Union Minister Anurag Thakur’s Private Secretary Jitender Singh re-designated as Director

Jitender Yadav (IAS:2010:AGMUT), currently serving as the Private Secretary to Minister for Youth Affairs & Sports Anurag Singh Thakur at the Deputy Secretary level, has undergone a re-designation. He has been promoted to the Director level within the same Minister’s office.

The re-designation, a personal measure for Jitender Yadav, will be effective from the date he assumes the responsibilities of the new position. This appointment is valid for a specific period on a coterminous basis with Minister Anurag Singh Thakur. Alternatively, the tenure may conclude if Jitender Yadav discontinues his role as the Private Secretary or based on further instructions from the Competent Authority.

It is noteworthy that Jitender Yadav commenced his central deputation tenure on July 01, 2019.

Dr. Rajiv Mani gets addl charge of Secretary, Department of Legal Affairs

Dr. Rajiv Mani (ILS), currently serving as the Secretary in the Legislative Department within the Ministry of Law and Justice, has been entrusted with the additional responsibility of Secretary in the Department of Legal Affairs. This decision has been officially communicated through an order issued by the Department of Personnel and Training (DoPT).

As per the order, the competent authority has sanctioned the additional charge for Mr. Mani, effective immediately. This responsibility will continue until the appointment of a regular incumbent or until further orders are issued, whichever occurs earlier.

HP: Three IAS officers shifted

The Himachal Pradesh on Saturday (03.02.2024) issued transfer and posting orders for three IAS officers.

The names of the officers and their postings are as follows;

  1. Ishant Jaswal (IAS:2011:HP), Assistant Commissioner to Deputy Commissioner, Chamba, Chamba District, has been transferred and posted as SDO (Civil), Kangra, Kangra District.
  2. Vijay Wardhan (IAS:2022:HP), Assistant Commissioner to Deputy Commissioner, Mandi, Mandi District, has been transferred and posted as SDO (Civil), Rohroo, Shimla District.
  3. Netra Meti (IAS:2021:HP), Assistant Commissioner to Deputy Commissioner, Solan, Solan District, has been transferred and posted as SDO (Civil), Palampur, Kangra.

HP: 19 IAS officers shifted, 8 Districts get new DCs

The Himachal Pradesh government recently issued transfer and posting orders for 19 IAS officers in which eight districts got new Deputy Commissioners

The names of the officers and their postings are as follows;

  1. Manasi Sahay Thakur (IAS:2009:HP), Labour Commissioner-cum-Director, Employment with additional charge of the post of Director, Tourism & Civil Aviation, has been transferred and posted as Director, Tourism & Civil Aviation on substantive basis. She shall continue to hold charge of the post of Labour Commissioner-cum-Director, Employment.
  2. Amarjeet Singh (IAS:2010:HP), Special Secretary (Finance) with additional charge of the posts of Special Secretary (Personnel) and Director, State Audit Department, has been transferred and posted as Deputy Commissioner, Hamirpur District.
  3. Raghav Sharma (IAS:2013:HP), Deputy Commissioner, Una District, has been transferred and posted as Director, Rural Development & Panchayati Raj-cum-ex-officio, Special Secretary, Panchayati Raj.
  4. Hemraj Sharma (IAS:2013:HP), Deputy Commissioner, Hamirpur District, has been transferred and posted as Deputy Commissioner, Kangra at Dharamshala, Kangra District with additional charge of the post of Chairman, HP Board of School Education, Dharamshala, Kangra District.
  5. Aditya Negi (IAS:2013:HP), Deputy Commissioner, Shimla District, has been transferred and posted as Settlement Officer, Kangra Division at Dharamshala, Kangra District.
  6. Nipun Jindal (IAS:2014:HP), Deputy Commissioner, Kangra at Dharamshala, Kangra District with additional charge of Chairman, HP Board of School Education, Dharamshala, Kangra District, has been transferred and posted as Director, Ayush, Shimla.
  7. Ashutosh Garg (IAS:2014:HP), Deputy Commissioner, Kullu District, has been transferred and posted as Special Secretary, Finance, Shimla with additional charge of Director, State Audit Department, Shimla. He will also function as Officer-on-Special Duty to the Chief Secretary.

