CBDT: 38 IRS-IT officers assigned new responsibilities

The Central Board of Direct Taxes (CBDT) has undertaken a major restructuring by assigning new responsibilities to 38 Indian Revenue Service (Income Tax) officers in the grade of Chief Commissioner of Income Tax/Director General of Income Tax.

CBDT assigns new roles to 8 Principal Chief Commissioners

The Central Board of Direct Taxes (CBDT) has delegated fresh responsibilities to officers in the rank of Principal Chief Commissioner (Income Tax). It is noteworthy that twelve IRS (IT) officers, predominantly from the 1988 batch, were empanelled on December 28th for assuming Principal CC rank positions within the Income Tax department.

The names of the officers and their posting are as follows:

  1. Jayanti Krishnan (IRS-IT:1988)– Principal CCIT (PCCIT), Kerala.
  2. Debendra Narayan Kar (IRS-IT:1988)– Principal CCIT, National Faceless Appeal Center (NFAC).
  3. Manoranjan Panigrahi (IRS-IT:1988)– PCCIT, Bihar and Jharkhand.
  4. Simanchala Das (IRS-IT:1988)– Principal Director General, Training, Delhi.
  5. Seema Raj (IRS-IT:1988)– Principal Director General of Income Tax, HRD.

CBDT: 87 IRS officers empanelled for Principal Commissioner roles in Income Tax Department

The Modi government on Tuesday approved the empanelment of 87 IRS (Indian Revenue Service) officers to hold the post of Principal Commissioner in the Income Tax department. These officers will be placed in Level 15 in the Pay Matrix for the panel year 2023. Additionally, eight officers are listed in the ‘extended panel.’ Notably, Shamsundar M Keshkamat was denied empanelment for the panel year 2023, and nine junior officers are slated to serve on an ad-hoc basis.

Shamsundar M Keshkamat has not been empanelled for promotion to the grade of Principal Commissioner of Income Tax in the Indian Revenue Service (Income Tax) for the panel year 2023. The recommendations of the Departmental Promotion Committee (DPC) for certain officers have been kept in ‘sealed covers’ for the panel year 2023. Consequently, the promotion of nine junior-most officers will be on an ad-hoc basis until the ‘sealed cover’ cases are resolved or until subsequent regular vacancies in the grade arise, whichever comes earlier.

Supreme Court reinstates Himachal DGP Sanjay Kundu

Supreme Court expressed concern about the Himachal Pradesh High Court’s decision to transfer the state’s Director General of Police (DGP) without affording him a fair hearing. On Friday, the Supreme Court reinstated Sanjay Kundu (IPS:1989:HP) to his position, overturning his transfer to the Ayush department as Principal Secretary.

A three-judge bench, consisting of Chief Justice of India DY Chandrachud, along with Justices JB Pardiwala and Manoj Mishra, emphasized the gravity of shifting an IPS officer from the DGP role and asserted that such a transfer order should not have been issued without providing the petitioner with an opportunity to contest the proceedings and present his response.

In a detailed order, the bench expressed reservations about the High Court’s handling of the matter, noting, “We express our reservations about the way the HC took up the matter and transferred the petitioner. It is just evident that the proceedings were triggered by the complainant’s email to the Chief Justice.”

The Supreme Court instructed the state to establish a Special Investigation Team (SIT) led by an Inspector General (IG)-level officer. Furthermore, it directed the authorities to ensure the safety of the complainant and his family based on perceived threats.

While reinstating Kundu, the bench deemed it appropriate to set aside the transfer directives and the refusal to revoke the order. However, it clarified that the petitioner would have no control over the SIT formed by the High Court’s instructions.

IPS Prince Rani appointed DIG in National Security Guard

In a recent announcement, Prince Rani (IPS:2005:TR) has been appointed as Deputy Inspector General (DIG) in the National Security Guard (NSG). The Ministry of Home Affairs (DoPT) issued an order on Thursday (12.01.2024), confirming the approval of the competent authority for Ms. Rani’s appointment to the post. The tenure is set for a period of five years, starting from the date of assuming charge of the post or until further orders, whichever is earlier.

IPS Sulochana Gajraj promoted to DIG rank in BPR&D

Sulochana Gajraj (IPS:2010:HY), currently serving as Superintendent of Police (SP) in Bureau of Police Research and Development (BPR&D), has been promoted to the position of Deputy Inspector General (DIG) in BPR&D. As per the order issued by the Ministry of Home Affairs (DoPT) on Wednesday (10.01.2024), the competent authority has approved Ms. Gajraj’s promotion to the post with a combined tenure of five years. This period will be calculated from the date of her assuming the post or until further orders, whichever is earlier.

IPS Satendra Kumar promoted and appointed as DIG, NCRB

In a recent development, Satendra Kumar (IPS:2010:UP), currently serving as Suprintendent of Police (SP) at Bureau of Police Research and Development (BPR&D), has been promoted and posted as Deputy Inspector General (DIG) at the National Crime Records Bureau (NCRB). The Ministry of Home Affairs (MHA) issued an order on Wednesday (10.01.2024), confirming the approval of the competent authority for Mr. Kumar’s promotion to the post. His appointment comes with a combined tenure of five years (SP+DIG) from the date of joining the post or until further orders, whichever is earlier.

NHRC DIG SK Meena shifted to ITBP as DIG, Patil Ketan Baliram takes his place

Sunil Kumar Meena (IPS:2007:UK), currently serving as DIG at the National Human Rights Commission (NHRC), has been laterally shifted and posted as DIG at the Indo-Tibetan Border Police (ITBP). According to an order issued by the Ministry of Home Affairs on Wednesday (10.01.2023), his combined tenure will be five years from the date of joining the post or until further orders.

In his place, Patil Ketan Baliram (IPS:2010:PB), currently serving as SP at NHRC, has been promoted to the position of DIG at NHRC. He will replace Sunil Kumar Meena (IPS:2007:UK) and has been appointed to the post for a combined tenure of five years (SP+DIG) from the date of joining the post or until further orders.

The Ministry of Home Affairs issued a promotion order on Wednesday for five IPS officers currently serving as Superintendent of Police (SP) in the National Investigation Agency (NIA). They have been promoted to the rank of Deputy Inspector General (DIG) against existing vacancies, for a combined tenure of 5 years (SP+DIG) from the date of assuming the post or until further orders.

Maharashtra: Manoj Saunik appointed as Principal Advisor to CM

The Maharashtra government on Tuesday designated Manoj Saunik (IAS:1987:MH), former Chief Secretary, as the Principal Advisor to Chief Minister Eknath Shinde. Saunik retired from his position on December 31 last year after the central government declined to extend his term.

This marks the revival of the practice of appointing a Principal Advisor to the Chief Minister, initiated by former Chief Minister Uddhav Thackeray. Ajoy Mehta was the first to hold this post under Uddhav Thackeray’s leadership, followed by SJ Kunte. This practice was discontinued when the Shiv Sena-BJP government came to power.
