IPS Sarah Sharma appointed DIG in CBI

Ms. Sarah Sharma (IPS:2010:OD) has been inducted as Deputy Inspector General (DIG) in the Central Bureau of Investigation (CBI) for a period of five years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (08.03.2024), the competent authority has approved the induction of Ms. Sharma in CBI as DIG for five years from the date of assumption of the charge of the post or until further orders whichever is earlier.

IPS officers in CBI get approval for extended deputation stints

The competent authority on Friday (08.03.2024) granted approval to extend the deputation tenure of two IPS officers within the Central Bureau of Investigation (CBI).

The details are as follows:

  1. P Murugan (IPS:2010:JH), currently serving as DIG, CBI, will continue to serve for a period up to 15.03.2027, totaling 7 years, or until further orders, whichever comes earlier.
  2. Dr. Vidyut Vikash (IRS-IT:2008), presently holding the position of SP, CBI, has been approved to serve for an additional one year beyond the 7th year, until 18.02.2025, totaling 8 years, or until further orders, whichever is earlier.

Swapna Devireddy re-designated as Director in D/o Drinking Water & Sanitation

Swapna Devireddy (IRS-IT:2010), Deputy Secretary in the Department of Drinking Water & Sanitation has undergone a re-designation and is now designated as Director within the same Ministry. The Department of Personnel and Training (DoPT) issued an order on Thursday (07.03.2024), confirming the approval of the competent authority for the proposed re-designation by the D/o Drinking Water & Sanitation. This re-designation is approved for a specified period, extending up to 21.12.2028 i.e total tenure of five years under the central staffing scheme.

It is worth noting that Swapna Devireddy commenced her central deputation tenure on December 12, 2023.

Maninder Kaur Dwivedi gets additional charge of Commissioner, NESTS

Maninder Kaur Dwivedi (IAS:1995:CG), Additional Secretary in the Department of Agriculture and Farmers Welfare, has been given additional charge of Commissioner (JS level), National Educational Society for Tribal Students (NESTS). According to an order issued by the Department of Personnel and Training (DoPT) on Friday (08.03.2024), the competent authority has approved the proposal of the Ministry of Tribal Affairs for entrustment of additional charge of the post to Mr. Dwivedi for a period of three months from the date of assumption of charge of the post or till a regular incumbent is posted or until further orders, whichever is earlier.

Nagaland: T John Longkumer sworn in as State Election Commissioner

On Thursday, T John Longkumer (IPS:1991:CG) assumed the position of State Election Commissioner (SEC) of Nagaland. The oath-taking ceremony transpired at the conference hall of the Nagaland Civil Secretariat in Kohima. Kenilo Apon, Commissioner and Secretary of Urban and Municipal Affairs, presided over the proceedings, and Jay Alam, Chief Secretary of Nagaland, administered the oath of office.

John Longkumer was officially appointed to this esteemed role on January 30. Prior to undertaking the responsibilities of the State Election Commissioner in Nagaland, Longkumer held the position of Director General of Nagaland Police, serving in that capacity until his retirement in January 2023.

Odisha: Two IPS officers promoted to DG rank

The Odisha government on Thursday (07.03.2024) promoted two senior IPS officers to the rank of Director General (DG) of Police. The General Administration & Public Grievance Department issued a notification confirming the promotions.

The officers elevated to the rank of DG are:

  1. Lalit Das
  2. Sapna Tewari

Currently, Lalit Das holds the position of in charge of the Human Rights Protection Cell (HRPC) within the Odisha Police, while Sapna Tewari is on central deputation, serving as the Additional Director in the Intelligence Bureau (IB).

Rajasthan: Two IPS officers shifted, MK Chaudhary posted as SP, Khairthal-Tijara

The names of the officers and their postings are as follows;

  1. Sushil Kumar (IPS:2019:RJ), SP, SOG, Jaipur, has been transferred and posted as SP, Cyber Crime, PHQ, Jaipur.
  2. Manish Kumar Chaudhary (IPS:2020:RJ), SP, SCRB, Jaipur, has been transferred and posted as SP, Khairthal-Tijara.

