Govt. extends tenure for additional charge of CVO posts to two officers

The central government has decided to extend the tenure for holding additional charges of Chief Vigilance Officer (CVO) posts for two officers. This extension will be effective from the date of assuming charge or until the appointment of a regular CVO, or until further orders, whichever occurs earlier.

Sanjay Krishna Navhale (IOFS:2006):

Sanjay Krishna Navhale, currently serving as the CVO at Goa Shipyard Ltd. (GSL), Goa, will continue to hold the additional charge of CVO at Garden Reach Shipbuilding & Engineers Ltd. (GRSE), Kolkata. This extension is approved for a period of six months or until the appointment of a regular CVO, whichever comes first.

Mahesh Chandra (IRSS:1988):

Mahesh Chandra, the CVO at Mazagon Dock Shipbuilders Ltd. (MDSL), Mumbai, will extend his tenure holding the additional charge of CVO at Hindustan Shipyard Ltd (HSL), Visakhapatnam. This extension is applicable beyond 04.01.2024 and will continue until the appointment of a regular CVO.

Private Secretary SS Nakul to Finance Minister Nirmala Sitharaman re-designated as Director

S S Nakul (IAS:2010:KN), serving as Private Secretary at the Deputy Secretary level to Minister for Finance & Corporate Affairs Nirmala Sitharaman, has undergone re-designation. He has been elevated to the Director level within the same Minister’s office.

This re-designation, characterized as a personal measure for S S Nakul, will take effect from the date he assumes the responsibilities of the new position. The appointment is endorsed for a specific period, extending until January 24, 2026, on a coterminous basis with Minister Nirmala Sitharaman. Alternatively, the tenure may conclude if S S Nakul discontinues his role as the Private Secretary or based on further instructions from the Competent Authority.

It is noteworthy that S S Nakul commenced his central deputation tenure from January 25, 2021.

Ganti Venkat Kiran selected as CMD, KIOCL Limited

Ganti Venkat Kiran has been recommended for appointment as Chairman & Managing Director (CMD) of KIOCL Limited. He has been recommended for the post of CMD of KIOCL by the Public Enterprises Selection Board (PESB) meeting on January 13. Kiran was the only candidate, who was interviewed by the selection panel. Currently holding the position of Director (Production & Projects) within the organization, Kiran is poised to assume the CMD role pending vigilance clearances and approval from the Appointments Committee of the Cabinet.

NHAI launches ‘One Vehicle, One FASTag’ drive for an improved National Highway Commute

To streamline the Electronic Toll Collection system and facilitate smooth traffic flow at Toll Plazas, the National Highways Authority of India (NHAI) has introduced the ‘One Vehicle, One FASTag’ initiative. This initiative is designed to discourage the practice of using a single FASTag for multiple vehicles or associating multiple FASTags with a single vehicle. NHAI is actively urging FASTag users to complete the ‘Know Your Customer’ (KYC) process for their latest FASTags, aligning with RBI guidelines. FASTags with valid balances but incomplete KYC will be deactivated or blacklisted by banks after January 31, 2024.

To avoid any disruptions, users are advised to ensure the completion of KYC for their latest FASTags. Adherence to the ‘One Vehicle, One FASTag’ principle is also emphasized, with users instructed to discard any previously issued FASTags through their respective banks. After January 31, 2024, only the latest FASTag account will remain active, as previous tags will be deactivated or blacklisted.

For assistance or inquiries, FASTag users can contact the toll plazas nearest to them or reach out to the toll-free customer care number provided by their respective issuer banks.

NHAI initiated this measure in response to recent instances of multiple FASTags being issued for a single vehicle and FASTags being distributed without completing the mandated KYC, a violation of RBI guidelines. Additionally, there have been cases where FASTags are not affixed to the vehicle’s windscreen intentionally, causing unnecessary delays at toll plazas and inconveniencing fellow National Highway users.

With a penetration rate of approximately 98 percent and over 8 crore users, FASTag has significantly transformed the Electronic Toll Collection system in the country. The ‘One Vehicle, One FASTag’ initiative aims to enhance toll operations’ efficiency, ensuring seamless and comfortable journeys for National Highway users.

Vice Admiral Vineet McCarty takes over as Indian Naval Academy’s new Commandant

Vice Admiral Vineet McCarty on Monday (15.01.2024) assumed the position of Commandant at the Indian Naval Academy, Ezhimala. Commissioned into the Indian Navy on July 1, 1989, he boasts a distinguished career, having graduated from the Defence Service Staff College, Wellington, in 2005, and the National Defence College, New Delhi, in 2017.

Specializing in ‘Gunnery and Missiles,’ Vice Admiral McCarty’s naval journey began as part of the commissioning crew of INS Delhi, and he subsequently held specialist roles on the frontline Guided Missile Destroyer. His command experience includes Anti-Submarine Patrol Vessel INS Ajay, Guided Missile Corvette INS Khanjar, and Guided Missile Frigate INS Shivalik. Additionally, he served as the Executive Officer of a Seaward Defence Patrol Vessel, Guided Missile Vessel, and Landing Platform Dock INS Jalashwa.

