Chhattisgarh: 7 IPS officers get posting orders following completion of district training

The Chhattisgarh government on Monday (19.02.2024) issued posting orders for 7 IPS officers of the 2021 and 2020 batches following the completion of their six months of training in districts in the cadre.

The names of the officers and their postings are as follows;

  1. Akash Kumar Shukla (IPS:2021:CG) has been posted as City SP, Raigarh.
  2. Chirag Jain (IPS:2020:CG) has been posted as City SP, Durg.
  3. Aman Kumar Raman Kumar Jha (IPS:2021:CG) has been posted as City SP, Raipur.
  4. Ravindra Kumar Meena (IPS:2021:CG) has been posted as City SP, Korba.
  5. Rohit Kumar Shah (IPS:2021:CG) has been posted as City SP, Surguja.
  6. Udit Pushkar (IPS:2021:CG) has been posted as City SP, Jagdalpur.
  7. Umesh Prasad Gupta (IPS:2020:CG) has been posted as City SP, Bilaspur.

The Chhattisgarh government has recently announced promotions for 12 IPS officers, with 3 officers elevated to the rank of Inspector General (IG) and 9 officers promoted to Deputy Inspector General (DIG).

The IPS officers promoted to the IG rank include:

  1. Mayank Srivastava (IPS:2006:CG)– Presently serving as Commissioner-cum-Director, Public Relations
  2. Rajendra Narayan Das (IPS:2006:CG)– Presently serving as DIG, Special Intelligence Branch/Anti-Naxal Operation, PHQ, Raipur.
  3. BS Dhruv (IPS:2006:CG)– Presently serving as DIG, Chhattisgarh Armed Force (CAF), PHQ, Raipur.

The IPS officers promoted to the DIG rank include:

  1. Abhishek Meena (IPS:2010:CG)– Presently serving as Assistant IG, PHQ, Raipur.
  2. Sadanand Kumar (IPS:2010:CG)– Presently serving as SP, Balodabazar.
  3. Girija Shankar Jaiswal (IPS:2010:CG)– Presently serving as SP, Mungeli.
  4. Sujeet Kumar (IPS:2010:CG)– Presently serving as Commandant, 10th Battalion, CAF, Surajpur.

CBI press officer RK Gaur hangs boots after 26 years

RK Gaur, the Press Information Officer in the Central Bureau of Investigation’s information wing, has retired after an illustrious 26-year career with the agency.

Gaur initially joined as an inspector on deputation from the Central Reserve Police Force (CRPF) in 1997. Although he officially retired in 2020 as a deputy superintendent of police and press information officer, the then CBI director, Rishi Kumar Shukla (Retd IPS: 1983: MP), recognizing Gaur’s profound understanding of the central probe agency’s operations, persuaded him to continue. Consequently, Gaur was engaged as a consultant on a contractual basis in the media section. This arrangement persisted through the tenure of Shukla’s successor, Subodh Jaiswal (Retd IPS: 1985: MH), who also extended Gaur’s contract until January of this year.

Throughout his service, Gaur adeptly balanced the responsibility of providing honest responses to journalists’ queries while ensuring that the agency’s perspective reached the public accurately.

Acknowledged with the President’s Police Medal for Distinguished Service, Gaur remained abreast of evolving technology, incorporating it seamlessly to effectively communicate with the media in the era of 24X7 news coverage.

Haryana IPS officer Sumer Pratap Singh appointed as SSP (Traffic & Security), Chandigarh

In a recent development, Sumer Pratap Singh, an IPS officer from Haryana of the 2012 batch, has been appointed as the new Senior Superintendent of Police (SSP) (Traffic & Security) in Chandigarh Police. The decision was approved by the Appointments Committee of the Cabinet, following a proposal by the Union Ministry of Home Affairs for Singh’s inter-cadre deputation to the AGMUT cadre.

