAS: 1985: UT) resigned (from his post within fifty days of his appointment).
Satish Chandra, who was appointed as head of J&K PSC in June 2022 and completed his tenure in November 2023, was appointed as head of RERA.
Power Finance Corporation (PFC) on Tuesday received approval from the Reserve Bank of India (RBI) to establish a wholly-owned finance company. The company is strategizing to create a subsidiary within the International Financial Services Centre (IFSC) situated in GIFT City, Gujarat.
As per the no objection letter issued by the RBI on January 9, 2024, PFC is now authorized to set up a finance company, functioning as a wholly-owned subsidiary, at the IFSC in GIFT City, Gujarat. In response to this development, PFC expressed in a BSE filing that its entry into the IFSC is anticipated to unlock new business opportunities and solidify its global presence.
As an infrastructure finance company operating under the Ministry of Power, PFC continues to expand its horizons, and this move into the IFSC aligns with its broader strategic goals.
REC Limited, a Maharatna Central Public Sector Enterprise operating under the Ministry of Power, organized a conference on ‘Financing for Roads and Highways’ in New Delhi on January 8, 2024. The primary objective of the event was to bring together key stakeholders, comprising representatives from the government and industry. Participants included the Ministry of Road Transport & Highways, National Highways Authority of India, Indian Roads Congress, National Highways Builders Federation, State Road Development organizations, industry policymakers, and developers. The conference provided a platform for these stakeholders to engage in discussions and deliberations on the financing aspects of the roads and highways sector.
During the conference, significant strides were made with the signing of four Memoranda of Understanding (MoUs) totaling Rs. 16,000 Crore. Dilip Buildcon Limited, GMR Power & Urban Infra, CDS Infra Projects Limited, and DP Jain & Co. Infrastructure Pvt. Ltd. were the signatories.
Addressing the participants, Anurag Jain, Secretary of the Ministry of Road Transport & Highways, shared the Ministry’s vision for sector development and the facilitation of road project financing. He reflected on the improvement in the quality of roads in India over recent years and expressed hope for the collaborative growth of REC Limited and the Ministry.
In the welcome address, Vivek Kumar Dewangan, CMD of REC Limited, provided an overview of REC’s loan portfolio and outlined the company’s vision for financing non-power infrastructure, with a specific emphasis on the road sector. Dewangan underscored the pivotal role of the Roads and Highways industry in India’s economic progress and reiterated REC Limited’s commitment to being a supportive partner.
The conference featured presentations from REC and various Road and Highways agencies, shedding light on unique perspectives regarding financing challenges and opportunities within the sector. The event facilitated dialogue between lenders and borrowers through an open forum discussion, addressing queries from Road and Highway developers.
REC Limited, functioning as a Non-Banking Financial Company (NBFC) with a focus on Power Sector Financing and Development across India, has been operational since 1969. Beyond its five-decade legacy, REC Limited has diversified into financing the infrastructure and logistics sector. The Uttar Pradesh government on Tuesday (09.01.2024) implemented a significant reshuffling within the police administration, resulting in the transfer of six senior IPS officers. The noteworthy change in this reshuffle involves the transfer of Agra Police Commissioner Preetinder Singh, who has now been assigned to the DGP police headquarters in Lucknow.

Chandra Prakash-II (IPS:2004:UP), IG, Prayagraj Range, Prayagraj, has been transferred and posted as IG, Intelligence Hqrs, Lucknow.
Dr. Preetinder Singh (IPS:2004:UP), Police Commissioner, Agra, has been transferred out and attached to DGP police headquarters in Lucknow.
Prem Kumar Gautam (IPS:2005:UP), IG, waiting for posting order in DGP police headquarters in Lucknow. has been posted as IG, Prayagraj Range, Prayagraj.
J Ravindra Goud (IPS:2005:UP), IG, Gorakhpur Range, Gorakhpur, has been transferred and posted as Police Commissioner, Agra.
Suresh Rao A Kulkarni (IPS:2008:UP), Additional Police Commissioner, Gautambudhnagar, has been transferred and posted as DIG, Gorakhpur Range, Gorakhpur.

Esha Srivastava (IFS:2004) has been appointed as the Joint Secretary in the Ministry of Petroleum & Natural Gas (MoPNG), for an overall tenure of five years. As per an order from the Department of Personnel and Training (DoPT) on Monday (08.01.2024), the Appointments Committee of the Cabinet has endorsed the proposal to appoint Ms. Srivastava for a period extending up to 19.03.2024, or until further orders, whichever transpires earlier.
Rajiv Mani, presently serving as Additional Secretary in the Department of Legal Affairs, has been designated as the Secretary of the Legislative Department in the Union Law and Justice Ministry. This appointment is slated for a duration of two years, as per an order released by the Department of Personnel and Training (DoPT) on Monday (08.01.2024). The Appointments Committee of the Cabinet has given its approval to Mr. Mani’s appointment for the specified two-year period, effective from the date he assumes charge, or until further orders, whichever comes first.
It’s noteworthy that S.K.G. Rahate, the Secretary of the Justice Department, had been handling additional responsibilities as the Legislative Department Secretary since October 2023.
The same order also included the Appointments Committee of the Cabinet’s endorsement for upgrading a position from Joint Secretary and Legislative Counsel in the Legislative Department to Additional Secretary, valid for a two-year term. Additionally, Manoj Kumar, the Founder and Managing Partner of the law firm Hammurabi & Solomon Partners, has been appointed as Additional Secretary in the Legislative Department on a contractual basis for a duration of two years.
K Manicka Raj (IAS:2005:TG), Joint Secretary in the Department of Economic Affairs, has been prematurely repatriated to his parent cadre of Telangana. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (08.01.2024), the Appointment Committee of the Cabinet has approved the proposal of the Department of Economic Affairs to repatriate Mr. Raj to his parent.
