Dhananjoy Mondal (ICoAS:2011) has been appointed as the Financial Adviser and Chief Accounts Officer (at the Deputy Secretary level) at the Tea Board, Kolkata, under the Department of Commerce. This appointment, valid for a duration of four years, was approved by the competent authority, as per an order issued by the Department of Personnel and Training (DoPT) on Monday (04.02.2024). The appointment is effective for four years or until further orders, whichever comes earlier.
Assam: Former PCCF MK Yadava re-engaged as Spl Chief Secretary, Forest
The Governor of Assam has made the decision to re-engage the retired IFS officer MK Yadava as a Special Chief Secretary (Forest) for a duration of one year. This reinstatement is contingent upon cabinet approval.
MK Yadava, who recently retired from the position of Principal Chief Conservator of Forests (PCCF) and Head of Forest Force (HoFF) on February 29, 2024, is set to return to the role of Special Chief Secretary (Forest) for the upcoming year, commencing from March 1, 2024.
Uttarakhand: Chief Secretary Radha Raturi gets six months extension
The Chief Secretary of Uttarakhand, Radha Raturi (IAS:1988:UK), has been granted a six-month extension by the Union government. Originally set to retire on March 31, the extension was approved by the Department of Personnel, Government of India, upon the request of Chief Minister Pushkar Singh Dhami. The official communication, conveyed through a letter to the Secretary of General Administration in the Uttarakhand government, specifies that Radha Raturi’s service has been extended from April 1 to September 30, 2024.
Radha Raturi assumed the role of the first woman Chief Secretary of Uttarakhand on January 31, succeeding SS Sandhu (IAS:1988:UK), who retired on the same day. The decision to extend Raturi’s service aligns with the anticipation of upcoming Lok Sabha elections, ensuring continuity in leadership during this critical period.
Punjab: Two IAS officers assigned additional responsibilities, one shifted
The administrative landscape of Punjab underwent a noteworthy adjustment as the state government assigned additional responsibilities to two IAS officers, and concurrently, one IAS officer was reassigned to a new role.

Jharkhand: 8 IAS officers shifted, two Districts get new DCs
The Jharkhand government on Saturday initiated a significant administrative reshuffle by issuing transfer and posting orders for eight IAS officers. As part of this restructuring, new Deputy Commissioners have been appointed for two districts, namely Jamtara and Chatra.

- Vandana Dadel (IAS:1996:JH), Principal Secretary, Forest, Environment & Climate Change, has been given additional charge of Principal Secretary, Cabinet Secretariate and Vigilance Department.
- Manoj Kumar (IAS:2007:JH), Divisional Commissioner, Kolhan Division, Chaibasa, has been transferred and posted as Secretary, Women, Child Develoment & Social Security.

Bihar: Former CS Amir Subhani appointed Chairman of BERC
In a recent development, the Bihar government has appointed Amir Subhani (IAS:1987:BH) as the Chairman of the Bihar Electricity Regularity Commission (BERC). Subhani, who previously served as the Chief Secretary of Bihar, has been appointed for a term of five years or until the age of 65, whichever occurs earlier. This announcement comes two months ahead of his scheduled retirement date, which was set for April 30, 2024.
Amir Subhani steps into the role, succeeding Shishir Sinha (Retd IAS), who recently concluded his term as the Chairman of BERC. Subhani’s transition to this significant position follows his voluntary retirement (VRS) from the Chief Secretary post, making way for Brijesh Malhotra to assume the role of the new Chief Secretary of Bihar.
There were speculations and anticipation surrounding Subhani’s next assignment after his early retirement. The conjecture suggested that he might be appointed as the Chairperson of either the Bihar Public Service Commission (BPSC) or the Bihar Electricity Regulatory Commission (BERC). Both of these commissions had vacant chairperson positions for some time.
The vacancy in the BPSC chairman position arose after the retirement of former IAS officer Atul Prasad (IAS:1987:BH). Subsequently, former IAS officer Shishir Sinha (IAS:1982:BH) completed his term as the Chairman of BERC, creating an opportune moment for Subhani’s new appointment.

Bihar: KK Pathak may go on central deputation
KK Pathak (IAS:1990:BH), the Additional Chief Secretary of the Education Department in Bihar, is likely to opt for central deputation, as the Bihar government has granted approval to his request. This potential move could bring an end to the controversies surrounding Pathak’s tenure.
Since assuming the role of Additional Chief Secretary, Pathak has been dedicated to reforming the state’s education system. However, his strict measures, such as enforcing school timings, led to clashes with the then Education Secretary, Dr. Chandrasekhar, and protests from staff. Despite facing opposition, including demands for his removal from the education department by the BJP, Chief Minister Nitish Kumar defended Pathak in the assembly, lauding him as the most honest bureaucrat. If Pathak successfully transitions to Delhi, it is expected that the controversies surrounding him will dissipate.
Pathak’s superannuation is slated for January 2028, with almost four years of service remaining. In his previous central assignment, he served as an Additional Secretary and Managing Director of the National Highways and Infrastructure Development Corporation Limited (NHIDCL) from November 2019 to September 2021, returning to his home cadre before the normal tenure’s expiration.
Having also served as Joint Secretary in Home Affairs and as Deputy Secretary in the Department of Personnel and Training, Pathak’s potential move to Delhi awaits finalization. Once the Bihar government issues a No Objection Certificate (NoC), the Union Government’s Department of Personnel and Training (DoPT) will allocate a posting based on his empanelment. The central government will then inform the state government, allowing KK Pathak to join the Union Government upon his release from Bihar’s services.
Rajasthan: 7 IAS officers shifted, one gets additional charge
The Rajasthan government on Saturday (02.02.2024) issued transfer and posting orders for seven IAS officers. Furthermore, an additional charge was assigned to one IAS officer as part of the administrative changes.

Bihar: Brijesh Mehrotra appointed Chief Secretary, Chaitanya Prasad is new Development Commissioner
The Bihar government on Saturday (02.02.2024) announced the appointment of senior IAS officer Brijesh Mehrotra (IAS:1989:BH) as the new Chief Secretary of the state. Currently serving as the Additional Chief Secretary of Revenue and Land Reforms, Mehrotra also holds additional responsibilities in General Administration and Parliamentary Affairs. Moreover, he serves as the Chief Information Commissioner for the state.
As per the notification from the General Administration Department (GAD), Brijesh Mehrotra is set to assume his new role on March 4. He will succeed Amir Subhani (IAS:1987:BH), who was initially scheduled to retire in April. However, there are speculations that Subhani has applied for voluntary retirement (VRS) and might be appointed as the Chairman of either the Bihar Public Services Commission or the state’s Electricity Regulatory Authority.
In addition, Chaitanya Prasad (IAS:1990:BH), currently serving as the Additional Chief Secretary of the Water Resources Department, with an additional charge in the Minor Water Resources Department, has been transferred and posted as the Development Commissioner. Prasad will also hold the additional charge of Chairman-cum-Member, Revenue Board, and continue as the Additional Chief Secretary of the Minor Water Resources Department.
Chaitanya Prasad will take over from Vivek Kumar Singh (IAS:1989:BH), who has already been notified as the Chairperson of the Real Estate Regulatory Authority (RERA) in Bihar. Notably, Vivek Kumar Singh, originally scheduled to retire in July of this year, opted for voluntary retirement (VRS), which was accepted by the government. Following this, Singh was subsequently appointed as the Chairman of Bihar RERA.
