IPS officer A K Choudhary (IPS:1991:AGMUT) has been designated as the Chairman of the Jammu and Kashmir Public Service Commission (JKPSC), as per an official order issued by the General Administration Department. Mr. Choudhary will occupy the position of Chairman, PSC, until he reaches the age of 62 years.
Before taking on this role, Choudhary held the position of Special Director General of Police, Crime.
The central government appointed Ajay Kumar Arora to the post of Joint Secretary (Arbitration & Conciliation) in the Department of Legal Affairs through Lateral Recruitment. In this new role, Arora will hold the distinction of being the inaugural Joint Secretary (Arbitration & Conciliation) as part of the lateral recruitment initiative within the Ministry of Law and Justice.
The announcement of his appointment came after receiving clearance from the Appointments Committee of the Cabinet, chaired by Prime Minister Narendra Modi. The decision was based on recommendations from the Union Public Service Commission.
For the single Joint Secretary (Arbitration & Conciliation) position, a total of 20 candidates were interviewed, and Ajay Kumar Arora was recommended for the role.
Prior to this appointment, Arora served as the Deputy General Manager at the National Hydro-electric Power Corporation (NHPC) Ltd, a Public Sector Undertaking, where he garnered acclaim for his outstanding performance in arbitration, securing numerous zero awards for NHPC. His exceptional contributions earned him the Exemplary Service Award from the Minister of Power, RK Singh, in 2021.
The lateral recruitment of individuals like Arora is a key component of the Modi government’s strategic initiative to integrate private sector expertise and perspectives into the governmental machinery. This approach aims to enhance the ease of governance and improve administrative efficiency. The Jammu and Kashmir government on Monday (04.03.2024) designated Chandraker Bharti (IAS:1996:AGMUT) as the Principal Secretary of the Home Department. This appointment, as conveyed through an order by the General Administration Department (GAD), follows the requisite approval from the Ministry of Home Affairs (MHA), Government of India (GoI).
A recent amendment by the MHA to the Transaction of Business of the Government of Union Territory of Jammu and Kashmir Rules, 2019, now mandates the J&K administration to seek prior approval from the MHA for the appointment of the Home Secretary. This modification expands the scope of mandatory references to the Central Government, as earlier, only proposals for the appointment of the Chief Secretary and Director General of Police (DGP) required such prior acknowledgment.

The Modi government has executed a significant restructuring in the central bureaucracy by transferring two senior IAS officers from key departments. As per an order released by the Department of Personnel and Training (DoPT) on Monday (04.03.2024), Manoj Joshi (IAS:1989:KL), currently serving as Secretary in the Ministry of Housing and Urban Affairs (MoHUA), has been reassigned as Secretary, Department of Land Resources in the Ministry of Rural Development. Simultaneously, Nidhi Khare (IAS:1992:JH), the existing Secretary of the Department of Land Resources, has been designated as Officer on Special Duty(OSD) in the Department of Consumer Affairs, Ministry of Consumer of Food and Public Distribution. In this capacity, she will hold the rank and pay of Secretary to the Government of India. Ms. Khare will assume the position of Secretary, Department of Consumer Affairs, succeeding Rohit Kumar Singh (IAS:1989:RJ), who is set to retire on 31.03.2024.
Anurag Jain (IAS:1989:MP), currently serving as Secretary in the Ministry of Road Transport & Highways (MoRTH), has been assigned the additional charge of the post of Secretary in the Ministry of Housing and Urban Affairs (MoHUA). As per the order issued by the Department of Personnel and Training (DoPT) on Monday (04.03.2024), the competent authority has approved this additional responsibility for Mr. Jain with immediate effect. The assignment will be effective until the appointment of a regular incumbent or until further orders, whichever occurs earlier.

Akhil Akhouri (CWES:2010), endorsed for central deputation by the Department of Water Resources, River Development & Ganga Rejuvenation, has been chosen for the role of Deputy Secretary in the Ministry of Defence, Delhi, for a tenure of four years. As per an order issued by the Department of Personnel and Training (DoPT) on Monday (04.02.2024), the central government has appointed Mr. Akhouri to the post under the central staffing scheme. His appointment is effective for a period of four years from the date of assuming charge of the post or until further orders, whichever is earlier.
Ridhima Vasisht (IRS-IT:2010), recommended for central deputation by the Department of Revenue, has been chosen for the position of Director in the Ministry of Defence, Delhi, for a tenure of five years. Rajendra Kumar Soni (ITS:1997), who held the position of Director at the Department of Chemicals and Petrochemicals, has been prematurely repatriated to his parent cadre. The Department of Personnel and Training (DoPT) issued an order on Monday (04.02.2024), stating that the competent authority has endorsed the proposal from the Department of Chemicals and Petrochemicals to repatriate Mr. Soni to his parent cadre, allowing him to avail the benefits of promotion.
