Anticipation builds for the next Secretary of Border Management amidst imminent reshuffle

Who will be the next Secretary of Border Management under the Ministry of Home Affairs? Speculations are rife regarding the upcoming secretary-level reshuffle, expected to take place imminently. Presently, Union Home Secretary Ajay Kumar Bhalla (IAS: 1984: AM) is shouldering the additional responsibility of the position. The vacancy arose in the third week of November following the sudden repatriation of Atal Dulloo (IAS:1989: AGMUT) to the cadre state, a move initiated by the Union Home Ministry to appoint him as the Chief Secretary of Jammu and Kashmir.

The Congress Government reportedly made a serious effort to appoint former bureaucrats and police officers to head the Telangana State Public Service Commission (TSPSC) before settling on a former DGP of Telangana M Mahender Reddy (Retd IPS:1986:TG).

Initially, the government aimed to improve the Commission’s reputation, tarnished by the question paper leakage of Group I and II examinations, by appointing retired IAS or IPS officers with clean records. Former IAS officer Akunuri Murali (IAS:2006:TG) and former ADGP Dr. R. S. Praveen Kumar (IPS:1995:TG) were considered top contenders for the chairperson role.

While an offer was extended to Mr. Murali, it was discovered that he had exceeded the age limit of 62 years for TSPSC chairmanship. Dr. Praveen Kumar, who declined the offer citing his involvement in politics as President of the Bahujan Samaj Party (BSP) and a recent Assembly election candidate, was the next consideration.

Ultimately, the government recommended former DGP M. Mahender Reddy for the top post after vetting 371 applications, including 50 for the chief’s position, through a search committee. The file regarding his appointment is currently with the Governor’s office for approval.

Chaluvadi Sree Rama Venkata Gopala Krishna Ganesh selected as Director(Finance), RINL

Chaluvadi Sree Rama Venkata Gopala Krishna Ganesh has been selected for appointment as Director(Finance), Rashtriya Ispat Nigam Limited (RINL) at a Public Enterprises Selection Board (PESB) meeting held on January 25, 2024. Presently, he is serving as General Manager (F&A), RINL.

He will be appointed to the post of Director (Finance) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 05 applicants were interviewed in the selection meeting :

  1. Chaluvadi Sree Rama Venkata Gopala Krishna Ganesh, General Manager (F&A), Rashtriya Ispat Nigam Limited.
  2. Bojja Surya Rao NA, General Manager (F&A), Rashtriya Ispat Nigam Limited.

  4. Chakka Manoj Kumar NA, DGM (F&Q), Rashtriya Ispat Nigam Limited.
  5. Kiran Esasankaral, DGM, Rashtriya Ispat Nigam Limited.

Vishwajeet Kumar gets extension as Director in D/o Higher Education

Vishwajeet Kumar (ISS:2002) has been granted a two-year extension in his central deputation tenure as Director in the Department of Higher Education. The Department of Personnel and Training (DoPT) issued an order on Wednesday (24.01.2024), announcing the approval of the proposal by the Appointments Committee of the Cabinet. The extension is effective from 20.02.2024 and lasts until 19.02.2026, or until further orders, whichever occurs earlier. This decision provides continuity in Vishwajeet Kumar’s role and contribution to the Department of Higher Education during this specified period.

Ex-post facto extension granted to Nazneen Banu, Director at NGMA Bengaluru

Nazneen Banu (IDSE:2001), serving as the Director at the National Gallery of Modern Arts (NGMA), Bengaluru, has been granted an ex-post facto extension in her central deputation tenure. As per the order issued by the Department of Personnel and Training (DoPT) on Wednesday (24.01.2024), the Appointments Committee of the Cabinet has approved the proposal for an ex-post facto extension in the central deputation tenure under the central staffing scheme. The extension is granted for a period of one year and one month, effective beyond 19.11.2023, up to 19.12.2024 (i.e., a period of five years and one month away from the cadre) or until further orders.

IAS Richa Sharma returns to parent cadre

Senior IAS officer Richa Sharma (IAS:1994:CG), who currently serves as Additional Secretary in the Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, is set to return to her parent cadre of Chhattisgarh. As per an order issued by the Department of Personnel and Training (DoPT) on Wednesday (24.01.2024), the competent authority has approved Ms. Sharma’s repatriation to her home cadre to avail the benefit of promotion within the cadre.

CG: 8 IFS officers promoted to Super Time Scale

Indian Forest Service

The Chhattisgarh government on Monday (22.01.2024) issued promotion orders for eight Indian Forest Service (IFS) officers, promoting them to the Super Time Scale. Among them, six officers from the 2006 batch were elevated to Super Time Scale (II), Level 14 in the Pay Matrix, while two officers from the 2010 batch were promoted to Super Time Scale (I), Level 13A in the Pay Matrix.

CG: Three IAS officers get new assignments

The Chhattisgarh government on 18 January issued transfer and posting orders for three IAS officers.

The names of the officers and their postings are as follows:

  1. Subrata Sahu (IAS:1992:CG), Additional Chief Secretary, Religious Trusts and Endowments Department, with an additional charge of DG, Thakur Pyarelal State Institute of Panchayat and Rural Development, has been relieved of the charge of DG, Thakur Pyarelal State Institute of Panchayat and Rural Development. He has been assigned an additional charge as DG, CG Academy of Administration.
  2. Janak Prasad Pathak (IAS:2007:CG), MD, Mandi Board, has been transferred and posted as Commissioner, Medical Education, with an additional charge of Registrar, Firms & Societies.
  3. Mahendra Singh Sawanni (IAS), Additional MD, Mandi Board, has been appointed as the MD of Mandi Board.

CG: IPS Amit Kumar posted as ADG, Intelligence

The Chhattisgarh government has recently issued posting orders for Amit Kumar (IPS:1998:CG), appointing him as the Additional Director General (ADGP) of Intelligence at Police Headquarters in Raipur. Dr. Anand Chhabra (IPS:2001:CG) has been previously holding the charge of the Intelligence Department as Inspector General (IG). According to the home department order, posting orders for Dr. Anand Chhabra will be issued separately.

  2. Padmini Bhoi Sahu (IAS:2016:CG), MD, CG Medical Sercices Corporation, Raipur, has been given additional charge of Mission Director, Rural Livelihood Mission, Raipur.