  2. Mukesh Kumar (IAS:2005:CG), has been posted as Secretary, Finance Department with additional charge of Secretary, GAD, Secretary, Commercial Tax (except Excise & Registration) and Chairman, Pension Redressal Committee.
  3. Haryana: IPS officer questions committee’s legitimacy in probing alleged harassment by IAS official

Y Puran Kumar (IPS: 2001: HY), who filed five complaints of “harassment and humiliation” against a senior IAS officer in less than two months, has objected to the formation of a committee comprising three former IAS officers on February 8 to investigate his charges. The committee, consisting of Rajan Gupta, Navraj Sandhu, and PK Das, was appointed to look into the allegations made by Kumar.

In his representation to the Haryana government, the IPS officer labeled the committee’s formation as “legally irrelevant” and “blatantly illegal.” Despite his objections, the committee initiated the “probe process” and conducted its second meeting on March 1, 2024, where the IPS officer was summoned to “present evidence and provide a statement on various issues listed by the panel.”

In his representation, the IPS officer contended that “retired IAS officers lack the authority to inquire or investigate such cases.” He underscored that the issue at hand pertains to a criminal complaint, urging the registration of an FIR against a senior IAS officer and others, citing multiple legal provisions.

The IPS officer asserted that his allegations pertain to “atrocities” and should be dealt with legally under the provisions of the SCs/STs (Prevention of Atrocities) Act, which is a special Act. He pointed out that, according to Section 18 of the Act, there is no provision for a preliminary inquiry, and the specific rank of a police officer who can investigate such cases is clearly mentioned in the said Act.

Haryana: Three IAS officers seek seniority review amid Chief Secretary’s retirement

With the impending retirement of Haryana Chief Secretary Sanjeev Kaushal (IAS:1986:HY) in July, the state government is likely to consider appointing the next senior-most IAS officer, TVSN Prasad (IAS:1988:HY), to assume the top bureaucratic post, should Kaushal not receive an extension. Traditionally, the next senior-most IAS officer is appointed as the Chief Secretary following the retirement of the incumbent. However, this appointment would be for a short period, as Additional Chief Secretary TVSN Prasad is scheduled to retire in October.

Given this scenario, three officers from the 1990 IAS batch are reportedly seeking a revision in the cadre’s seniority list, according to confirmed sources. The officers—Ankur Gupta, Raja Sekhar Vundru, and Anurag Rastogi—have written to the state government, asserting that they originally belonged to the Haryana cadre, while two officers ahead of them, Sudhir Rajpal and Sumita Misra, were transferred from Himachal Pradesh and Jammu and Kashmir, respectively.

Citing the Indian Administrative Service (Regulation of Seniority) rules, the three officers argue that if an officer is transferred from one cadre to another at their request, they should be assigned a position in the gradation list below all officers of the same category with the same year of allotment.

As per Haryana’s IAS list on the official website of the chief secretary, Rajpal currently holds the top position among the state’s 1990 batch officers, having been transferred from Himachal Pradesh in 1994. While there is no explicit indication of a cadre change for Misra on the website, the three officers claim that she originally belonged to the Jammu and Kashmir cadre.

Confirmed sources indicate that the chief secretary’s office has received the representation, but the government is yet to conduct an examination of its contents. It’s crucial to note that the determination of seniority for IAS officers is not within the purview of the Haryana government but falls under the jurisdiction of the Department of Personnel and Training (DoPT) at the Centre. Following the examination, the government is expected to forward the representation to the Centre for further consideration.

The next officer in line, Vivek Joshi (IAS:1989:HY), currently on central deputation as the Secretary of the Union Ministry of Finance, is expected to be appointed as Haryana’s Chief Secretary if he chooses to return to the state. However, if he remains on deputation, the subsequent officer in line will assume the role. In the event of his return, Joshi would hold the position until May 31, 2026. Following Joshi, there are six IAS officers from the 1990 batch in the state, with Rajpal leading the gradation list, followed by Sumita Mishra, Ankur Gupta, Anurag Rastogi, Anand Mohan Sharan, and Raja Shekhar Vundru.