The post of SSP (Traffic and Security) had been vacant since November 30 last year, after the departure of the previous SSP, Manisha Chaudhary (IPS:2011:HY). Subsequently, the administration temporarily assigned the additional responsibility of SSP Traffic to Chandigarh Police SSP Kanwardeep Kaur (IPS:2013:PB) before the official appointment of Sumer Pratap Singh. Singh, who was serving as the Deputy Commissioner of Police in Panchkula, overseeing the operations of the police headquarters, economic offenses wing, and all police stations within the district, will now assume the crucial role in Chandigarh.

MHA reminds defaulting states of SC guidelines on DGP appointment

The Ministry of Home Affairs (MHA) has sent a letter to the Chief Secretaries of seven states—Uttar Pradesh, Andhra Pradesh, Telangana, Punjab, Uttarakhand, Odisha, and West Bengal—where temporary Directors General of Police (DGPs) are currently officiating despite the availability of eligible officers. The Union Home Secretary, emphasizing the Supreme Court’s (SC) directive on DGP appointments, has reminded these states that the appointment of temporary or acting DGPs should only occur in exceptional circumstances.

The letter underscores the SC’s guidelines, particularly those outlined in the Prakash Singh case, emphasizing that states should adhere to the apex court’s instructions to appoint regular DGPs with a fixed tenure of two years. The communication from the Ministry of Home Affairs reiterates that temporary or “acting DGPs” should be avoided, and their appointment should be reserved for exceptional situations in line with the SC’s directives.

The SC’s directives on DGP appointments are applicable to states, excluding Union Territories. Therefore, the Jammu and Kashmir administration is not included in this particular context.

While Andhra Pradesh, Telangana, Uttar Pradesh, and Punjab have had temporary DGPs for almost or over a year, four other states—Uttarakhand, Odisha, West Bengal, and Uttar Pradesh—and the Union Territory of Jammu and Kashmir have recently appointed “acting DGPs.” Notably, Uttar Pradesh has seen the appointment of four acting DGPs in the past 20 months.

CBDT: Sanjay Kumar appointed new Member (Audit and Judicial)

Sanjay Kumar (IRS-IT:1988) has been designated as a Member of the Central Board of Direct Taxes, the governing body responsible for formulating policies within the Income Tax department, as per an official announcement. According to the directive issued on Thursday (16.02.2024), he has been assigned the role of Member (Audit and Judicial).

The Central Board of Direct Taxes (CBDT), led by a chairperson, can have a maximum of six members holding the rank of special secretary. With Kumar’s appointment, the Board has now reached its full strength.

A separate announcement from the Department of Revenue under the Union Finance Ministry, also released on Thursday, stated that two member positions at the CBDT have been “modified” with approval from the competent authority.

The former position of Member (Income Tax and Revenue) will now be referred to as Member (Income Tax), while the Member (Tax Payer Services) will now be recognized as Member (Tax Payer Services and Revenue). The remaining Member roles in the CBDT encompass Systems and Faceless Schemes, Administration, and Legislation. Officials have clarified that this change in nomenclature was implemented to meet “administrative requirements.”

The CBDT functions as the administrative entity overseeing the Income Tax Department’s operations, responsible for collecting revenue across various direct tax categories, including personal income tax and corporate tax.

Rajasthan: 65 IPS officers including 54 SP level shifted

After a prolonged period of anticipation in Rajasthan, the state government has initiated a significant overhaul in the Police Administration. While the government has already replaced officers at the DG, ADG, and IG ranks, the transfer list for District SP was notably withheld. In the recent developments, 11 DIG and 54 SP level officers have now been transferred as part of the restructuring.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (16.02.2024), Mahnender has been appointed to the post under central staffing scheme for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

Anant Kumar appointed Director, Department of Sports

Anant Kumar (IRSME:2004) has been appointed as Director in the Department of Sports, Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (16.02.2024), Mr. Kumar has been appointed to the post under central staffing scheme with effect from 01.03.2024 and for a period upto 26.10.2027 or until further order, whichever is earlier.

Sarah Jayal Swakmie appointed Director in Department of Youth Affairs

Sarah Jayal Swakmie (IRTS:2006), who was recommended for central deputation by the Ministry of Railways, has been selected for appointment as Director in the Department of Youth Affairs, Delhi for a period of five years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (16.02.2024), Ms. Swakmie has been appointed to the post under central staffing scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.
