Haryana: 13 IPS officers shifted, Sanjay Kumar is new ADGP, Law & Order

In a major overhaul of the police administration, the Haryana government on Friday (01.03.2024) made substantial changes reshuffling a total of 13 IPS officers. Notably, two officers of ADGP grade were elevated to the DGP grade, each receiving new and crucial responsibilities.

Alok Kumar Roy (IPS:1991:HY), previously ADGP of Modernisation (H) in Panchkula with an additional charge of ADGP, Women Safety, has been promoted to the position of DGP for HR & Litigation in Panchkula. Concurrently, Sanjeev Kumar Jain (IPS:1991:HY), who held the position of ADGP for Home Guards in Chandigarh, is now appointed as the DGP for the Haryana Human Rights Commission.

Further changes include the reassignment of Mamta Singh (IPS:1996:HY), formerly ADGP of Law & Order with an additional charge of ADGP for State Crime Branch in Panchkula. She has been relieved of the charge of ADGP of Law & Order. Amitabh Singh Dhillon (IPS:1997:HY), who served as IGP for Anti Corruption Bureau (ACB) with an additional charge of IGP for Modernisation & Welfare, has been posted as ADGP for ACB and Modernisation & Welfare. Additionally, Sanjay Kumar (IPS:1997:HY), IGP for Administration (H) in Panchkula, has been appointed as ADGP for Law & Order and ADGP for Administration.

Two more IPS officers have been promoted and reassigned roles. Sangeeta Kalia (IPS:2010:HY), who was serving as SP for RTC Bhondsi in Gurugram, has been promoted and transferred to the position of DIG for IRB in Bhondsi, Gurugram. Similarly, Rajesh Duggal (IPS:2010:HY), the former DCP for Ballabhgarh, has been promoted and transferred to the role of Joint Commissioner of Police in Gurugram.

Further transfers and postings include Nitish Aggarwal (IPS:2017:HY), SP for Mehendargarh, who has been reassigned to the position of SP for Mahendargarh. Arsh Verma (IPS:2017:HY), previously ADC to Governor (H) in Chandigarh with an additional charge of SP for Lokayukta (H), has been transferred and posted as SP for State Crime Branch.

Amit Yashvardhan (IPS:2018:HY), who held the position of DCP for Traffic in Faridabad with an additional charge of DCP for NIT in Faridabad, has been transferred and posted as ADC to Governor (H) in Chandigarh with an additional charge of SP for Lokayukta (H). Additionally, Kuldeep Kumar (IPS:2019:HY), previously Additional SP for Nuh, has been reassigned as DCP for NIT in Faridabad, while Himadree Kaushik (IPS:2019:HY), former Additional SP for Yamunanagar, has been posted as DCP for Panchkula. Finally, Sonakshi Singh (IPS:2021:HY), serving as ASP for Punhana, has been transferred and posted as ASP for Nuh.

Bihar: Former IAS officer Amrendra Kumar appointed as Member of BSSC

The Bihar government has recently designated Amrendra Kumar, a retired IAS officer (Retd. IAS:2010:BH), to the position of Member of the Bihar Staff Selection Commission (BSSC). This appointment, as outlined in an order issued by the General Administration Department, is effective for a term of five years or until the attainment of 65 years of age, whichever occurs earlier.

The Delhi government on Wednesday (28.02.2024) took the decision to relieve IAS officer Dr. Sonal Swaroop (IAS:2012:AGMUT), who served as the Special Secretary to LG, from her current responsibilities. This move enables her to transition and fulfill her duties in Arunachal Pradesh.

This decision comes in response to the transfer and posting orders issued by the Ministry of Home Affairs on January 29, 2024, directing Sonal Swaroop’s relocation to Arunachal Pradesh. With her recent release from Delhi, Dr. Sonal Swaroop is now poised to commence her service in Arunachal Pradesh.

Bihar: Chief Secretary Amir Subhani takes VRS; Brijesh Mehrotra may succeed

Bihar Chief Secretary Amir Subhani (IAS:1987:BH) has opted for Voluntary Retirement Service (VRS) a couple of months ahead of his scheduled retirement on April 30, 2024. Speculation is rife that Brijesh Mehrotra (IAS:1987:BH) will step into Subhani’s shoes. Notably, Mehrotra is slated to retire in August 2024. Similar to Subhani, Mehrotra has been a prominent figure among the officers favored by Bihar Chief Minister Nitish Kumar and has held key positions during Nitish Kumar’s tenure.