In terms of staff assignments, Vice Admiral McCarty has served as the Training Commander at the Naval Academy and as the Command Plans Officer at the Headquarters Eastern Naval Command. His international experience includes being the Directing Staff at the Naval and Maritime Academy, Sri Lanka, and India’s Defence Adviser to the Republic of Singapore with concurrent accreditation to the Republic of the Philippines.

Elevated to the Flag Rank on February 10, 2020, he assumed the role of Assistant Chief of the Naval Staff (Staff Requirements) at Naval Headquarters, overseeing Capability Development and formulating the Combat Policy of the Indian Navy. Before taking charge as the Commandant of the Indian Naval Academy, Vice Admiral McCarty served as the Flag Officer Commanding the Western Fleet from November 15, 2022, to November 9, 2023.

Vice Admiral AN Pramod takes charge as Director General Naval Operations

Vice Admiral AN Pramod on Monday (15.01.2024) assumed the position of Director General Naval Operations (DGNO). Graduating from the 38th Integrated Cadet Course at the Naval Academy in Goa, he received his commission into the Indian Navy on July 1, 1990. Known as a CAT ‘A’ Sea King Air Operations Officer and a specialist in Communication & Electronics Warfare, his naval career has been marked by various notable milestones.

Having completed the Staff Course at DSSC Wellington (Nilgiris) and the Naval Higher Command Course at NWC, Goa, Vice Admiral AN Pramod has showcased his prowess in multiple afloat appointments. These include serving as Fleet Operations Officer for the Western Fleet, commanding IN ships Abhay, Shardul, and Satpura, and taking on roles such as Executive Officer of Rajput, SCO Sujata, and GO II Kirpan. His leadership extended to commanding the Naval Air Station, Utkrosh at Port Blair, and fulfilling duties as the Directing Staff at DSSC, Wellington.

Beyond his seafaring responsibilities, Vice Admiral AN Pramod has held significant staff appointments, such as Joint Director of Naval Air Staff, Joint Director, Director, and Principal Director Aircraft Acquisition. He was a member of the Indian Strategic & Operational Council (INSOC) from 2016-19 and the Tactical Audit Group (TAG) from 2006-09.

His career further includes roles as Deputy Commandant at INA, ACNS (Air) at Naval Headquarters, and Flag Officer Commanding Maharashtra Naval Area. Vice Admiral AN Pramod is happily married to Mrs. Ambili Pramod, and together, they have two children, Chitranjali and Siddhanta.

Ritu Goswami appointed as Director (Technical), Rashtriya Chemicals and Fertilizers Ltd

Ritu Goswami has been appointed as the Director (Technical) of Rashtriya Chemicals and Fertilizers (RCF) Limited. The Ministry of Chemicals and Fertilizers issued an order on January 11, stipulating her appointment for a duration starting from the date she assumes charge until her superannuation on March 31, 2027, or until further orders, whichever occurs earlier.

Currently holding the position of General Manager (Technical) at National Fertilizers Limited (NFL), Goswami’s selection for the role of Director (Technical) at RCF was recommended by the Public Enterprises Selection Board (PESB) panel on August 9, 2023. Out of a pool of 11 candidates, she emerged as the chosen candidate for this significant position.

IPS Praveen Vashista gets extension as Additional Secretary in MHA

The central deputation tenure of Praveen Vashista (IPS:1991:BH), who currently serves as Additional Secretary in the Ministry of Home Affairs (MHA), has been extended for one year. The Department of Personnel and Training (DoPT) issued an order on Saturday (13.01.2024) stating that the Appointments Committee of the Cabinet has approved the extension of Mr. Vashista’s deputation tenure until January 14, 2025, or until further orders, whichever is earlier.

Chandrajit Chatterjee re-designated as Director in D/o Agriculture and Farmers Welfare

Chandrajit Chatterjee (ISS:2010), currently serving as Deputy Secretary in the Department of Agriculture and Farmers Welfare, has undergone a re-designation, now holding the position of Director. The Department of Personnel and Training (DoPT) issued an order on Friday (12.01.2024), confirming that the competent authority has approved Chatterjee’s re-designation as Director. This tenure is effective until 07.09.2026, encompassing a total duration of five years under the Central Staff Scheme.

Abhilkash Likhi gets add; charge of Secretary, D/o Animal Husbandry and Dairying

Abhilkash Likhi(IAS:1991:HY), currently serving as the Secretary in the Department of Fisheries, has been assigned the additional responsibility of Secretary in the Department of Animal Husbandry and Dairying. As per an order released by the Department of Personnel and Training (DoPT) on Friday (12.01.2024), the competent authority has granted Mr. Likhi the additional charge of the post from January 13, 2024, to February 4, 2024, during the absence on leave of Alka Upadhyaya (IAS:1990:MP).