Arun Kumar Rai takes oath as Judge of Jharkhand High Court

Arun Kumar Rai on Monday assumed the role of a Judge of the Jharkhand High Court. He took the oath of office as a Judge of the High Court of Jharkhand before Justice Shree Chandrashekhar, the Acting Chief Justice.

The swearing-in ceremony witnessed the presence of all the High Court judges, the Registrar General, Advocate General Rajiv Ranjan, DGP, President of the Advocate Association of Jharkhand High Court Ritu Kumar, Advocate Dheeraj Kumar, and other dignitaries.

The appointment of Judicial Officer Arun Kumar Rai as a High Court Judge was notified on January 31, following the recommendation of the Supreme Court Collegium to the central government on January 18.

Arun Kumar Rai commenced his service in the Judicial sector on May 5, 2012, and has held various positions as a Judicial Officer across different locations in Jharkhand. Prior to his elevation, he served as the Judicial Commissioner in Ranchi Civil Court.

MEA: Jaideep Mazumdar appointed Secretary (East), Pavan Kapoor Secretary (West)

Senior diplomats Jaideep Mazumdar (IFS:1989) and Pavan Kapoor (IFS:1990) have been appointed as Secretary (East) and Secretary (West) respectively in the Ministry of External Affairs, according to an order issued by the Department of Personnel and Training (DoPT) on Saturday.

Jaideep Mazumdar, currently serving as the Ambassador at the Embassy of India in Vienna, is appointed as Secretary (East) in the Ministry of External Affairs, succeeding Saurabh Kumar (IFS:1989).

Pavan Kapoor, the current Ambassador of India in Moscow, has been appointed as Secretary (West) in the Ministry of External Affairs, succeeding Sanjay Verma (IFS:1990). Verma has been appointed as a member of the Union Public Service Commission (UPSC).

Centre effects major Secretary level reshuffle, Sanjay Jaju is posted as Secretary, M/o Information & Broadcasting

The Central government has implemented a significant reshuffling at the secretary level, reassigning responsibilities to ten officers across various ministries and departments. Additionally, five officers have been promoted (in-situ) to the secretary level.

The appointed officers and their new assignments are outlined below:

  1. Apurva Chandra (IAS:1988:MH), Secretary of the Ministry of Information & Broadcasting, is now the Secretary of the Department of Health and Family Welfare.
  2. Sukhbir Singh Sandhu (Retd.IAS:1988:UK) has been designated as the Secretary to the Lokpal on a contractual basis for one year.
  3. Raj Kumar Goyal (IAS:1990:AGMUT) is appointed as the Secretary of the Department of Border Management, Ministry of Home Affairs.
  4. Niten Chandra (IAS:1990:OR), Secretary of the Department of Legal Affairs, Ministry of Law & Justice, has been appointed as the Secretary of the Department of Ex-Servicemen Welfare, Ministry of Defence.
  5. K Moses Chalai (IAS:1990:MN), Secretary of the North Eastern Council Secretariat, Ministry of Development of North Eastern Region, is now the Secretary of the Inter State Council Secretariat, Ministry of Home Affairs.
  6. Anil Malik (IAS:1991:HY) has been appointed to the position of Secretary, Ministry of Women and Child Development, succeeding Indevar Pandey (IAS: 1988: WB) upon his retirement on 29.02.2024.
  7. Sumita Dawra (IAS:1991:AP) is appointed as the Secretary of the Ministry of Labour and Employment, succeeding Arti Ahuja (IAS: 1990: OR) upon her retirement on 29.02.2024.
  8. Vijay Kumar (IAS: 1992: AGMUT), Special Secretary of the Ministry of Cooperation, has been appointed as the Chairman of the Inland Waterways Authority of India, Ministry of Ports, Shipping and Waterways, with a temporary upgrade to the rank and pay of Secretary to the Government of India.
  9. Ashish Kumar Bhutani (IAS: 1992: AM) has been appointed as the Secretary of the Ministry of Cooperation.
  10. Sanjay Jaju (IAS: 1992: TG) has been appointed as the Secretary of the Ministry of Information & Broadcasting