Traditionally, Chief Secretaries in Bihar have been granted extensions by Chief Minister Nitish Kumar, as seen with Deepak Kumar (IAS:1984:BH) and Tripurari Sharan (IAS:1985:BH). However, this practice has not been extended to Aamir Subhani. Sources indicate that the Chief Minister harbors no reservations about Subhani, as he has consistently supported him. The decision not to grant an extension to Subhani is attributed to the BJP’s stance within the NDA government, which opposes his continued tenure. On the other hand, the incoming Chief Secretary, Brijesh Mehrotra, is expected to have a brief tenure, retiring in August 2024.

Aamir Subhani, initially appointed by Nitish Kumar, opting for VRS signals a shift in the bureaucratic landscape, indicating the influence of the new dispensation supported by the BJP just ahead of the 2024 Lok Sabha elections.

Bhaskar re-designated as Director in M/o Women and Child Development

Bhaskar (IRTS:2010), Deputy Secretary in the Ministry of Women and Child Development has undergone a re-designation and is now designated as Director within the same Ministry. The Department of Personnel and Training (DoPT) issued an order on Thursday (29.02.2024), confirming the approval of the competent authority for the proposed re-designation by the Ministry of Women and Child Development. This re-designation is approved for a specified period, extending up to 26.04.2027 i.e total tenure of five years under the central staffing scheme.

It is worth noting that Bhaskar commenced his central deputation tenure on April 27, 2022.

DPIIT Deputy Secretary Mayur Murlidhar Shindekar repatriated to parent cadre

Mayur Murlidhar Shindekar (CES-Roads:2010), currently serving as Deputy Secretary in the Department for Promotion of Industry & Internal Trade (DPIIT), has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (29.02.2024), the competent authority has given approval to the DPIIT’s proposal for repatriating Mr. Shindekar to his parent cadre. This decision is made on grounds that include the provision of extended cooling off.

Satish TJ appointed as Secretary-cum-Controller of Examination, SSC

Satish TJ (IDAS:2012) has been appointed as the Secretary-cum-Controller of Examination at the Staff Selection Commission through a lateral shift. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (29.02.2024), the Appointments Committee of the Cabinet has given its nod to Mr. Satish’s appointment on a lateral shift basis for the remaining four years at the Deputy Secretary level. This term extends up to 31.08.2025, subject to further extension for an additional two years based on the availability of cadre clearance. The appointment is effective from the date of assuming charge of the post or until further orders are issued.

Esha Srivastava gets extension as JS, MoPNG

The central deputation tenure of Esha Srivastava (IFS:2004), currently serving as Joint Secretary in the Ministry of Petroleum & Natural Gas (MoPNG), has been extended for a duration of two years. As per an official order released by the Department of Personnel and Training (DoPT) on Thursday (29.02.2024), the Appointments Committee of the Cabinet has granted approval to the proposal put forth by MoPNG. This extension is effective for two years beyond 19.03.2024 or until further orders, depending on whichever event occurs earlier.

Surendra Kumar Ahirwar gets extension as JS, DPIIT

The central deputation tenure of Surendra Kumar Ahirwar (IRTS:1997), presently serving as Joint Secretary in the Department for Promotion of Industry & Internal Trade (DPIIT), has been granted a one-year extension. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (29.02.2024), the Appointments Committee of the Cabinet has given its approval to the DPIIT’s proposal for extending Mr. Ahirwar’s deputation tenure. This extension is applicable for one year beyond 08.01.2024 or until further orders, depending on whichever transpires earlier.

Nidhi Mani Tripathi gets one month extension as JS, D/o Commerce

Nidhi Mani Tripathi (IAS:2001:MN), currently serving as Joint Secretary in the Department of Commerce, has received an extension to her central deputation tenure. In accordance with an order issued by the Department of Personnel and Training (DoPT) on Thursday (29.02.2024), the Appointments Committee of the Cabinet has granted approval to extend Ms. Nidhi’s deputation tenure for an additional month. This extension is effective beyond 29.02.2024 or until further orders, depending on whichever occurs earlier.
