The Meghalaya government has designated four retired IAS officers to key roles within various councils, corporations, boards, authorities, and agencies under the Planning, Investment Promotion, and Sustainable Development Department.
They are;
Prashant Naik (Retd IAS) has been appointed as the Senior Advisor for Sustainable Mobility within the Meghalaya Integrated Transport Project (MIPT), with re-employment approved until 25.05.2024.
Hector Marwein (Retd. IAS), the former Additional Chief Secretary, has been appointed as the Chairman of the Meghalaya Sustainable Development Council. His re-employment is sanctioned until 18.02.2026.
Ram Mohan Mishra (Retd. IAS) has assumed the role of Executive Chairman of the Meghalaya State Investment Promotion Board, with re-employment granted until 30.06.2026.
P Kharkongor (Retd. IAS) has been appointed as the Senior Advisor for Agro-Logistics under MITP, with re-employment approved until 30.06.2024.
Those retired officials who are already re-employed and those slated for engagement by the State government are entitled to a monthly emolument equal to the Last Pay Drawn minus the Pension received as of the date of retirement. Additionally, they will receive other perks as approved by the Department, facilitating them in discharging their official duties effectively.
The Assam government on Tuesday (16.01.2024) announced the appointment of Ravi Kota (IAS:1993:AM) as the next Chief Secretary of the state, succeeding Paban Kumar Borthakur (IAS:1989:AM). Kota is set to assume office on March 31, aligning with the scheduled retirement of the current Chief Secretary.
This decision follows the extension of Pawan Kumar Borthakur’s tenure by three months in December 2023. Concurrently, Ravi Kota has been transferred and designated as Additional Chief Secretary (ACS) for the Industries, Commerce & Public Enterprises Department. He will also hold additional charges as ACS for the Finance Department and Officer on Special Duty (OSD) in the Office of Chief Secretary, Assam.
Prior to this appointment, Kota served as the Additional Chief Secretary for the Home & Political Department, Industries, Commerce & Public Enterprises Departments since September of the previous year.
In a related development, several top bureaucrats within the Assam government underwent reshuffling.

Harmit Singh Pahuja (IAS:2010:MN), currently serving as Deputy Secretary in the Department of Personnel & Training (DoPT), has undergone a re-designation, now holding the position of Director. The Department of Personnel and Training (DoPT) issued an order on Friday (12.01.2024), confirming that the competent authority has approved Chatterjee’s re-designation as Director. This tenure is effective until 17.11.2024, encompassing a total duration of five years under the Central Staff Scheme.
The Assam government has not yet accepted the resignation of Anand Mishra (IPS:2011:AM), an Indian Police Service (IPS) officer who served as the Superintendent of Police (SP) in Lakhimpur. Mishra, who tendered his unconditional resignation from the IPS effective January 16, 2024, has not received acceptance from the state government.
Previously, Anand Mishra had been placed at the disposal of the Government of Manipur to lead Special Investigation Teams (SITs) formed for incidents in Manipur. However, recent reports indicate that Mishra has been attached to the police headquarters, pending clarification on the reasons for his resignation. This attachment to the police headquarters implies that the senior officer is placed on administrative leave until a decision or inquiry is completed.
The Ministry of Home Affairs (MHA) has issued an order approving the appointment of Sachin Gupta (IPS:2014:PB) as Superintendent of Police (SP) in the Bureau of Police Research & Development (BPRD). Mr. Gupta’s tenure is set for five years from the date of assuming the charge of the post or until further orders, as determined by the competent authority.