Additionally, the following officers have been in-situ upgraded to the level of Special Secretary:

  1. P Daniel (IDES: 1989), Secretary of the Central Vigilance Commission, is now appointed as the Secretary of the Central Vigilance Commission, holding the rank and pay of Secretary to the Government of India.
  2. Rashmi Chowdhary (IRPS: 1989), Secretary of the Central Information Commission, Department of Personnel and Training, has been appointed as the Secretary of the Central Information Commission, Department of Personnel and Training, with the rank and pay of Secretary to the Government of India.
  3. A Neeraja (IFoS: 1990: UP), Additional Secretary of the Department of Fertilizers, is now the Special Secretary of the Department of Fertilizers.
  4. Shyam Bhagat Negi (IPS: 1990: HP), Additional Secretary of the Cabinet Secretariat (SR), has been appointed as the Special Secretary of the Cabinet Secretariat (SR).

Furthermore, the ACC has approved additional appointments:

Reeta Vasishta, previously In-charge of the Central Agency Section, Ministry of Law & Justice, has been appointed as the Member Secretary of the 22nd Law Commission of India.

Jharkhand: Vinay Kumar Choubey appointed Principal Secretary to new CM Champai Soren

Senior IAS officer Vinay Kumar Choubey (IAS:1999:JH) has been appointed as the Principal Secretary to the Chief Minister of Jharkhand, Champai Soren, in a recent development that occurred shortly after Jharkhand Mukti Morcha (JMM) leader Champai Soren took oath as the new Chief Minister of Jharkhand.

Following Hemant Soren’s resignation as the Jharkhand Chief Minister, Vinay Kumar Choubey promptly relinquished the charge of Principal Secretary to CM Hemant Soren, along with all additional responsibilities. This swift transition of responsibilities underscores the dynamic changes in the leadership of the state.

Notably, Hemant Soren faced legal proceedings, leading to his arrest by the Enforcement Directorate on Wednesday in connection with a money laundering case linked to an alleged land scam. The arrest followed a seven-hour interrogation session by the central agency’s investigators.

PESB recommends BK Tiwari’s name for Director-in-charge of BSL

Birendra Kumar Tiwari has been selected as the Director-in-charge of Bokaro Steel Plant (BSL) at a Public Enterprises Selection Board (PESB) meeting held on January 31, 2024. Currently serving as the Executive Director at BSL, Tiwari will assume the role of Director-in-charge upon receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The selection of Tiwari followed an interview process that involved 12 officers. This appointment comes after an eight-month vacancy in the position, which arose due to the elevation of the former incumbent, Amarendu Prakash, to the role of SAIL Chairman. Tiwari’s extensive experience and current role as Executive Director at BSL position him well to take on the responsibilities of leading Bokaro Steel Plant.

Pawan Kumar assumes charge of Chief Adviser (Cost), D/o Expenditure in Ministry of Finance

Pawan Kumar (ICoAS: 1992) on Thursday assumed the position of Chief Adviser (Cost) in the Department of Expenditure (DoE), Ministry of Finance. Before taking on this role, Kumar served as the Additional Chief Adviser (Cost).

With a background as a qualified Cost Accountant, Kumar brings a wealth of experience gained in various capacities across different Ministries/Departments and autonomous bodies. His professional journey has included roles at entities such as the Tariff Commission, Delhi Development Authority, Director General of Trade Remedies, the Department of Economic Affairs, and the Department of Public Enterprises.

Notably, Kumar played a crucial role in the development of a web-based Online Dashboard for performance evaluation of Central Public Sector Enterprises (CPSEs) within the Department of Public Enterprises, Ministry of Finance.
